Research on Developing Information Systems of Social Service Projects: A Case Study of Zhuhai

Abstract: The combination of information technology and social governance innovation has become an important development trend. With the rapid development of social work services and related organizations, the funders have put forward higher and more accurate monitoring and evaluation requirements for service effectiveness. It is therefore necessary to establish and utilize digital social service project management systems. Taking Zhuhai as a case, this study uses the methods of questionnaire, in-depth interview and literature research to sort out the key considerations and feasible principles for constructing digital social service project management system. It finds that willingness of social service organizations to use the project information system should be mainly based on the convenience of its operation, the additional values that could be generated, and the security level of the encryption. Based on the research findings, seven principles are recommended for constructing digital social service project management system: 1) demand-oriented; 2) collaboration; 3) democratic participation; 4) capacity-building; 5) cyclic improvement; 6) risk prevention and control; 7) referencing to relevant experiences.
