    Rethinking theTernary Relationship between Purchasers, Service Providers and Users from the Problems in the Process of Purchase of Service Contracting: Taking Guangzhou as an Example

    The practice of Purchase of Service Contracting (POSC) in Guangzhou for over ten years reveals three main problems in the whole POSC process, namely, unsophisticated institutionalization, professionalization and funding structure. These problems yield various other problems from the purchasers, service providers and users perspectives, limiting the orderly and effective development of POSC. Through reflection, these problems and issues are intertwined to affect the whole POSC process. The relationship among the purchasers, service providers and users is not linear and top-down, but a kind of three-cored, multilateral, and multidimensional relationship.

    To explore the Legislation of Social Work in Shenzhen

    This paper sorts out the development process of social work professionalizationin Shenzhen under the "embedded development model", and thinks that Shenzhen should take the lead in experimenting with the social work legislation in order to respond to the problems such as single development path, de-professionalization and the outflow of talent. After all it points out the necessity of the social work legislation whose basic framework is led by the government and initiated by the Civil Affairs Bureau to promote top-down legislation for social workers. The legalization process should pay equal attention to expert and popular participation; the ultimate goal is to formulate Social Work Law, whose basic framework should be established by reference to foreign experience. The formation paths of Shenzhen social work legislation is to reform, establish and abolish current civil law and regulations, transplant foreign law and regulations regarding social workers, and legally reform current social policies.

    Intergenerational Support, Physical and Mental Health and Life Satisfaction of the Elderly

    Based on the baseline survey data of CHARLS 2011 in China, this paper established semi-parametric generalized additive model to explore the impact of intergenerational support and health on life satisfaction of the elderly. By comparing the models and hypothesis some results can be obtained, which show that after introducing the nonparametric form of age, physical health and mental health comprehensive score, sleep duration and the housing area to the regression model, the health factors have significant influence on life satisfaction of the elderly. By observing and comparing the partial effect diagram of nonparametric variables and their significance, it is obvious that for the elderly life satisfaction, mental health factor has more significant effect than physical health factor; for intergenerational support of adult children, emotional support has certain effect on improving the elderly life satisfaction.

    “Internet plus Social Work Services”: Practice and Ethical Issues

    Project and Internet are two topics to which we must pay attention in the current context of social work development. Whether it is the government, the foundations or enterprises, they are more and more inclined to reach a cooperative relationship with social work organizations in the form of projects. With the increasing influence of Internet in social life, social work practice begins to embrace Internet, which directly leads to the combination of the project and the Internet. The combination of projects and Internet is almost reflected in every stage of the development of the project: the resource mobilization during project application period, information sending and mutual help network building during project process, as well as for the organizations to fulfill the obligations of social responsibility. Using Internet in social work needs to pay attention to some of the ethical issues, such as the authenticity of propaganda, the protection of intellectual property, avoiding violence in resources mobilization and being alert to the repetition and reproduction of inequality.

    Linkage Disposal Mechanism in the Case of Domestic Violence and Sexual Assault to Adolescents: Analysis Based on a Typical Case in a Village of Guangzhou

    In August 2015, a typical case of a teenager victim of year-long domestic violence and sexual assault was exposed in Guangzhou. Due to its special properties and a series of follow-up reports by media, it aroused great social concern. As a result, many departments and organizations, including government, community, media, public security and judicial organs, medical workers, social organizations, social workers and volunteers, gave timely intervention. All parties had tried their best to make perfect responses. But overall, the treatment method was superficial, and lack of systematic coordination and continuous follow-up. Based on this typical case, this paper tries to put forward a multi linkage processing mechanism, in which the government plays a leading role, social workers are the core, community and social organizations functioning as the platform, with the cooperation of volunteers, public security and judicial organs, medical workers and media, so as to form a smooth channel, provide a social support network of integrated prevention and solve the problem of violence against adolescent.

    The Mode of 366 Social Work Practice Teaching in Ethnic Colleges Based on Bourdieu's theory Of Practice

    Although the urgent demand of regional governance put forward clear requirements on the practice of social work personnel training, but the development lag of social work and the shortage of professional social work teachers constitute resources and professional restrictions on practice teaching in ethnic colleges. In the view of Bourdieu's theory of practice, ethnic specific field shapes some social work practice teaching habits in ethnic colleges, which are in characters of multi-ethnics, reflection, transcendence, and community. According to the experience of social work practice teaching in Kashi University, ethnic colleges should explore "366" social work practice teaching mode, which includes adaptive practice, acquisition practice and reflective practice.

    Localization of social work is an unavoidable topic in the development of social work in developing countries. Since the introduction of social workin the period of the Republic of China, the pace of localization has never stopped, thanks to the concerted efforts of all sectors of society. This paper tries to explore the deficiency ofthe localization of social work in the period of the Republic of China, and discusses the experience and contribution for thelocalization of social work from social work organizations, the Republic of China National Government, and universities. It argues that cooperation of the three parts formsa gold triangle of social administration, practice and scientific research,jointly promoting the social work localization in the Republic of China.

    An Effective Way to Solve the Dilemma of Individualization in Community Governance in China

    Urban and rural community spaces have been greatly changed with the New Urbanization Plan in China. Residents are migrating faster than ever, and people in the community are fast becoming unfamiliar. These reasons are deteriorating residents' individual dilemmas. The community organizations such as residents' committee, social organizations, and social work institutions are not aware of the importance of organizing the residents to help each other when they are in predicaments. In order to solve the individual dilemma and prepare for the coming aging wave, community social workers must organize the dwellers, and develop a kind of institution in which dwellers can help each other, with the ideas of “helping the weak and enabling them to help others”. The logic of the institution should be like the system of bank, but in which the services are deposited and withdrawn instead of money. Social work organizations need provide professional service in one hand, and build a network system which the human service can inter-exchange across time and space on the other hand.

    An Integrated Absorption: Mechanism Innovation of Foreign NGOs Management and Its Practice

    It is the promulgating of Management Act on Activities within the Territory of Foreign NGOs that brings the foreign NGOs activities in China into the legal orbit. However, in response to the plight of the legality of foreign NGOs, meanwhile, there are some practical problems, including lacking of implementation details, obsolete the management concepts, limited talent and the upgrading of difficulties in monitoring and so on, which is inseparable with the long-standing management system based on regulation. Combined with the new historical situation, this paper attempts to present a shift from the control-oriented management toward an integrated absorption, which should become a mechanism innovation in the management of foreign NGOs. And on this basis, the paper proposes the trinity of practice, that is, construction of legalization as an administrative building, flexible administration as an administrative method and social governance as an administrative innovation, to promote the healthy and orderly development of foreign NGOs in China.

    Current recovery pattern for psychiatric patients with special care pays too much emphasis on illness control and treatment with drugs and ignore the psychological and emotional needs of patients, which can easily causes patients with repeated disease, prolonged course of disease, social integration difficulties and other problems. This study, from the perspective of ECO theory, finds that the original rehabilitation model has two deficiencies; First, the patients and their families as two separate groups. Second, pay attention to drug therapy and weaken the psychological rehabilitation. Therefore, this paper tries to put forward rehabilitation strategies such as mental rehabilitation, family support network and social function expansion from two aspects: hospital and out-of hospital.

    Separation and Unity of Government-Society: The Risks and Governing Methods of the Third Party Assessment under Government Purchasing Social Services: Based on the Evaluation Practice in “S” City

    In recent years, under the impetus of social system reform and social governance innovation, the third party evaluation of government purchasing social services has emerged as an important force to strengthen the transfer of government functions, to improve the ability of social organizations and to promote the formation of cooperative governance mechanism about separation and unity of government and society. Based on the empirical study on the purchase of social services by the government in “S” city, which finds that the third party assessment has structural, legal, validity, moral and other risks in the practice of government procurement of social services. Above risks are closely related to disestablished structural status, the absence of legitimacy mechanism, unreflecting of the authority and less autonomy in the third party assessment practice. The most fundamental reason is the imbalance structural relationship between government and society. Therefore, the article tries to provide a new perspective to analyze the relationship between the government and social forces in the current government procurement of social services, and to explore the governing methods of multiple risks by reconstructing the structural position, reconstructing its legitimacy foundation, strengthening the authoritative characteristics, reflecting and strengthening the competence system in the third party evaluation. In conclusion, the article aims to explore a third party assessment model, which is moving toward division and solidarity between the government and society. The model may be the innovation initiatives, which reconstruct the structural relationship between government and society in grass-roots social governance.

    A Study on the Cooperation Mode between Private Social Work Organizations and Government from the Perspective of the Social Governance: Taking Government-Social Work Organization Cooperation in Anhui Province as an Example

    In recent years, it's been a trend for government to purchaseservice from private social organizations. That government and private social work organizations jointly participate in social governance is advocated by practical and academic circles. However, there are many problems in the operation of the existing government-social work organization cooperation mode. Taking this as the focus of the research, and combined with cooperation practicein Anhui Province, this paper makes reflections from the three aspects of the government buying procedure,serving capacity of private social work organizations and the social identification of private social work organizations and construct a theoretical model from the perspective of joint participation in social governance for government and private social work organizations. There is still discrepancy between the existing government-social work organization cooperation mode and the ideal one, based on which corrections and future development trends of the existing model can be pointed out.

    Personnel management in collaborative innovation mode is a new type of cooperative management mechanism. The personnel management policies of the 38 collaborative innovation centers are taken as the sample. The text mining methods are used to carry out collaborative innovation center personnel management policy classification and policy tools excavation, which are thereafter divided into two types of compulsory and guided. The research framework of the policy classification is constructed. At the same time, the policies of talent introduction in colleges and universities in Guangdong province are analyzed. Finally, the combined method of policy tools for “Collaborative Innovation Center for the Cooperation and Development of Hong Kong, Macao and Mainland China” is given.

Hence, the study of translation ethics is supposed to trace back to the origin of value. Only by applying ethics of values to the research can translation ethics be analyzed in the nature, structure and order of value.

    Entrepreneurship education achieves some good results. But there are still some problems in the entrepreneurship education practice, like the relative lack of teachers and curriculum resources, the deficiency of students' independent innovation and practical ability, the imperfect policy support, start-up funding and social support. On the basis of analyzing the entrepreneurship education in Guangdong University of Technology, this thesis put forward a stereoscopic model in the entrepreneurship education for college students with three positions interaction by combining theoretical study with practical guidance, constructing the teachers and curriculum resources, building the practice platform, and improving the indemnification system in the entrepreneurship education.
