循证实践及其对新时代社会政策建设与研究的启示

摘要/Abstract

摘要： 循证实践起源于循证医学，之后在护理、临床心理和社会工作等领域得到广泛运用，进而在人类服务领域形成跨学科的循证实践模式，体现了实证主义与人文主义相结合的现代科学方法论思想渊源。政策科学具有鲜明的价值取向，社会政策研究引入证据为本的方法，在强调服务对象的偏好在服务供给过程中的作用的同时，促进了研究与决策过程的科学化。在中国特色社会主义进入到新时代的背景下，发展循证社会政策对于准确把握新时代社会政策的目标、更好地反映社会弱势群体对美好生活的诉求以及强化社会政策的成效，都具有十分重要作用。为此，循证实践对于我国社会政策决策及其研究在实现思维模式的转型、强化研究与运用的结合以及对政策实现机理的把握方面都具有重要的促进作用。

Abstract: Evidence-based practice originated from evidence-based medicine, and is widely used in the fields of nursing, clinical psychology and social work, and has formed an interdisciplinary evidence-based practice model in the field of human services, reflecting the origin of modern scientific methodology that combines positivism and humanism. The policy science has a distinct value orientation. The introduction of evidence-based methods in social policy research promotes the scientific processes of research and decision-making while emphasizing the role of client preferences in the service provision process. Against the background of the beginning of a new era for China, the development of evidence-based social policies is of great value for accurately grasping the goals of social policies, strengthening the effectiveness of social policies and better reflecting the demands of socially disadvantaged groups for a better life. To this end, evidence-based practice has an important implication for China's social policy decision-making and its research in realizing the transformation of thinking mode, strengthening the combination of research and application, and understanding of the mechanism of policy implementation.
