Auditing and Empowerment: Integration and Upgrading of Social Work Service Agency Evaluation Model: Reflection on the Experience of Shenzhen Social Work Service Agency Evaluation (2009-2016)

Abstract: Based on the third-party evaluation of social work service agencies in Shenzhen from the year of 2009 to 2016, it is believed that the overall evaluation plays an important role in industry supervision and organization regulation. However,it also leads to such problems as the problem of one-size-fit-all, passive participation of evaluated agencies, rigid work-process and the lack of application for its results, which limit the function of evaluation to promote social work's development and failure to respond to continuing demand from social work's development. Empowerment-evaluation should be supplemented with previous auditing-evaluation, enriching and reconstructing the basic relationship and governing structure of social work service agency evaluation.
