Abstract: Resource integration is an essential part of the social work service. At the same time, social work is also seen by stakeholders as resources to realize their own purposes. This article analyzes the stakeholders of social work (social workers, service targets, dispatch agencies, employing units and government) to assess the current condition of social work and explore the influencing factors of social work used as resources. According to the positive effects and the values of social work, it is logical for it to be used as resources. On the other hand, we have to pay attention to the negative aspect of this phenomenon which deviate the core value of social work. This paper throws out some suggestions, including clarifying the boundary of social work, defining the service subject, improving the standard of employment, publicizing the social work's image, constructing professional social work discourse system and reforming professional social work service assessment model, to avoid it being used as resources irrationally and then realize the professional development of social work.
