Abstract: Abstract: Social development is based on beliefs. A belief that fully expresses the demand of the time determines the future of human development. “Lowcarbon development” in the context of Chinese Dream is the thought about contemporary and future human development. This paper explores the appeal of the time to lowcarbon development, its features in a comparative perspective, and the path of implementing lowcarbon development. It is significant for the realization of Chinese Dream to cope with climate warming, adhere to ecological and environmental protection, make stainable use of resources, build an environmentfriendly model of development, and advocate lowcarbon development. Lowcarbon development calls for ideological transformation, economic restructuring, technological innovation, and technological power as well.
