Abstract: The operation logic of pressure system and its governance consequences sinking into community is an important mechanism for the extension of hierarchical system and the transfer of government functions. The practical operation of community residents' committees (CNC) under the pressure type system is a problem that needs to be analyzed. Confronted with the structural pressure brought by pressure system and its practice, CNC community, through re-communitization of the mechanism of task decomposition, problem solving and material evaluation, both transfer and complete the governance of community affairs, and reshape the extension space of the pressure system in the state, society and market. As a response to bringing pressure system into community, CNC take state, market and society into the governance field and voluntarily shape the embedded organization image. Analyzing the practical operation of CNC under the pressure system reveals CNC's practical wisdom and ability of independent action and the coverage of the dual moral and political mission in the process of maintaining the dual agent status of "state and society".
