An Effective Way to Solve the Dilemma of Individualization in Community Governance in China

Abstract:

Urban and rural community spaces have been greatly changed with the New Urbanization Plan in China. Residents are migrating faster than ever, and people in the community are fast becoming unfamiliar. These reasons are deteriorating residents' individual dilemmas. The community organizations such as residents' committee, social organizations, and social work institutions are not aware of the importance of organizing the residents to help each other when they are in predicaments. In order to solve the individual dilemma and prepare for the coming aging wave, community social workers must organize the dwellers, and develop a kind of institution in which dwellers can help each other, with the ideas of “helping the weak and enabling them to help others”. The logic of the institution should be like the system of bank, but in which the services are deposited and withdrawn instead of money. Social work organizations need provide professional service in one hand, and build a network system which the human service can inter-exchange across time and space on the other hand.
