数字社会工作：定义、意义及实践的专家共识(2024)

摘要/Abstract

摘要： 在数字时代背景下，制定关于“数字社会工作”的专家共识将有利于深化和促进社会工作教育者、研究者和实务工作者对数字化转型的理解和认识。文章通过专家讨论、初拟草稿、多轮反馈以及联名签署等环节，对数字社会工作的定义、意义和挑战、发展建议三部分达成共识。在定义部分突出了信息和通信技术在社会工作中的运用，同时亦指出数字社会工作为服务对象、社会工作者、直接服务、服务组织、教育和培训以及专业本身等方面所产生的重大意义和挑战。针对数字社会工作的未来发展，提出了共建基础设施、建设服务模式、加强学科建设、修订伦理规范、创建理论体系等建议。

Abstract: In the context of the digital era, developing an expert consensus on “digital social work” will help to deepen and promote the understanding of digital transformation among social work educators, researchers, and practitioners. Through expert discussions, proposal writing, multiple rounds of feedback, and co-signing, this article reached a consensus on three key aspects: the definition, significance and challenges, and development recommendations for digital social work. The definition highlights the use of information and communication technology in social work, while also emphasizing the significant impacts and challenges which digital social work poses for service recipients, social workers, direct services, service organizations, education and training, and the profession itself. Lastly, the article provides recommendations for the future development of digital social work, including the co-construction of infrastructure, the development of service models, strengthening discipline-building, revising ethical standards, and creating theoretical frameworks.
