From Idle Stock to Quality Increment: The Implementation Mechanism for Transforming Community Idle Assets Into Embedded Service Facilities

Abstract: Based on survey data from 110 respondents, this study applies the grounded theory methodology to investigate the mechanisms underlying transforming of community idle assets into embedded service facilities and construct a model for their effective conversion. The research indicates that the effective transformation of community idle assets into embedded service facilities constitutes a systematic process integrating transformation demand, stakeholder engagement, guiding principles, preparatory measures, and implementation strategies. The outcomes of this transformation manifest in four types: spatial, functional, modal, and technological. It is recommended that community governance firmly embrace a people-centered approach, reinforce the coordinating and policy-supporting role of government, improve institutional safeguards, address service delivery gaps for the elderly, children, and individuals with disabilities, vigorously cultivate professional service organizations and talent, and strengthen the foundation for sustainable development.
