近十年流浪儿童救助困境及对策研究

摘要: 摘要: 近十年来,我国流浪儿童救助发展虽然取得了一定成绩,但学术研究方面存在的参与主体单一、研究体系不健全、基础研究条件薄弱,以及救助实践方面存在的救助政策不健全、行政性救助色彩过浓、救助主体社会化低、区域性救助合作不强等问题严重影响其人性化、专业化与社会化发展。应对这一发展瓶颈,必须加快流浪儿童学术研究,构建独立的流浪儿童福利行政体系,构建与儿童福利制度相衔接的流浪儿童福利政策与服务体系,构建社会工作与民间组织参与机制。

Abstract: Abstract: Despite the certain success in the relief of street children in China in the recent decade there exist some problems both in the relevant academic research and the practical relief work. Academically, there lack diversified research participants, reasonable research systems and sound research conditions. Practically, problems such as imperfect relief policies, strong administrative features, low level of socialization of the relief participants and loose interregional collaboration severely affect the human, profession and societyoriented development of street children relief work. There is an urgent need for strengthening the related research, establishing the administrative system for street children welfare and corresponding welfare policy and service systems, and developing the mechanisms for both social work agencies and nongovernmental organizations to participate in the street children relief work.
