Research on the Generation and Operation of Informal Volunteer Organization in Public Crisis: Take COVID-19 as an Example

Abstract: Through online participatory observation, questionnaire investigation and interview, the researchers found that in the face of such a major public health event as COVID-19, informal volunteers can quickly participate in diversified emergency rescue services through a variety of organizational processes. It presents the characteristics of organic linkage between online and offline activities, the action mode of task recognition, the orientation of meeting the needs of residents and the emphasis on coordination and cooperation between organizations.With the normalization of epidemic prevention and orderly restoration of economic and social operation, the follow-up development of informal volunteer organizations has also been put on the agenda. Among them, legalization of status, internal management system and innovation of operation thinking are the three key points of its successful transformation.
