Female employment assistance is a new field in China's social work services. At present, there is a significant demand for female employment assistance services. The study is based on a two-year supportive monitoring assessment of 13 female employment assistance service projects and a framework of action research to explore the social work practice process. The service strategies of female employment assistance programs include stimulating employment motivation, skills training, career promotion, job resource links, entrepreneurial sharing, employment guidance, and assisting entrepreneurship. In the project operation of female employment assistance service, the definition, screening and determination of service targets are the key links. There are two challenges in the implementation of the project:the autonomy of the implementation subject and the stability of human resources. There are fragmentation and limitations in promoting female employment assistance service through project system. Developing female employment assistance services in social work needs to consider positive labor market orientation and the gender issues of social welfare environment.

LUAN Wenjing, HUA Ruoxin, CHEN Jing
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 29-35.
    Abstract    HTML ( ) PDF (613KB) ( 2306 )
As a substitute for nursing homes and hospitals, the development of the community day care did not have strict standardization in design, technical reference and specialized management, so that there are many kinds of day care centers. On the basis of medical care and social care, scholars have classified the existing community day care to the three, four, five, and even eight types, showing a tendency of more specialization and precision. Based on the classification, the concept of community day care for the elderly has been clarified by the scholars. There are some consensus that it is based on community with multiple types, and mainly led by the government. However, disagreements exists on the issues such as the type of in-coming elderly, informal caregivers, service time. The development of community day care abroad provides some references for our country in many respects such as service target, service content, source of funds, etc.

Research on Performance Evaluation of Public Welfare Project Based on Program Logic Model: Taking Ningbo Public Welfare Service Project as an Example
    MA Hongbo
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 36-41,63.
    Abstract    HTML ( ) PDF (661KB) ( 2369 )
The program logic pattern is a kind of method based on the project logic model, which could be used to analyze the connotations and relationships of a complex project clearly by using simple charts. Based on the program logic model, performance evaluation of service is conducted through the in-depth analysis of the whole process including the resource input, the service process and the service performance, the conclusion is that the program logic model is irreplaceably superior to other methods, especially in terms of uplifting the performance of service, improving the loose-management and low-performance impression of the public on public welfare projects. At the same time, it also analyzes the limitations of the program logic pattern, especially in the neglect of co-function of multiple elements and the low distinction of targets and direct purposes. Suggestions are made to adopt the ideas of logic pattern and take it as a base to build an evaluation system for the performance of public welfare programs.

    ZHANG Peiyuan
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 49-56.
    Abstract    HTML ( ) PDF (812KB) ( 2478 )
Amyotrophic lateral sclerosis (ALS) patients are confronted with such problems as the lack of effective treatment, heavy economic burden, enormous caring pressure, limited access to information, death anxiety and sense of worthlessness. From the perspective of social support, deep investigation is conduct through case interview with them and their special needs are found, namely material needs, behavior assistance, information needs, emotional needs and self-value reconstruction needs. When analyzing the reason for such needs, the inner links are identified:the absence formal social support leaves heavy economic and caring burden to patients' family, which makes it difficult for them to establish supportive family interaction model and plan for the future. The patients can hardly reconstruct their sense of worth. The analysis of ALS patients' needs and the reasons could provide reference for relevant social work service.

Double Variations: Disintegration and Construction of “Legalization” in “Administration”: An Empirical Narration Based on Competition for Activities Space in A Community in Wuhan
    WEI Jiupeng
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 70-76.
    Abstract    HTML ( ) PDF (655KB) ( 2073 )
Administration and "legalization" are two important dimensions of community governance research. They are also two core concepts of administration and political science research. The emphasis placed on the "legitimization" of neighborhood committees by "administrative" neighborhood committees has led to the neglect of its role in construction. Based on the experience narration of a community committee's action and its logic, it has found that "administration" has become unconventional and has instead become the constructive force of "legalizing" the community. This provides a new angle of inquiry for reexamining the relationship and interaction between "administration" and "legalization."

Supply Side of Social Services in Urban Communities: Based onShifts in Residential Spatial Structure
    LIAO Hongbing, LIAO Biao
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 77-84.
    Abstract    HTML ( ) PDF (628KB) ( 2103 )
The shifts in residential spatial structure during the urbanization lead to clustering of specific residential spatial structure, i.e., high-end, medium-end and low-end residences. Such shifts, together with inequality of residents' incomes, cause the imbalance of social service resources distribution. On the one hand, the stratification of residential spaces brings forth diversifying demands of social services while social services in urban communities fail to address such changes; on the other hand, social services are inadequate in urban low-end communities or for vulnerable groups, because they are benefit-driven. In the face of such imbalance in the demand and supply of urban citizens' social services, the government should play a leading role in the supply, promote the diversification of related supply entities and channels, construct a mechanism fit for the supply and demand of social services, and form a supply pattern that joins efforts from the government and social organizations, so as to enhance the effectiveness of social-service supply.

Science Fiction from the Perspective of Thirdspace Theory
    LEI Bile
    SOCIAL WORK AND MANAGEMENT, 2019, 19 (2): 92-95,100.
    Abstract    HTML ( ) PDF (543KB) ( 2236 )
The Thirdspace Theory of Edward Soja exposes a dynamic, contradicting and heterogeneous space when used to analyze the real picture of literature. Grounded on the nature of spatial ontology, not only does the theory deconstruct the reflection nature of literature, but also breaks the boundary between the classical and popular literature. In a Utopian space combined with reality and imagination, through the effect of estrangement and cognition, science fictions play the same role as the mainstream literary works by exploring the living conditions of human beings and making reflective judgments of social reality.
