Abstract: People's mediation is facing two big problems of administrative involution and the lack of professionalism. The cause of the scenario lies in changes of the grass-roots social structure, insufficient renewal of people's mediation system and transformation in grassroots social governance mode, maladjustment of people's mediation to the changes and changes in social demand at the grass-root level, insufficient response of people's mediation to the above aspects. The 19^th CPC National Congress Report puts forward the idea of "people-centered" development, which requires the return of people's mediation in the multivariate contradiction resolution mechanism, and the introduction of judicial social work to solve the problem of administrative involution and lack of professionalism. It will make sure that people's mediation guards the first pass in dispute resolution and plays a more important role in the public law service system, serving the party and the country in the overall goal of social governance innovation at this stage.
