Discussion on the Operation and Perfection of Rural Social Assistance System in China

Abstract:  Rural social assistance system in our country has experienced two stages of policy evolution before and after the reform and openingup. Since the new century, according to the basic living problems of rural poor masses, the State Council has issued the rural minimum living security, rural medical assistance, rural “five guarantees” support and a series of other rural social assistance system. But in the operation, some problems still existed such as low relief standard, inadequate relief coverage, inadequate relief supporting policies, insufficient rescue resources integration, nonstandard management service etc. According to these problems, in order to improve the rural social assistance level and expand the scope of rural social assistance, the paper puts forward the corresponding policies and suggestions to further perfect the rural social assistance system in china.
