Against the background of building a harmonious society, social work organizations, the bond of government, society and individuals, are the professional support for both social development and administration. The civil affairs departments of China have encouraged college teachers to establish social work organizations in order to share the burden of various social services. College Teachers have the professional advantages in establishing social work organizations. It is conducive to promoting innovation in social management and the localization of social work, to accumulating social practice experience, to promoting the development of teaching, scientific research and practice. However, certain unexpected difficulties, such as lack of fund and administration experience, insufficient understanding and support from the society, have blocked their steps in the establishment process. To solve these problems, not only should the government provide more political and social support in terms of policy guidance, interactive cooperation, but also the organizations should improve their own abilities and services, which will together create a friendly development system for social work organizations, and a mechanism for the cooperation between government and social organizations as well as cooperation between universities and enterprises.

    LI Bin, WANG Yi-Fei
    SOCIAL WORK AND MANAGEMENT, 2015, 15 (1): 21-26.
    Abstract    HTML ( ) PDF (1091KB) ( 2365 )

The basic logic of social governance in developed western countries has been focusing on the balance among the society, market and government, which are always in great tension. The aim of their social governance is to keep the society from the invading of government and market. While social governance in China tends to get government, market and society working together. After the planned economy and economical reform since the 1980s, ideology gradually shifts from the emphasis of “class struggle” to highlighting “economic development”, but along the process Chinese society is severely atomized and disintegrated. In this “New Normal” economy, taking the building of a society that favors people’s livelihood as its logical start, social governance should get government, market and society united to cooperate in innovation, making each playing its own role while consciously maintaining mission and interests of all sides.

    SOCIAL WORK AND MANAGEMENT, 2015, 15 (1): 33-39.
    Abstract    HTML ( ) PDF (1288KB) ( 2333 )
AIDS and the problems it causes have attracted more and more attention of society. The weak points of the work model on helping AIDS patients in China have gradually shown up: The government values prevention, ignores rescue. Organization rescue lacks standardization and systematization. Academic research attaches importance to theory, belittling practice demonstration, and media publicity is not in place. The success of Hong Kong AIDS patients relief work mode offers some experience: the four groups, namely social workers, nurses, physiotherapists, and raising team, have close cooperation, treating AIDS patients as the center, and providing overall service in terms of daily life, psychology, crisis intervention, and personal development, etc. This practical experience provides reference to related work in China.

    QU Zhen-Hui

    Abstract    HTML ( ) PDF (827KB) ( 2260 )
Underdevelopment of the current social work in China is closely linked with the absence of legislation about social work. In the formation of the legislation of social work in China, a special path should be blazed from four aspects, namely the legalizing, amending and abolition of the existing civil laws; transplantation of social work legislation in western countries; legalization of social work ethics; legalization of social policy, which should all be given sufficient attention and importance.

    ——Questionnaires from 10 Universities
    ZHANG Le
    SOCIAL WORK AND MANAGEMENT, 2015, 15 (1): 45-54.
    Abstract    HTML ( ) PDF (1347KB) ( 2200 )
High quality social work undergraduate education can ensure the output of outstanding social work talents to the society. Social work undergraduates from ten universities in China are selected to evaluate the teaching of their current core courses and professional practices. The analysis results show that the teaching quality of core courses is rated in the middle level, and the quality of professional practice is in a comparatively low level. The highest satisfaction goes to professional basic courses with clearlyset teaching objectives, content and methods; the satisfaction degree of professional main courses with practices is only in the middle level while their lowest evaluations are given to the professional courses that feature purely theoretical teaching. Students deem that the current professional practice is insufficient in both number and quality, resulting in a poor practice effect. In view of the above situation, this paper suggests that measures be taken to deeply localize the construction of the curriculum design, course teaching and practice, so as to improve the quality of social work education.

    Abstract    HTML ( ) PDF (708KB) ( 2134 )

The legislation on minor offenders needs to be further improved. China’s Criminal Law should clearly indicate that property punishment doesn’t apply to minor offenders and establish the system for the elimination of their crime records. Meanwhile, China’s Criminal Law should also precisely stipulate special cases that life imprisonment can be applied to minors and state the situations that parole can be applied to minor offenders as well as the minimum prison terms in actual execution, whereby a clear basis for the sentencing of minor offenders and its execution can be resorted.

    XIE Wei-Hong-1, LI Zhong-Shun-1, QU Xi-Feng-1, WANG Yong-Jian-2
    SOCIAL WORK AND MANAGEMENT, 2015, 15 (1): 74-82.
    Abstract    HTML ( ) PDF (1169KB) ( 2197 )
Time is one of the most important dimensions in both social world and the natural world. With the development of social practice, people are increasingly aware of the importance of time. In the study of organization, a consensus has been made that time is a strategic resource for both profitoriented social organizations such as business enterprises, and nonprofit social organizations such as association of social work. Timeliness is the inner characteristics of organization, which can make full use of time to better grasp timing and rhythm of the changes. Though there has been much literature on the time theories in organizations, a systematic summary of the time theories is still missing, making it difficult to grasp the development of the time theory. Therefore, by sorting out related domestic and foreign research literature, this paper tries to clarify the progress of time theory in the study of the organization. It describes in detail the concept and connotation of time, the connotation of time in organizations as well as the progress of time theories in organizational research. Furthermore, the article also makes suggestions in order to provide a valuable reference for future organizational research.

After Deconstruction: on Postmodern Artistic Critique with Painting as Example
    WANG Ying
    SOCIAL WORK AND MANAGEMENT, 2015, 15 (1): 83-87.
    Abstract    HTML ( ) PDF (1205KB) ( 2197 )

Painting art, under the influence of postmodernism, is much different from its traditional version. The former deconstructs the boundaries of art and nonart, featuring more on concept illustration than the connotation of the work itself, and blending various manifestations. In a gesture of rebellion it declared another face of art, reflecting the times and artistic voice. The reconstruction of art after postmodern art needs to embody the spirit of human life, combine the tradition and understand the true meaning of art in it, make more indepth exploration around people’s lives and reality, and use art itself to represent art which comes from life, is higher than life and is teeming with artistic spirit.
