Abstract: Development of a professional social work agency in BD city demonstrates that, in the construction of a modern organization system, the interaction structure among government, society and the profession influences and restricts the development of social organizations. In the mode of a high dependence on government, the support from government is the key to the construction of a modern organizations system, while the building of the profession and the capacities of social organizations come secondly. Based on China’s local practice, and from the premise of the promotion of Government Purchase of Services, a gradient layered dualtrack ternary purchase stimulation development mode is offered for the construction of modern organizations system.
