    From Embedding System to Embedding Life: The Paradigm Shift and Choice of the Era for Social Work in China

    Since the restoration and reconstruction of social work in the past 30 years, the primary problem that plagues the academic and practical circles has always been how to obtain survival and development. Embedded development and internal transformation have become two mainstream views. The former points out from the perspective of professional social work that (professional) social work must be embedded in the original social service system in order to obtain development, while native social work is in a relatively subordinate status. The latter believes that it is sufficient to promote the transformation of the original social service system in a better direction, and professional social work is only a supplement. The above two views actually create a dichotomous social work discourse, which is not conducive to the integrated development of two different forms of social work in practice. On the basis of reflective understanding of the relevant literature and practice about embedded development of social work, this paper points out that the previous concept of embedded social work is only an expedient strategy, but does not touch upon the essence and core of social work. Therefore, combined with the historical orientation and major contradictions in the new era, this paper proposes that the transition from embedding system to embedding life is the choice of the era and proper meaning of the development of social work, since the latter tries to tentatively draw a picture of the development of social work from three aspects: finding the value implications of "embedding" through returning to the social property of embedding; focusing on the embedded nature of "subjectivity" to focus on "people" themselves; and shaping a better life as the fundamental task and proposition of the new era.

    The Empowerment Management Logic of Embedding Professional Social Work in Development: Based on the Inspection of Empirical Data from Y District in Shanghai

    In the process of the embedded development, an ‘empowerment management’ relationship was formed between the professional social work and government. Its main manifestation is that the government, as the leading one, manages the professional social work subjectively for the purpose of effective overall planning, which has drawn a certain boundary for the development of professional social work and thus played a limiting role. However, this restrictive role is weakened or even turned into a driving force by the government's empowerment of professional social work through systems, policies and resources. To verify the meanings of ‘empowerment management', this study focuses on the inter-relationship between grassroots community committees and community social workers. By using quantitative analysis method, this study finds out that both the empowerment-related and management-related organizational characteristic of community committees positively influence the psychological empowerment of community social workers. Based on the findings, this study puts forward two recommendations: (1) Professional social work should improve self-awareness and make an adaptive balance between government and itself. (2) When establishing the system of professional social work, the long-term social governance logic should be taken into consideration to conform to the local logic while learning the experience of western developed countries.

    Agents and Space Production: The Practice Logic of Social Organizations Participating in the Community Green Governance——Based on the Practice of W Organization

    From the perspective of third-party evaluators, this paper takes the professional practice of W organization's participation in the green governance of urban communities in H district as a case study. While critically reflecting on the previous theories, the paper constructs an analytical perspective of agents and space production based on the theory of "interests alignment and organizational action", so as to explore in depth the micro-mechanism and the inherent operating logic of social organizations' participation in the practices of community green governance. The study finds that in the practice of promoting community green governance, while confronted with the governance scenarios of weak community participation, limited motivation and community relationship alienation under the strong administrative governance, W organization actively promotes down-top, resident-led community green governance actions from the three aspects of "cognition", "empowerment" and "community building", thus directly promoting the restructuring of community elements, the reshaping of community public space, the cultivation of community spirit, and the reconstruction of social networks. In this way participation motivation of the agents has been shifted from the self-interested participation in the interest alignment mode to the altruistic governance of the organizational action mode, thus truly forming a community-based green governance community.

    Trust Construction in Embedment: The Survival Logic of Social Work Organization in Governance of Grass-root Villages and Communities——Based on the Qualitative Research in Shanghai

    As an important subject of social governance, social work organizations garnered much attention because of its relationship with administrative governance. Trust is the premise of the cooperative order, and the current researches focus on the cooperative order embedded in the system, but insufficient attention is paid to the issue of trust embedded in the system. Based on the qualitative researches in grass-roots village and community governance in Shanghai, it has found that social work organizations, through posing themselves as professional assistants, trusting media, balancing demand and active communication, have constructed multiple trust, which include trust in the social exchange, trust based on human relationship and political trust. The construction of trust demonstrates the survival rationality of social work organizations and produces fragile cooperative relations, which are also the results of China's unique political system, the transformation limits of political and social relations and the local relationship-oriented culture. To ensure the effectiveness of social work organizations' participation in social governance, it requires not only the improvement of the system, but also the care and promotion of the construction of trust among the governance subjects.

    Child sexual abuse, as a very serious social problem, has attracted increasingly high attention from the society and scholars. It brings not only indelible trauma to the abused children and their family, but also terrible impact to the society. Therefore, it is urgent to build the network to prevent child sexual abuse. From the perspective of bioecological system theory, the prevention network should be constructed from different ecological systems based on the three dimensions of children, the interaction between children and significant others, and the environment. It should include child-centered preventive education, parent-centered preventive paths, school-based prevention programs and state-dominated institutional safeguards.

These strengths can help people overcome difficulties in life and promote their developments. The strength perspective theory is more macroscopic, comprehensive and thorough. It can be applied to the field of adolescent behavior problems, which can change the negative assumptions and cognitions of the clients under the long-term influence of the treatment model, effectively avoid and eliminate the defects and negative influences in the treatment model. Furthermore, this theory has revolutionized the theoretical basis and practical methods of intervention research on adolescent behavior problems. The strength perspective intervention model can improve the self-efficacy of young people while achieving the goal of alleviating adolescent behavior problems at the same time. With the help of this theoretical model, young people can gain positive development and realize self-help, which have important value and significance to the stability and development of young individuals, and even to the whole society and the country.

    Strategies of Emotional Governance for Special Group: Based on the Survey of the Social Interaction Situation of Offenders in the Community

    The objects of judicial work such as offenders in the community often suffer from social stigma and social exclusion due to their past experiences. The reconstruction of their social identities becomes the core goal of emotional governance for these special groups. By exploring the emotional status of offenders in the community in different social interaction situations and its impact on the construction of their identities, we find out that they acquire negative emotional experience in their daily life and construct a rejected identity as a ‘criminal’; in the community correction system, they acquire passive emotional experience and construct a legitimate identity as an ‘offender’. In the context of social work practice, they obtain highly emotional experience and develop a project-related identity as a ‘community member’. Professional social work services should be introduced to reduce the negative emotional experience of offenders while awakening their positive emotions in the process of social interaction, which can be served as the key emotional governance strategy for this special group.

    The Basic Connotation of Healthy Development of China's Professional Social Work in New Era and Its Further Promotion

    The healthy development of the professional social work is the important carrier of social governance innovation and resolution of the principal social contradictions in the new era. At present, the healthy development of the professional social work in China is still faced with several invisible biases, such as boundary alienation, professionalism, materialism and so on. The healthy development of the professional social work needs to adhere to the core concepts of the joint contribution and shared benefits, rights and people-orientation. From the idea of "one center, three dimensions" and the internal logic among the dimensions, this paper clarifies the connotations of the healthy development of the professional social work, and proposes that we should construct the ethical value system, disciplinary discourse system, the mechanism of collaborative integration, and law and regulation system, to further promote the healthy development of professional social work.

    “Utilizing Service to Absorb Society”: The Practice Logic of Service-oriented Governance

    Based on the case analysis of L community in N city, this paper examines the practice logic of service-oriented governance of modern social work from the two dimensions of governance structure transformation and governance system innovation. Firstly, the population mobility leads to the invalidation of traditional rural governance system, which forces the transformation of grass-roots community governance structures. At the same time, we should optimize the supply structure of community services through positional construction and actively innovating community governance system. Secondly, the basic practical logic of service-oriented governance is "utilizing service to absorb society", which has the characteristics of basis, service, assistance and authorization. As the practical logic of service-oriented governance of social work organizations, the theory of "utilizing service to absorb society" is a kind of entrusted governance under the administrative authorization. Finally, the purpose of "utilizing service to absorb society" is to transcend the traditional national social theory and regard modern social work as an organic part of the modernization of grass-roots social governance system and governance competence.

    The New Development of China's Child Welfare Policy and Consideration on the New Era Policy: Based on the Policy Literature since 2010

    This article adopts the literature research method to review and analyze the child welfare policy documents issued at the national level after 2010 and relevant research literature. First, it presents from the policy content dimension six features of child welfare policy development since 2010: highlighting the value concept of child welfare and children's rights; establishing the policy orientation of "Moderate Universal Child Welfare Model"; placing emphasis on children in difficulties and rural left-behind children; filling the gaps in child protection policies and focusing on family custody and child safety; enriching and institutionalizing the contents of child welfare policies; innovating the mechanisms of child welfare and child protection. Second, it reveals five problems in policy development: five ambiguous aspects in the policies; the urban-rural dichotomy and differential treatments to children with similar needs; inadequate family support for child-rearing; more remedial policies and fewer preventive policies; low policy levels and severe fragmentation. Finally, it proposes four suggestions for improvement and implementation of child welfare policy system in the new era: defining the national strategic framework of child welfare, combining the "Universal Service Welfare" and "Residual Cash Welfare", building the child protection system with Chinese characteristics, and promoting child welfare through explicit family policy.

    Evidence-based practice originated from evidence-based medicine, and is widely used in the fields of nursing, clinical psychology and social work, and has formed an interdisciplinary evidence-based practice model in the field of human services, reflecting the origin of modern scientific methodology that combines positivism and humanism. The policy science has a distinct value orientation. The introduction of evidence-based methods in social policy research promotes the scientific processes of research and decision-making while emphasizing the role of client preferences in the service provision process. Against the background of the beginning of a new era for China, the development of evidence-based social policies is of great value for accurately grasping the goals of social policies, strengthening the effectiveness of social policies and better reflecting the demands of socially disadvantaged groups for a better life. To this end, evidence-based practice has an important implication for China's social policy decision-making and its research in realizing the transformation of thinking mode, strengthening the combination of research and application, and understanding of the mechanism of policy implementation.

    Merge-based Derivation in Chomskyan Minimalism

    Merge-based derivation in Chomskyan minimalism assumes human language as a computational system, giving a reasonable and concise explanation of the recursion and hierarchy of language. There exist such different structure-building modes as External Merge, Internal Merge, Late Merge and Parallel Merge. External Merge represents the generally selectional relation between lexical items and Internal Merge proceeds under agree between probe and goal. Internal Merge is essentially copy plus remerge and explains the dislocation phenomenon of language. Late Merge and Parallel Merge, both involving operation work zone and parallel operations, explain how the time and order of different merges define the generated structure. There is no conceptual need to postulate both Set-Merge and Pair-Merge since a label is needed in order for the structure of either modes of merge to be properly interpreted at the interfaces. As to the relation between merge and label, a choice has to be made between (i) to explore how merge, without resorting to label, directly generates endocentric and recursive structures and (ii) to replace merge derivation by label syntax, explaining how label distinguishes human language from other communicational systems.

    Research on the Construction of College Counselor Team Based on the Cultivation of “Craftsman” Innovative Talents

    The new era puts forward higher requirements for the cultivation of "craftsman" innovative talents in universities, especially in engineering colleges and universities, in which counselors should play an important role. Nowadays, in the training of "craftsman" innovative talents, counselors are troubled with some limitations, such as incomplete knowledge of innovation and entrepreneurship, inadequate responsibility awareness of innovation and entrepreneurship education, low attention paid to counselors' innovation and entrepreneurship work by universities and counselors' neglect to improve students' innovation and entrepreneurship quality and so on. Taking Guangdong University of Technology as an example, which is a key university in the construction of high-level universities of science and engineering, this paper argues that counselors play an important role in training students to become the "craftsman" innovative talents by arousing students' craftsman consciousness, cultivating students' craftsman spirit of combining knowledge with practice, and expanding students' comprehensive craftsman practice. It is necessary to enhance the construction of counselor team from the three aspects: improving theoretical and practical abilities, building studio platforms, and developing innovation and entrepreneurship education courses, so as to promote the cultivation of "craftsman" innovative talents.
