With the development of social work and the promotion of government purchased service, some people who have enterprise background started to set up social work organizations. Involvement in public welfare makes them equipped with the value basis to accept the idea of social work, and the engagement in public welfare such as social work can help them realize social value which is different from the one in enterprises. Meanwhile, they also want to accomplish their social ideals through social work organizations. Its advantage lies in the fact that they can learn from the operation of the enterprise in aspects such as the service specialization、the brand strategy and enterprise management. The problem they facing are the insufficient understanding in professional value, methods and relevant evaluation. This type of social work organization is prone to be questioned in the issue of profit. The relationship between enterprises and social work organizations has to be further regulated.

With the rapid development of market economy, rural labor force in China massively flow to the city, which in turn forms a unique group in the rural areas, namely the leftbehind women. This paper will briefly introduce the existing problems of rural leftbehind women, which are poor living conditions, low social status and insufficient basic livelihood security, and them analyze the reasons of these phenomena from the perspective of dual social system, traditional ideas and rural women themselves. Based on the core values of social work, the construction of intervention path is executed in direct and indirect ways. In the end, taking as a case the specific implementation process of a 34 yearold rural woman’s life quality issues, it will present the application and function of social work methods.

Narrative therapy is a new mode of social work practice which is rooted in the thoughts of postmodernism and social constructivism. Narrative therapy mode can externalize human problems from the perspective of “multiple center” and “to destructing the authority”.Through professional skills of social workers or therapist, families bereft of their only children will be assisted to deconstruct stories considered as problems, and build positive significance by looking for an exceptional event. After straightening out philosophical origin and analyzing methods of narrative therapy mode, this paper will explore case practice when narrative therapy mode of social work gets involved in reconstruction of a family bereft of the only child.

Since the 1990s, family foster care has been increasingly employed in orphans/disabled children rescuing and rearing in China. With the idea of fostering family community empowerment, the foster care practice of G City’s Child Welfare Agency is able to effectively advance fostering families’ identity, engagement and efficacy towards children foster care work. The core aspects of its community empowering process are operated on individual, organizational and community levels, including promoting capacitybuilding of the fostering parents, organizing the fostering families, building up a real partnership between the fostering families and the welfare agency, ameliorating infrastructures of the whole fostering community, and constructing external supporting network for the fostering community. Employment of community perspective and the engagement of social workers are the key to G city’s innovation in the family foster care.

Along with the development of market economy, employee turnover has been getting more frequent; therefore, more and more attention is attached to the leave management. As a key link in the leave management, exit interview has shown its importance. Presently, the exit interview couldn’t implement quite well in breadth and depth because of limitations in objective conditions. Therefore, according to different demand of social work object, three patterns, namely involvement mechanism of depending on the internal and external linkage, external assistance involvement mechanism and EAP pattern in enterprise interior, have been applied in employee exit interview and became the effective operating path. The social work intervention in exit interview aims at balancing the enterprise economic and social efficiency, fulfilling corporate social responsibility and promoting the development of enterprise social work.

Aging of the rural population is becoming increasingly serious and a large number of young adults move into the city, which challenge the existing formal and informal rural support system for the aged and exacerbate the problems of the rural leftbehind elderly in terms of the economic support, life care and spiritual comfort. In order to improve the quality of life for the rural leftbehind elderly, we should adhere to ‘communityfamily pension mode’ which is homebased and communitydependent; let the pension institutions play the leading role;and at the same time,further improve the rural social insurance and social assistance system;introduce professional talents to improve the quality of pension service.

The regulations of related crimes about minors’ guardianship in China’s Criminal Law are limited. It is mainly reflected in maltreatment, abandonment and a few other charges, which is unable to meet the current requirements of human rights protection for minors. The legislation on the guardianship of minors in Philippine criminal law is wider. In addition to maltreatment and abandonment, the guardian’ abuse of custody, the serious misconduct and the sexual crimes by the guardian are all recognized as crimes. Meanwhile, the unsuitable guardians will be deprived of custody according to the criminal code. China should learn from the existing legislation of the Philippine. On the one hand, we should increase the scope of criminal conducts; on the other hand, it is necessary to add the deprivation of guardianship in criminal law.

Rural social assistance system in our country has experienced two stages of policy evolution before and after the reform and openingup. Since the new century, according to the basic living problems of rural poor masses, the State Council has issued the rural minimum living security, rural medical assistance, rural “five guarantees” support and a series of other rural social assistance system. But in the operation, some problems still existed such as low relief standard, inadequate relief coverage, inadequate relief supporting policies, insufficient rescue resources integration, nonstandard management service etc. According to these problems, in order to improve the rural social assistance level and expand the scope of rural social assistance, the paper puts forward the corresponding policies and suggestions to further perfect the rural social assistance system in china.

Development of a professional social work agency in BD city demonstrates that, in the construction of a modern organization system, the interaction structure among government, society and the profession influences and restricts the development of social organizations. In the mode of a high dependence on government, the support from government is the key to the construction of a modern organizations system, while the building of the profession and the capacities of social organizations come secondly. Based on China’s local practice, and from the premise of the promotion of Government Purchase of Services, a gradient layered dualtrack ternary purchase stimulation development mode is offered for the construction of modern organizations system.

The key of new urbanization is people’s urbanization, which is the integration of rural population into the place of their employment and sharing the equal public service with local urban residents. Suburban districts are located in the ruralurban fringe zone, and the dualistic population structure makes it difficult to govern suburban society. Suburban districts have already become living specimens which reflect transformation and development of Chinese society. Multiple engagements are the necessary choice to optimize suburban districts’ public service and management against the background of new urbanization.

“One Party Committee, One Residents Committee and One Service Station ” reform model in JianYe District of Nanjing City inherited and developed “Separation of Residents Committee and Service Station” model in Shenzhen since 2005. The new reform model focused on solving the bottleneck problems in Chinese community management for a long time, trying to build community governance network based on division of responsibilities and cooperation among the triple power of Party, administration and autonomy. The reform model adopted the integration of street and community, strengthened grassroots power in the community, reinforced party building in community, improved service of people’s livelihood, resumed residents committee’ autonomy, having the functions of grassroots administration, community services and community autonomy effectively executed. Meanwhile, in this mode of management, the resident committee encountered multiple challenges and needed repositioning responsibility.

Family Service Center(FSC) is an important carrier of public service promoted in Guangzhou. Previous studies of FSC focus on their management, operation, evaluation and so on. However from perspective of geography, it is better to achieve the equal spirit of public service by drawing up concept of accessibility from space study to analyze spatial distribution of service provided by FSC. Demographic characteristics, demand distribution and accessibility of public services are the important factors affecting the equalization of public service in spatial sense. Public service providers can design, reflect and improve in accordance with Spatial Distribution Model of Public Services.

The system of collaborative innovation refers to the industrial technology innovation and strategic alliance among different subjects, as well as the relations between the subjects and the external environment. Under the guidance of “2011 Project”, the synergistic system in our country is the free collaboration and cooperation of the enterprises, universities and research institutions under the guidance of the government. The mechanism of collaborative innovation is a complex relationship system, which refers to the aggregation of internal cooperation modes and relationships of each subject and elements in the industrial technology innovation strategy alliance, mainly following the principle of the maximum knowledge diffusion motivation, the minimum technology transfer gradient, the maximum resources complementarities based on knowledge, the maximum individual cost yield and appropriate innovation ability gap.

Privilege relation theory originated from Germany and was used to explain the privilege legal relationships including the one between government officials and the state, and the one between school and students. It was revised several times after World War II, to meet the demands of the emergence of democracy, rule of law and human rights.
