Abstract: Against the background of building a harmonious society, social work organizations, the bond of government, society and individuals, are the professional support for both social development and administration. The civil affairs departments of China have encouraged college teachers to establish social work organizations in order to share the burden of various social services. College Teachers have the professional advantages in establishing social work organizations. It is conducive to promoting innovation in social management and the localization of social work, to accumulating social practice experience, to promoting the development of teaching, scientific research and practice. However, certain unexpected difficulties, such as lack of fund and administration experience, insufficient understanding and support from the society, have blocked their steps in the establishment process. To solve these problems, not only should the government provide more political and social support in terms of policy guidance, interactive cooperation, but also the organizations should improve their own abilities and services, which will together create a friendly development system for social work organizations, and a mechanism for the cooperation between government and social organizations as well as cooperation between universities and enterprises.
