Abstract: Since the 1990s, family foster care has been increasingly employed in orphans/disabled children rescuing and rearing in China. With the idea of fostering family community empowerment, the foster care practice of G City’s Child Welfare Agency is able to effectively advance fostering families’ identity, engagement and efficacy towards children foster care work. The core aspects of its community empowering process are operated on individual, organizational and community levels, including promoting capacitybuilding of the fostering parents, organizing the fostering families, building up a real partnership between the fostering families and the welfare agency, ameliorating infrastructures of the whole fostering community, and constructing external supporting network for the fostering community. Employment of community perspective and the engagement of social workers are the key to G city’s innovation in the family foster care.
