    Communication, Systems and Change: Luhmann's Implication for Social Work

    Luhmann's theory is constructed around the keywords such as “communication”, “system”, focusing on the communication theory, complexity of the system, the reduction of complexity and relationship between individuals and society in the modern society. His theory has connection with the theory and practice of social work. His system theory can supplement the all-encompassing but empty feature of system perspective in social work, and explore the system-oriented social intervention with “communication” as the core, rethinking the relationship between theory and practice in social work and reinterpreting the reality and mission of social work in China.

    Education First or Practice Leading: Rethinking the Relationship between Social Work Theory and Practice

    As a core issue in social work, the relationship between theory and practice of social work performs important constructive and developmental functions for social work specialty and service. There lies a time gap in the logic of realistic development of social work theory and practice, leading to matching dislocation. While in academic research, there is also a “one-way” construction between theory and practice, which essentially stems from a wrong cognition of the relationship in social work, and from the logical evolution of “education first” thinking. Therefore, the author, by studying the initial forms, evolution, mutual influence and mutual construction processes of the relationship in China since the introduction of social work, finds that a new kind of “mutually constructive generation” relationship is formed, as social work education is transforming from the “one-way progression” mode to the education and practice “dual propulsion” mode.

    On the Development of Rural Communities in the Age of Economic Globalization: Rethinking the Theory of Asset-based Community Development

    Against the background of widespread discussion on rural revitalization, this paper presents a re-examination of the asset-based theory of community development. Instead of focusing solely on analyzing the content of this theory, the paper demonstrates a different perspective to reflect on it, namely, putting the asset-based community development theory in the context of free market economy globalization for further discussion. Firstly, it examines the correspondence between the theory of agricultural production and development in economic globalization and this theory; secondly, it analyses the criticisms of the theory by the anti-liberal economists; finally, it puts forward the reflection on the theory in terms of rural revitalization. China's rural revitalization may tell a story of socialist values when we reexamine the theory from the very point of view.

    Two Styles of Writing for Social Work Theory

    There are two styles of writing for social work theory. One is Payne's work-oriented social work theory. The other is Garrett's social-oriented social work theory. The former gives a prescription for social work practice and directly propels the practice, which, however, has trouble in rationalizing the results and mechanisms of the practice. The latter helps to explain the results and mechanisms of social work practice but has not yet developed a model for it. This paper tries to further explore the possibility of reconstructing social work theories, holding that there are three approaches for the propose: first, introduce mechanism analysis of “the work-oriented social work theory”; second, come up with a practical model of social work on the basis of “the society-oriented social work theory”; third, integrate “the work-oriented social work theory” and “the society-oriented social work theory”.

    The Dimension of Rule of Law in China's Social Work

    The construction of social work in contemporary China did not attached sufficient emphasis to the rule of law, a situation not conducive to the strategic development of social work in China. The internal basis of legalization of social work lies in the legislation-related lives of modern people, constituting both the support and the internal component of professionalization, specialization and localization of social work. In professionalization, social work shall promote self-empowerment and systematic construction through the rule of law, while legal actions should be carried out so as to empower clients and impel social reforms; in specialization, disciplines of social work law should be established, while elements of rule of law shall be extended from basic and practical theories. In terms of localization, it calls for upgrading from social work legislation to social legislation on a macro scale, clarifying the shaping significance of politics on the rule of law in social work, and propelling the study on the localization of it.

    A Study of Family Structure and Effective Mechanism of High Resilience: Based on the Qualitative Analysis of Families Plagued by Prolonged Illness

    Family is the last barrier for individuals to cope with external risks. The study of family resilience in risk society exerts tremendously significant impact on stable social development and effective individual response. As the core element of family resilience, family structure determines agglomeration and interaction of resources both inside and outside a family. So what kind of family structure is more conducive to resisting the pressure from external risks? Based on the in-depth interviews with 46 families plagued by prolonged illness, the primary structure of each type of family's resilience was summarized in this study. The findings demonstrate that family structure with high resilience is characterized by modes of core triangular relationship, the couple-community as well as mobility and collaboration, while a relatively independent mode of cooperation, the conflict mode in which conflict and alliance coexist and the cooperation mode of responsibility distribution are presented in the family structure with moderate resilience. As for the family structure with low resilience, loose or broken intergenerational disability patterns and loose or conflicting progeny disability patterns are obvious. The features of an effective mechanism of high-resistance families are as follows: favorable family relationship that promotes the recovery and reforming of family functioning, clear and precise parental negotiating status that guarantees the effectiveness of family interaction mode, as well as the flexible changes in the core triangle and the stem family that provide a variety of resilience models for families. What's more, the couple's core initiative plays a key role in functioning of advantageous resources in a family.

    It has become an important policy requirement and practical goal of community rehabilitation service for the mentally handicapped population, to properly settle the aforesaid population and improve their quality of life. Taking S treatment station as an example, this paper systematically explains the operation process and mechanism of the multi-support mental disorder rehabilitation model of the station, analyzes its pros and cons in the application process, and explores its enlightening significance to China's mental disorder rehabilitation model and mental health work. The study finds that the multiple mutual-aid mental disorder rehabilitation model of the station, instead of emphasizing the subject of rehabilitation in its previous model, focuses on the cooperation of multiple resources in the process, providing an empirical model of multi-subject linkage to carry out the operation mechanism and achieving good rehabilitation effect. It is different from the pathological perspective in the traditional perspective of mental disorder rehabilitation in China, which reveals the closed and dehumanized characteristics of the logic behind management and rehabilitation placement. It provides a new perspective that integrates rehabilitation, protection and social participation for the emerging mental disorder rehabilitation in the community.

    On the Application of Positive Psychology to the Group Mental Counseling for the Disabled College Students' Social Adaptation

    Utilizing positive-psychology style group counseling, 40 disabled college students were selected and randomly divided into two groups. A comparative study was conducted between the experiment group (with positive psychological group counseling for a period of 2 months) and the control group (without intervention), with the purpose of improving the career adaptability of disabled students on campus. The result shows that there is a significant difference between the experiment and the control group in the level of career adaptability after group counseling, suggesting that group psychological counseling itself is feasible and effective for improving the situation. The core of building group motivation lies in the growth and continuation of the energy of the interaction between individuals and the environment inside and outside the group. The design of group program shall aim at achieving the unity of diversity.

    Generally, emphasis has been given to teenagers' network civilization. However, uncivilized network behaviors among youngsters are still common, and the network management is still in need of further direct intervention from front-line workers. According to surveys, most youth workers hold that the teenager network behaviors are under the influence of a multitude of factors, ranging from personal factors, the moral atmospheres at home and school, the social environment to the social education. Thus it is necessary to organize professional social workers to conduct social work intervention. Social workers can strengthen their intervention from the aspects of preventive routine education, influence government's network governance by participating in decision-making and consultation, construct social service system to promote the society-school-family interaction mechanism, offer casework service to improve the network psychological quality of teenagers.

    Research on Developing Information Systems of Social Service Projects: A Case Study of Zhuhai

    The combination of information technology and social governance innovation has become an important development trend. With the rapid development of social work services and related organizations, the funders have put forward higher and more accurate monitoring and evaluation requirements for service effectiveness. It is therefore necessary to establish and utilize digital social service project management systems. Taking Zhuhai as a case, this study uses the methods of questionnaire, in-depth interview and literature research to sort out the key considerations and feasible principles for constructing digital social service project management system. It finds that willingness of social service organizations to use the project information system should be mainly based on the convenience of its operation, the additional values that could be generated, and the security level of the encryption. Based on the research findings, seven principles are recommended for constructing digital social service project management system: 1) demand-oriented; 2) collaboration; 3) democratic participation; 4) capacity-building; 5) cyclic improvement; 6) risk prevention and control; 7) referencing to relevant experiences.

    Potential Pitfalls of Chinese Government Purchase of Service and Its Countermeasures

    While demonstrating its positive functions, government purchase of services also gradually reveals the possible pitfalls. At present, the Chinese Government Purchase of Service presents many potential pitfalls such as loss of public characteristics, distortion of professionalism, social organization alienation, rent-seeking corruption and low service efficiency. With the deepening of social governance innovation and government governance modernization, it is imperative to clearly understand these possible traps, reduce the risk of government purchasing services, and explore the effective countermeasures, which include “strengthening legislative norms, improving purchasing mechanisms, regression of public characteristics and social regulation, enhancing professional autonomy, strengthening trade self-discipline, inclusive and sustainable development.

    Establishing a “Precise Integration of Medicine and Nursing” Old Age Service Model for Guangzhou City

    In China, the old-age dependency ratio is increasing, and China has entered a period of rapid aging. The report of the 19th National Congress of the Communist Party of China pointed out the whole society should actively respond to the aging of the population and promote the development of medicine-nursing integration in community support. At present, Guangzhou is actively building a integrated medicine and nursing care system, but there are many problems, such as the existence of multiple supervision, insufficient quantity and poor quality, the lack of relevant talents and so on. Against such a background, this paper argues that the leading role of the government should be brought out; the public welfare characteristics of old-age service should be highlighted; society and market should be connected for function to achieve the outcome of shared use through joint development; talent team of old-age medicine and nursing service should be strengthened to fill in gap in professional personnel. With these measures, we will explore ways of establishing a “precise” medicine and old-age care integration system with the characteristics of Guangzhou, featuring efficient management, orderly supply, and accurate service, which could fulfill the service requirements for the integration and precision, to the maximum.
