Potential Pitfalls of Chinese Government Purchase of Service and Its Countermeasures

Abstract: While demonstrating its positive functions, government purchase of services also gradually reveals the possible pitfalls. At present, the Chinese Government Purchase of Service presents many potential pitfalls such as loss of public characteristics, distortion of professionalism, social organization alienation, rent-seeking corruption and low service efficiency. With the deepening of social governance innovation and government governance modernization, it is imperative to clearly understand these possible traps, reduce the risk of government purchasing services, and explore the effective countermeasures, which include “strengthening legislative norms, improving purchasing mechanisms, regression of public characteristics and social regulation, enhancing professional autonomy, strengthening trade self-discipline, inclusive and sustainable development.
