In view of the phenomenon of parent-child conflicts in low-income families in Shanghai, this paper designed, implemented and evaluated the family education guidance intervention program. 240 low-income families were randomly selected from 10 neighbourhood in a district of Shanghai, half of which were randomly assigned to receive education and guidance for 8 months, leaving the other half for control group which only received regular welfare benefits. There were significant differences between the experimental group and the control group in parent-child communication, parent-child conflict frequency and parent-child conflict form.Compared with the control group, the experimental group significantly increased parent-child communication and reduced the frequency and form of parent-child conflicts. Educational intervention for low-income families can effectively improve parent-child relationship. The intervention path of enhancing parents' knowledge and increasing families' hope to improve parent-child conflict emphasizes the recovery of positive functions of families themselves, which is in line with the value orientation of social work. So it can be further promoted and evaluated in urban poor families.

The performance evaluation of social work agency in China has made great achievements, but it also faces many dilemmas of accountability, such as tired agency, unprofessional evaluation, insufficient participation, and low credibility of the evaluation results. In order to get rid of these dilemmas, the value orientation should shift from passive inspection to organizational empowerment; evaluation system should be improved to build professional accountability from multiple perspectives; the legal accountability should be built by the rule of law; the public accountability should be improved through multi-agent participation to ensure that the performance evaluation can carry the public value of social work services.

Folded Relationship: Real Space and Practice Path of Social Organizations Participating in Urban Grassroots Governance: Taking Government Purchase Social Work Services in G City as an Example
    ZHU Yuanyuan
    SOCIAL WORK AND MANAGEMENT, 2020, 20 (4): 69-77,96.
    Abstract    HTML ( ) PDF (963KB) ( 2151 )
With the in-depth advancement of China's social system reform, social organizations led by professional social work services are gradually recognized by the Central and Local Party Committees and governments, and play an increasingly important role in social governance. The practice of social organizations participating in grassroots social governance and social services has objectively changed the social management system that was overwhelmed by the government at the end of the last century, and promoted the transformation of government social functions and the construction of a new social system. However, the practice space and institutional space of social organizations participating in grassroots social governance and social services require not only the support of government policy and grass-roots officials, but also the self-expansion of social organizations. This makes the space of social organizations participating in grassroots social governance present contextualized dynamics, diversity, and three-dimensional characteristics, thus producing a "folded relationship" between the government and social organizations, which also makes this flexible governance space have a special sociological significance.

A New Exploration to Transform Rural Vacant Primary Schools into Community Service Centers for the Aged: Inspiration from the Community Activation Experience of China Taiwan District
    ZHONG Yaolin
    SOCIAL WORK AND MANAGEMENT, 2020, 20 (4): 78-88.
    Abstract    HTML ( ) PDF (1030KB) ( 2106 )
Statistics show that rural communities in mainland China are faced with the contradiction between a large number of unused primary school buildings and a lack of public service space for the elderly. To make good use of the resources to meet the requirement of elderly care service while protectively developing idle school buildings will be a mutual and even multiple beneficial integration. The experiences of community building in Taiwan region over the past 20 years provide a good enlightenment for solving this contradiction. The conversion of a vacant primary school into a community elderly service center is an "asset-based" process of community activation. It needs to be human-centered, intrinsically oriented and focused on relationship-building. More emphasis should be laid on software rather than hardware, making the space open, complex, artistic and educational. And community education, cultural conservation, community organization cultivation, community awareness, community identity and community sense should be strengthened. More importantly, we need the interaction between the government and the people to promote grassroots efforts and policy cooperation.

Based on the qualitative research method and the perspective of rights, the paper analyzes the problems and causes in the current inclusive education of special children through literature review and case interviews. It finds that the lack of support system of inclusive education for special children is the main reason that leads to the cognitive lag, the weak supply of specialization and the lack of linkage mechanism. In order to ensure the realization of the welfare right to education for special children, building multivariate support system should be guided by the concept of "excellent service, promoting development and sharing" and efforts should be made in the families’ capacity-building, professional service supply and effective linkage mechanism construction.
