Administration-Led Neo-Managerialism: Building of Township (Street) Social Work Stations and Government Purchase of Social Work Services. A Case Study of “He Plan” in A City of Hunan Province

Abstract: With the rapid development of the professionalization of social work in China, the Ministry of Civil Affairs has promoted the building of township (street) social work stations across the country. Based on the case studies of A City in Hunan Province, it can be found that social work stations based on government purchase service are featured by taking the service capacity improvement of grassroots civil affairs as the orientation, putting a priority on the top-level design, focusing on main responsibilities of civil affairs, and promoting the professionalism of social workers. Meanwhile, this model can be characterized as administration-led neo-managerialism. On the one hand, government procurement of social work services can help fulfill welfare responsibilities. On the other hand, there may exist a contradiction between administrative goals and market mechanisms in this process, which possibly causes unexpected outcomes in the economy, efficiency and results.
