Abstract: Based on the case analysis of L community in N city, this paper examines the practice logic of service-oriented governance of modern social work from the two dimensions of governance structure transformation and governance system innovation. Firstly, the population mobility leads to the invalidation of traditional rural governance system, which forces the transformation of grass-roots community governance structures. At the same time, we should optimize the supply structure of community services through positional construction and actively innovating community governance system. Secondly, the basic practical logic of service-oriented governance is "utilizing service to absorb society", which has the characteristics of basis, service, assistance and authorization. As the practical logic of service-oriented governance of social work organizations, the theory of "utilizing service to absorb society" is a kind of entrusted governance under the administrative authorization. Finally, the purpose of "utilizing service to absorb society" is to transcend the traditional national social theory and regard modern social work as an organic part of the modernization of grass-roots social governance system and governance competence.
