未成年被害人社会工作服务模式构建与实现路径——基于S市H机构的个案研究

摘要： 随着未成年人保护工作的深入推进，以创伤知情为核心的干预理念在我国社会工作服务中的应用价值日益凸显。文章基于S市H机构在未成年被害人社会工作服务领域的实践探索，聚焦司法与学校场域中的服务整合困境，构建“司法+学校”未成年被害人社会工作服务模式。针对当前我国未成年被害人社会工作服务仍面临协同机制薄弱、服务理念滞后等瓶颈，从精准服务执行、专业能力建设、政策资源保障及循证实践优化四个层面提出系统化路径，旨在为构建符合我国实际情况的未成年被害人社会工作服务体系提供理论支撑与实践参照，推动服务模式从分散干预向系统化、专业化和可持续的方向发展。

Abstract: With the continued advancement of child and adolescent protection initiatives, trauma-informed approaches have assumed increasing significance in social work practice in China. Drawing on the practical experience of Agency H in City S which provides social work services for minor victims, this study investigates the challenges of service integration across judicial and school settings, and systematically develops a dual-track, trauma-informed service model that synthesize the judicial and school-based interventions. At present, services for minor victims in China are impeded by persistent obstacles, such as insufficient inter-sectoral coordination and outdated service paradigms. In response, this study proposes a set of systematic set of strategies along four dimensions: precision in service delivery, enhancement of professional capacity, augmentation of policy and resource support, and the optimization of evidence-based practice. The study aims to provide theoretical grounding and practical guidance for the development of a contextually relevant social work service system for minor victims, and to promote the evolution of service delivery from fragmented responses toward a more systematic, professionalized, and sustainable model.
