Judicial Social Work: The Return and Development of People's Mediation in the New Era
    REN Wenqi
    SOCIAL WORK AND MANAGEMENT, 2018, 18 (3): 5-11,27.
    Abstract    HTML ( ) PDF (844KB) ( 2382 )
People's mediation is facing two big problems of administrative involution and the lack of professionalism. The cause of the scenario lies in changes of the grass-roots social structure, insufficient renewal of people's mediation system and transformation in grassroots social governance mode, maladjustment of people's mediation to the changes and changes in social demand at the grass-root level, insufficient response of people's mediation to the above aspects. The 19th CPC National Congress Report puts forward the idea of "people-centered" development, which requires the return of people's mediation in the multivariate contradiction resolution mechanism, and the introduction of judicial social work to solve the problem of administrative involution and lack of professionalism. It will make sure that people's mediation guards the first pass in dispute resolution and plays a more important role in the public law service system, serving the party and the country in the overall goal of social governance innovation at this stage.

    Abstract    HTML ( ) PDF (638KB) ( 2397 )
social work service process is not only a professional practice process, but also because of the particularity of its service object and the uncertainty, complexity and diversity of social work process, it makes the process more moral practice, political practice and artistic practice process. Only professional education is not enough. This paper argues that the social division of labor based on human talent, as well as the establishment of talent based career choice, and then professional education and training, is an ideal career. Various non professional factors, such as personality, satisfaction, religious belief, individual experience, class status, and other factors, will affect the individual's ability to become a social worker. At the same time, through the reconstruction of the fair environment, education, demonstration and motivation, the cultivation of social responsibility, and so on, to further cultivate the individual's helping character.

A Research on Ethical Dilemmas and Related Solutions in Medical Social Work Practice: A Case Study of Cancer Patients
    LV Qiuli, CHEN Honglin
    SOCIAL WORK AND MANAGEMENT, 2018, 18 (3): 36-42.
    Abstract    HTML ( ) PDF (744KB) ( 2635 )
In recent years, medical social work, as a new field of social work, has become increasingly important in medical and health service. However, there are various ethical issues in practice. At present, domestic research mainly focuses on theoretical studies that are still explorative but not qualified for promotion, and lacks empirical studies that are rooted in practical experience. Combined with the methods of literature analysis and qualitative research, this paper examines six cancer patient cases to investigate the ethical dilemmas in practicing medical social work from two dimensions, namely the conflict of dual relations and of values. These include the conflict between keeping disease information confidential and the client's right of informed consent; discrepancy between the principle of self-determination and traditional or professional values; differences between professional value and sensitivity. Medical social workers need to have an integrated thinking and take into account professional ethics and values, role orientation, interdisciplinary cooperation and ethical decision-making steps, attach importance to informed consent and dual relations, and make reasonable ethical decisions.

    CHEN Xiaoxing
    SOCIAL WORK AND MANAGEMENT, 2018, 18 (3): 43-50.
    Abstract    HTML ( ) PDF (612KB) ( 2327 )
Traditional social work service has some shortcomings, such as the lack of social recognition, unreasonable allocation of resources, the communication delay of information and inefficient service management. In times of "Internet plus", social work should make full use of the Internet as a tool to improve and innovate its traditional service mode. To be more specific, it is to use the Internet to expand publicity, raise social awareness, break the limitation of time and space, expand the scope of services and optimize the allocation of resources to improve the efficiency and quality of service management. At the same time, social work should pay attention to the problems that the Internet may bring. It is necessary to seize the opportunities and challenges to promote the specialization and professional development of social work.

    HU Jierong
    SOCIAL WORK AND MANAGEMENT, 2018, 18 (3): 51-58.
    Abstract    HTML ( ) PDF (684KB) ( 2293 )
Child protection has drawn the academic and social attention. From the Child Abuse Case in Nanjing, the practical dilemmas in the child protection practice demonstrate the multiple tensions. The first one is ambiguous definition between the child abuse and physical punishment in the cultural construction of child abuse. The second is the gap between judicial justice and social functional recovery. The third tension is the rights conflicts between the different subjects and the child, and the collisions within the multiple aspects of the children rights. On such basis, the paper proposes to intensify institutional innovation of child protection to cope with the practical dilemmas in intervening child abuse. Firstly, improve the common definition of child abuse and make the public acknowledge it as a social problem. Secondly, on the macro level of child protection system, keep the balance of the rights among the state, parents and the children, and advocate the child welfare policy to support children's families; on the micro level, integrate child abuse intervention system to incorporate child protection and family service, increase the families' function of supporting children. Lastly, the social work's participation and cooperation of social work and judicial sectors should be introduced.

    WU Yanhua, ZHOU Hui
    SOCIAL WORK AND MANAGEMENT, 2018, 18 (3): 59-66.
    Abstract    HTML ( ) PDF (654KB) ( 2410 )
With the continuous advancement in the precision of social work, the targeted assistance according to the category, demands and paths for children in plight is becoming much more necessary. Based on the empirical and categorical analysis of children in plight from District X in Nanjing, Jiangsu Province, we explored the causes and diversified demands of this group and divided them into two types:internal physiological causes (disability and illness), external environmental causes (non-integrity of families, insufficient custody and poverty). Furthermore, by evaluating the status quo of the social security (three types including basic living guarantee, education guarantee and medical rehabilitation guarantee), and the welfare demands, we proposed a framework design and support strategy of the social protection mechanism for children in plight, which focuses on the core difficulties of the children and covers four hierarchies including micro, macro, central and external systems of social participation, in order to promote the social security policies for such children and improve the social assistance practices.
