Abstract: The system of collaborative innovation refers to the industrial technology innovation and strategic alliance among different subjects, as well as the relations between the subjects and the external environment. Under the guidance of “2011 Project”, the synergistic system in our country is the free collaboration and cooperation of the enterprises, universities and research institutions under the guidance of the government. The mechanism of collaborative innovation is a complex relationship system, which refers to the aggregation of internal cooperation modes and relationships of each subject and elements in the industrial technology innovation strategy alliance, mainly following the principle of the maximum knowledge diffusion motivation, the minimum technology transfer gradient, the maximum resources complementarities based on knowledge, the maximum individual cost yield and appropriate innovation ability gap.
