Abstract: The CPC mass line, on the one hand, is a governance strategy of comprehensively mobilizing the masses for the construction of various socialist undertakings; on the other hand, it is a particular strategy for eliminating bureaucratization of grassroots branch by central authority. However, the current mass line is faced with double challenges. On the one hand, the mobilization movement seems to promote the ethics of responsibility and maintain the legitimacy of the party, but it leads to the lack of initiative of front-line staff. On the other hand, routine community activities gradually cause the loss of enthusiasm of the masses, and reduce their participation and identification of party and mass service activities. Based on a case study, this article illustrates that if professional community work can be planned and operated autonomously, it can help the innovation of grassroots social governance and revival of the CPC mass line by its professional mobilization strategy and systematic building of residents organization.
