    Used as Resources: The Predicament of Social Work Development and the Solutions

    Resource integration is an essential part of the social work service. At the same time, social work is also seen by stakeholders as resources to realize their own purposes. This article analyzes the stakeholders of social work (social workers, service targets, dispatch agencies, employing units and government) to assess the current condition of social work and explore the influencing factors of social work used as resources. According to the positive effects and the values of social work, it is logical for it to be used as resources. On the other hand, we have to pay attention to the negative aspect of this phenomenon which deviate the core value of social work. This paper throws out some suggestions, including clarifying the boundary of social work, defining the service subject, improving the standard of employment, publicizing the social work's image, constructing professional social work discourse system and reforming professional social work service assessment model, to avoid it being used as resources irrationally and then realize the professional development of social work.

    The article mainly tries to discuss the content, feature and opportunities and predicaments faced by urban Buddhism social work practice through the anthropological investigation of the temple activities in the cities of Shanghai, Xi'an, and Chengdu. It concludes that urban Buddhist social work practice can be divided into the following aspects:rescue and concern for underprivileged groups such as poverty-stricken patients, the aged and exceptional children; concern for everyday health-keeping and psychological health of normal people; emphasis on cultural education and making donations to education. Its features include the regional and trans-regional scope of practice, its dependence on modern and professional social work organizations and service content reflecting the dual features of religion and public welfare. At the end, this paper tries to discuss the opportunities and prospects in the realization of effective docking between Chinese urban Buddhism and social work.

    With the great changes in rural social structure, social order and social relations, the traditional social work methods are no longer sufficient to deal with the complexity and diversity of disputes in the rural areas. But it has brought great room for the involvement of professional rural social work. When regional knowledge is applied in mediating disputes and carrying out professional rural social work, there are "similarities" and "dissimilarities" in aspects of acquaintance society's mutual assistance and stranger society's seeking assistance, indigenous experience and professional methods, traditional rural values and professional ethical values. For this reason, the paper points out that the inter-construction and sharing of regional knowledge and rural social work during the transitional period should be realized from the two aspects:the localization of social work and the specialization of indigenous experience.

    After many years of fighting against poverty, the poor population in the west of China has dropped significantly and the quality of people's lives has been improved. But the development of rural area in western China is still far behind other regions; and the problem of poverty is still grim. It is still a big challenge to build a moderately prosperous society in China. On the issue of rural poverty in Chinese western region, rights poverty should be treated equal importance to material poverty. We should work together from the aspects of economy, ecology, human and society to promote the building of a people-oriented and sustainable development, while focusing on the development of community culture, promoting the integration of different internal and external groups to form a comprehensive development model, which can effectively cope with shaking off poverty in Chinese western villages.

    At present, the real situation of poverty-stricken people in China is different and the demand is different. To enhance the ability of the poor to actively rid of poverty is an important challenge in the process of poverty alleviation. The principle of individualization cannot be neglected in the context of diversification of poverty alleviation. However, the principle of individualization has not been effectively applied to the field of poverty alleviation. And the application of the principle of individualization is an effective way to avoid in poverty alleviation the phenomenon of "one-size-fits-all". It respects the unique feature and value of the clients, and promotes the endogenous motivation and advantageous potentials of the poor groups with scientific and effective professional methods, which coincides with the concept of precision poverty alleviation and is also the innovative essential for promoting specific service and targeted policy.

    Retrospect and Prospect of Academic Research on Social Work in China: Content Analysis of Papers from CSSCI between 2007 and 2016

    This paper systematically reviews the development of academic research on social work in China in recent ten years by analyzing the contents of 1346 CSSCI papers. It is found that the research on social work in our country has been stable in recent years, but there are some difficulties in publishing and in terms of research topics, a pluralistic distribution system mainly based on the practical research has formed, while there is lack of theoretical orientation and the key areas aren't so outstanding. In the end, the paper puts forward the discussion and prospect of strengthening social work research norms, clarifying research issues and specific research fields, and concludes that we should standardize research methods, strengthen theoretical guidance, put forward research problems based on China's practice, and actively carry out evaluation studies, evidence-based social studies and anti-poverty studies.

    The operation logic of pressure system and its governance consequences sinking into community is an important mechanism for the extension of hierarchical system and the transfer of government functions. The practical operation of community residents' committees (CNC) under the pressure type system is a problem that needs to be analyzed. Confronted with the structural pressure brought by pressure system and its practice, CNC community, through re-communitization of the mechanism of task decomposition, problem solving and material evaluation, both transfer and complete the governance of community affairs, and reshape the extension space of the pressure system in the state, society and market. As a response to bringing pressure system into community, CNC take state, market and society into the governance field and voluntarily shape the embedded organization image. Analyzing the practical operation of CNC under the pressure system reveals CNC's practical wisdom and ability of independent action and the coverage of the dual moral and political mission in the process of maintaining the dual agent status of "state and society".

    Towards Effective Governance: Institutional Logic and Practical Strategy of Community Governance: A Case Study Based on S City

    Taking the community governance of S city as the object of observation, and through a case interview of 11 community secretaries, this paper aims to explore the institutional root of the plight of community governance in the context of social transformation. Theoretically speaking, the community secretary should meet the requirements of national institutionalization from the higher levels in the community governance process, and guarantee the effectiveness of community governance objectives to the lower levels. However, the study found that there were structure contradictions between the unreasonable design of the formal system, one-dimensionality of community governance and the non-professional community governance ability, and it was difficult to realize the effectiveness of community governance. On such a basis, the article explores the effective way of community governance in the process of institutionalization from two aspects:negotiation with the upper and lower levels together with the internal and external governance, in order to move towards an effective institutional governance model.

Under the guidance of the strength perspective of social work, it can excavate the advantages of the human resources, the community groups, the social organizations and administrative resources, encourage the residents of the community to build the community platform and provide services actively, stimulate the spirit of volunteerism and community autonomy, change the traditional community governance model and promote the transformation and upgrading of the international community, which will provide a new theoretical perspective and practical model of social work in international community governance.

    In the area of community cultural governance, due to the impact of the national "external mobilization" and "internal demand", community grassroots organizations have gone through the evolution path of "germination", "development" and "maturity". In the process of evolution of community grassroots organizations, legitimacy and autonomy are two aspects of their growth:on the one hand, the grass-roots organizations build legitimacy for themselves in their daily operations; on the other hand, it keeps the autonomy of the organization. In the community, grassroots organizations have dual variations of legitimacy and autonomy, and it reflects the theoretical logic of government embedding and social autonomy. To crack down on the growth of community grassroots organizations, it needs to construct the governance pattern of benign interaction between government and society, and explore the balance mechanism of government embedding and social autonomy.

    Construction of Educational Welfare System for New Generation Migrant Workers: From the Perspectives of Social Governance

    The lack of educational welfare for the new generation migrant workers has become one of the huge obstacles that restrict the transformation and upgrading of China's industrial structure and the smooth implementation of the "Made in China 2025" strategy. The reasons why the new generation migrant workers lack educational welfare are that there is no sound legislation to protect their elementary and secondary educational welfare rights; unclear legal liability and obligation for various subjects in charge of educational welfare; the urban-oriented educational investment and higher education investment preferences; the defective system of new generation migrant workers' vocational education and training. It is more pressing and more imperative than ever for China to establish an educational welfare system for the new generation migrant workers in which multi-parties and actors should bear responsibilities for new generation migrant workers educational welfare in a cooperative and collaborative way. All these countermeasures such as (a) to formulate a perfect legal system of new generation migrant workers educational welfare, (b) to improve the budgetary system for the expenditures to be invested in the new generation migrant workers education welfare, (c) to improve the governmental special contract-purchase mechanism and subsidy mechanism and innovate the provision mode of educational welfare, (d) to enrich the education and training contents for new generation migrant workers and (e) to improve regulatory system of educational welfare for them, should be taken to construct a comprehensive system of educational welfare for the new generation migrant workers so as to reinforce their human capital which will contribute to upgrading China's industrial structure and transformation from a manufacturing giant into a world manufacturing power.

    Visualization Analysis of Psychological Capital Researches Based on Citespace

    In order to sum up the research progress of psychological capital from the angle of historical investigation, this paper took the relevant 2264 articles from 2004 to 2017 as the research object, using bibliometrics method, content analysis, and Citespace to analyze the knowledge graph of keywords, time-zone graph, research category, research hotspots and frontiers. The result shows that the core research categories in the field of psychological capital are students' psychological capital, positive psychology and psychological capital. The research process is divided into exploratory stage, rapid development stage and deepening stage, and college students, human capital and mental health have been the key research contents. At present, the research frontier involves college students' psychological capital, the relationship between psychological capital and work performance and the basic theory of psychological capital.

    The Application of Excellent Traditional Lingnan Culture in Ideological and Political Education: Taking Colleges and Universities in Guangdong as an Example

    Taking regional culture as the breakthrough point to explore the specific path of applying traditional culture in ideological and political education in colleges and universities, the analysis shows that excellent traditional Lingnan culture is very compatible with the core values of Chinese socialism, which provides abundant resources and carriers for ideological and political education, helping to establish the cultural self-confidence of young students in Guangdong. Application of excellent traditional Lingnan culture in ideological and political education in colleges and universities is still in its infancy. This paper suggests that a curriculum system should be established to apply Lingnan culture in ideological and political education by relying on the advantages of disciplines; team building be strengthened and traditional culture literacy of teachers be improved in ideological and political education; the teaching mode should be updated and the new mode of ideological and political education in the era of the whole media be explored; jointly build a practical base for ideological and political education in Lingnan through coordinated development of school and local authorities; implement brand engineering and create a Lingnan-featured campus culture project, and promote the application of excellent traditional Lingnan culture in the ideological and political education in Guangdong colleges and universities.

    Re-industrialization in developed countries has resulted in massive investment backflow, which will have significant impact on Guangdong, a highly export-oriented province. From the perspective of labor cost comparison, this paper analyzes the reasons of investment backflow and its impact on Guangdong economy from micro-, meso- and macro-levels. It also raises the countermeasures from the point of shifting governmental functions, optimizing industrial structure, building a global industrial value chain and accelerating fostering of domestic market etc.
