Abstract: Administration and "legalization" are two important dimensions of community governance research. They are also two core concepts of administration and political science research. The emphasis placed on the "legitimization" of neighborhood committees by "administrative" neighborhood committees has led to the neglect of its role in construction. Based on the experience narration of a community committee's action and its logic, it has found that "administration" has become unconventional and has instead become the constructive force of "legalizing" the community. This provides a new angle of inquiry for reexamining the relationship and interaction between "administration" and "legalization."
