A New Exploration of Urban Community Management System Reform: “One Party Committee, One Residents Committee,One Service Station” Model in Jianye District, Nanjing City

Abstract: “One Party Committee, One Residents Committee and One Service Station ” reform model in JianYe District of Nanjing City inherited and developed “Separation of Residents Committee and Service Station” model in Shenzhen since 2005. The new reform model focused on solving the bottleneck problems in Chinese community management for a long time, trying to build community governance network based on division of responsibilities and cooperation among the triple power of Party, administration and autonomy. The reform model adopted the integration of street and community, strengthened grassroots power in the community, reinforced party building in community, improved service of people’s livelihood, resumed residents committee’ autonomy, having the functions of grassroots administration, community services and community autonomy effectively executed. Meanwhile, in this mode of management, the resident committee encountered multiple challenges and needed repositioning responsibility.
