Folded Relationship: Real Space and Practice Path of Social Organizations Participating in Urban Grassroots Governance: Taking Government Purchase Social Work Services in G City as an Example

Abstract: With the in-depth advancement of China's social system reform, social organizations led by professional social work services are gradually recognized by the Central and Local Party Committees and governments, and play an increasingly important role in social governance. The practice of social organizations participating in grassroots social governance and social services has objectively changed the social management system that was overwhelmed by the government at the end of the last century, and promoted the transformation of government social functions and the construction of a new social system. However, the practice space and institutional space of social organizations participating in grassroots social governance and social services require not only the support of government policy and grass-roots officials, but also the self-expansion of social organizations. This makes the space of social organizations participating in grassroots social governance present contextualized dynamics, diversity, and three-dimensional characteristics, thus producing a "folded relationship" between the government and social organizations, which also makes this flexible governance space have a special sociological significance.
