    From Heroism to Civilian Care: Reflection and Reconstruction of Social Work Ethics

    Ethical value has been regarded as the core of social work, especially for the professional practice in context and globalization, social work in China needs a solid knowledge of ethical values urgently. Therefore, it is necessary to figure out internal relations between social work ethics and professional services. Through the development of western social work ethics, it is found that after the universal ethics of elitism and heroism, inspired by the post-modern constructivism, its social work ethics began to take professional context practice into account, contributing to life care focusing on the daily arrangement as well as civilian care emphasizing difference and diversity. However, such ethics is difficult to coordinate the relations between unconditional care under the infinite rationality and people’s limited patience and wisdom. It requires local social work to absorb the limited rationality hypothesis of Chinese culture and promote the in-depth combination of civilian care and context practice, enabling the professional development of Chinese social work to be connected with people’s real life and to show its reflection on cultural ethical values.

    A Research on the Practice of Social Work Ethics Based on Relationship

    Social work ethics is a type of ethics based on the relationship, which evolves from the value judgment of social work toward human autonomy, mutual subjectivity of interpersonal relationships, and vulnerability of social relations. It emphasizes self-interest and altruism, the responsibility and care of human beings, and the moral implication of the social system. The ethical practice of social work under the guidance of value integrates virtue ethics, care ethics and justice ethics, which is based on the relationship between social workers and service objects. Ethics changes accordingly with the changes in relationship. Amid the development of social work in a new relationship period, the relationship-based practice of social work ethics boasts unique significance.

    Teaching and Training Model for Building Reflexivity in Coping with Ethical Dilemmas in Social Work

    In recent years, a consensus has been reached that ethics training is extremely important in social work. However, there are no widely recognized teaching methods, especially for building reflexivity. Carrying out a qualitative interpretive meta-synthesis in 33 Chinese and English articles about social work ethics education, the article summarizes 11 teaching methods and analyzes strategies or ideas based on these methods, which can be divided into three types, including ensuring knowledge before practice, integrating knowledge and practice, and internalizing reflexivity(which is rational and intuitive, skill-based, character-based and heterogeneous). In future research and practice, Chinese social work scholars should endeavor to incorporate the strengths of these teaching strategies into the pedagogical design to build a comprehensive social work ethics education system in line with China’s condition.

    Will Higher Wages Retain Social Workers? The Moderating Effect of Job Autonomy

    The brain drain of social work professionals has become a hot topic in the social work community, and low salary is generally considered to be the primary factor that affects social workers’ resignation. Based on the social exchange relationship of the reciprocity theory, this article uses the cross-sectional data of the China Social Work Longitudinal Study (CSWLS) in 2019 and explores key factors influencing the turnover intention of social workers from their salary levels and job autonomy. It is found that Chinese social workers have a relatively high level of turnover intention; both salary levels and job autonomy are negatively correlated with resignation tendency. Job autonomy has a greater inhibitory effect than salary level does on the intention, and it can alleviate the negative effect of salary level on turnover intention. Salary is still an important factor in leaving the field of social service, and job autonomy is a key reason for social workers’ mobility between agencies. Therefore, in order to reduce the turnover rate of social work professionals, it is necessary to pay attention to the empowerment of social workers in their work.

    Community Incivilities and Migrant Mothers’ Feelings of Safety: Considering Social Work Space Intervention

    Community incivility has been an important thesis of research in urban sociology. Existing studies have suggested that community incivilities exert negative influences on residents’ feelings of safety. Based on in-depth interviews with 12 migrant mothers from an urban village in Shenzhen, the article has identified two mechanisms through which community incivilities influence migrant mothers’ feelings of safety. On the one hand, physical incivilities, such as littering, reinforce migrant mothers’ perceptions of the low quality of their fellow residents, which lowers their community efficacy and raises their feelings of insecurity. On the other hand, some social incivilities, such as unapproved buildings, remind migrant mothers’ self-cognition of marginalized migrant workers, which intensifies their sense of insecurity It is suggested that in urban villages and other communities inhabited by migrants, social workers’ spatial interventions can help enhance collective efficacy and promote community governance.

    Academic Stress and Internalizing Problems among Chinese High Schoolers: A Systematic Review of Potential Moderators and Implications

    How to reduce internalizing problems caused by academic stress for Chinese high school students? Previous research was not comprehensive enough in identifying potential moderator variables between academic stress and internalizing problems, so it is difficult to develop accurate intervention targets for social work practice. Therefore, a systematic review can be used to carry out a comprehensive and science-based evaluation of previous studies, and a ranking system is developed to identify and rank moderators concerning their importance. A total of 19 moderating variables have been identified by researchers. The ranking results show that the effect of six significant moderators including interpersonal relationship, gender, grade, family relationship, school environment and resilience decreases in turn. From the theoretical perspective of the biopsychosocial model, it can further explain the mechanism of moderating effects and bring great enlightenment to future social work interventions and research.

    Administration-Led Neo-Managerialism: Building of Township (Street) Social Work Stations and Government Purchase of Social Work Services. A Case Study of “He Plan” in A City of Hunan Province

    With the rapid development of the professionalization of social work in China, the Ministry of Civil Affairs has promoted the building of township (street) social work stations across the country. Based on the case studies of A City in Hunan Province, it can be found that social work stations based on government purchase service are featured by taking the service capacity improvement of grassroots civil affairs as the orientation, putting a priority on the top-level design, focusing on main responsibilities of civil affairs, and promoting the professionalism of social workers. Meanwhile, this model can be characterized as administration-led neo-managerialism. On the one hand, government procurement of social work services can help fulfill welfare responsibilities. On the other hand, there may exist a contradiction between administrative goals and market mechanisms in this process, which possibly causes unexpected outcomes in the economy, efficiency and results.

    A Study on the Mechanism of Building Rural Community Resilience from Co-Production in Township Social Work Stations: Taking the “He Project” in Wangcheng District as an Example

    In recent years, community resilience has become an important issue in the process of rural revitalisation. As an important vehicle for grassroots governance, social work stations have become a hub for linking government, residents and social organizations and stimulating their interaction and value co-production behaviors, and are an important part of the co-production process, which also effectively promotes community resilience. Taking the “He Project” in Wangcheng District of Changsha City as an example, this study focuses on further clarifying the mechanism of social work stations for building community resilience from the perspective of co-production. The study finds, in the co-production practices of the social work stations, the institutional framework of co-production ensures the legitimacy of community resilience; the complementary capacity of co-production agents can ensure organizational resilience; and the sustainability incentives in co-production can stimulate the endogenous motivation for the continuation of community resilience. Thus, the cultivation of the capacity of co-production agents and the creation of an environment, professional legitimacy and public value constitute a mechanism for promoting community resilience through social work stations leading the practice of co-production.

    Mutual Embedment of Politics and Professionalism: A Study on the Development of Party Construction and Advanced Service of Social Work Institutions. Taking 27 Social Work Institutions in D City in Guangdong as an Example

    The guiding role of Party construction is an important strategy for the development of social work institutions, which shows a high degree of mutual embedment between politics and professionalism. Based on the field research and case interviews of 27 social work institutions in D city in Guangdong, this article investigates the relations between Party construction development and professional services of the institutions. It is found that the establishment of the Party branches has greatly promoted the political development of the institutions, and the increasing coverage of their Party branches can absorb a team of Party members social workers who are young, professional and localized. On the one hand, social work institutions take space, identity and service as the carrier to realize the mutual embedment of politics and specialty through scene immersion, role connection and professional identity in Party building. On the other hand, there are such problems as the fragmentation of scene immersion, the role imbalance of Party members social workers, and the low professional identity of Party construction. Therefore, relevant suggestions are put forward.

    Research on Policy Regulation to Alleviate the Fertility Problem of the Rural Population in Northeast China

    By analyzing the data of previous population censuses and sampling surveys of 1 percent of the population, it can be found that since the new century, the rural population in Northeast China has decreased rapidly due to the decline in the total fertility rate and population outflow. However, the current fertility policy has deficiencies in top-level design, the effectiveness of policy design and policy implementation, which is difficult to resolve the fertility dilemma of rural areas in Northeast China. Therefore, at the macro level, improvements should be made in the top-level design of rural fertility policy in the Northeast region and the implementation of fertility policy, and more restrictions need to be lifted in specific fertility policies. Besides, build a family-based fertility support policy to reduce the cost of fertility, parenting and education, and expand the social security system. All these efforts are inevitable for the upgradation and innovation of the current fertility policy.
