Taking the supervision of local agencies into their practice context, this paper makes an exploration of advance of professional service by local social work agencies in our country, and summarizes the basic features of their practice context. It finds that supervision of local social work agencies involves three types of practice context, namely the program context, agency context and social context. With the purpose of program-centered service and contextualized service, professional service will play its role of providing professional service, cultivating professional personnel and promoting the development of agencies from the three levels of program director, agency director and head of the agency.

Based on the third-party evaluation of social work service agencies in Shenzhen from the year of 2009 to 2016, it is believed that the overall evaluation plays an important role in industry supervision and organization regulation. However,it also leads to such problems as the problem of one-size-fit-all, passive participation of evaluated agencies, rigid work-process and the lack of application for its results, which limit the function of evaluation to promote social work's development and failure to respond to continuing demand from social work's development. Empowerment-evaluation should be supplemented with previous auditing-evaluation, enriching and reconstructing the basic relationship and governing structure of social work service agency evaluation.

This article discussed the present situation of child abuse in China, and pointed out that it is a serious problem in China. Based on this, the paper further analyzed the risk factors of child abuse, which consisted of negative perceptions of traditional culture, unsound protection system for children, other negative social factors at macro level;insufficiency of organizational system to prevent child abuse, negative family factors at middle level, and the children's characteristics at micro level. As for the strategy of social work intervention in child abuse in China, social work can offer counseling service, risk assessment, case management, and resource links service at individual and family level.At the organization level, social workers can participate in cooperating with the government to ascertain the major incumbent agencies, promote the development of NGO, nurture social work team and professional community. On the community level, social worker's intervention can focus on community education, community parent-child activities and integration of community resources. On the mechanism level, social workers should apply the strategy they advocate and help children to air their voices through lobbying, negotiation with media and act as spokespersons to improve institutional environment.

This article adopts the method of co-keyword analysis to survey research literatures of social work ethics in recent 20 years.The results show that the study of social work ethics tends to grow after 2009, and they were mainly published in the journals concerned with ethics and social work. Research focus is divided into three major areas, including the relationship between the participation of Chinese traditional culture in the construction of local social work ethics, the ethical dilemma and the intervention of ethical choice in social work practice,social work ethics education centering on curriculum design and teaching method.It suggests that future research should further promote the link and integration of professional services and traditional Chinese thoughts in the work mechanism. Drawing the model of ethical decision making, and combined with the actual situation in China, we should solve the ethical issues in the field of social work; lastly, research and teaching of social work ethics should be given more attention.

To investigate social work majors' imagination of professional competence, a competence structure was constructed by way of questionnaire survey and statistical modeling. Compared to other students, social work majors place more emphasis on knowledge and skills. There is a general tendency to have a perfect identification of professional competence among students in the lower division, but as they get into higher levels, their identifications begin to diversify. The findingswill be discussed and analyzed based on Bourdieu's practice theory and informationcollected through interview. It is found that ‘imagination’ plays a vital role in the choice of major for students; as an intermediary between structure and action, it influences the relationship between action and structure.

Existing academic literature is seldom related to social work visual practice and joint supervision. After defining these two concepts, this paper points out that joint supervision in social work visual practice has four characteristics, namely multi-discipline, periodicity, diversity of practitioner's knowledge and complementary cooperation among supervisors. Taking the production process of “Attending School” as an example, the practice process of joint supervision can be divided into 3 stages, namely topic selection and elaboration, shooting and publicity, producing and inheritance. At each stage, joint supervision is confronted with different supervision objectives, contents, forms and roles. Joint supervision has achieved certain results in the following four aspects: service objects, education department (school), practitioner and social influence. Meanwhile, the joint supervision also needs to be improved in terms of cooperation among supervisors, allocation of supervision tasks, positioning of supervisory roles and supervision methods.

Based on the theory of disaster causes and the analysis ofrelated literature and typical cases, this paper explores the hazard factor,hazard-bearing body, disaster-pregnant environment and accelerant of trust crisis incidents in social organizations. Drawing from advanced experience from abroad and from the point of mitigating hazard factors, it proposes improving transparent information disclosure system, paying attention to the construction of specialized personnel team, establishing comprehensive supervision mechanism, constructing effective accountability system, and strengthening media response. In terms of emergency preparedness, it proposes the formulation of emergency plans, strengthening themed learning and training, bringing a full play of media functions and a vigorous promotion of charity culture. In terms of preparation for recovery, it proposes two measures of emphasizing responses to media and strengthening investigation and evaluation.

Combined interaction of “community-social organization-social worker” is an important practice in the form of social governance innovation, which can greatly meet social needs for diversity. This reveals that combined interaction of the three parties shares with social governance in terms of value connotation. Community, social organizations and social work have respective roles and resource advantages in the combined interaction. Currently, there is a still too strong dominance of the government, while the combined interaction and funding is insufficient. To promote its healthy development, we must correctly understand the role of the government in the combined interaction. Communities, social organizations and social workers must adhere to the coordinated social service-oriented values, correctly handle their relations with other subjects in social governance and give full play to their functions in social governance.

Senior citizens that became child-bereft elderly because of the family planning policy will be the special predicament in the aging society in our country. Child-bereft elderly population will face double pension risks, both from the macro and micro level. From the perspective of building resilience for the child-bereft elderly and based on the interaction analysis framework of pension risk and protection factors, the study found that child-bereft elderly mainly faced the risk of physical and mental disorders, hardship, system lag and cultural limit. Measures were taken from the perspective of mutual empowerment, advantage building, reasonable empowerment and meaning construction to enhance the resilience of the loss alone elderly, thus generating a pension protection mechanism with the quality of prevention, support, protection and fusion.

Community-social organizations-social worker (CSS)combined interaction is in full swing across the whole nation, but it is worth discussion on how to promote the development of this campaign in Tibet based on its special circumstances. Analysis is made about the challenges that Tibet is confronted for this campaign from the aspects of its practical pressure, the underdevelopment of social organizations and the status quo of social work development.The CSS combined interaction innovation development path is then proposed from the aspects of determination of guarantee mechanism for the combined interaction, promotion of community construction with an emphasis on increasing community participation, nurturing and fully developing the function of social organizations, strengthening the construction of social work personnel and volunteers, initial pilot and further advance in a secure way etc.

To meet the needs of social development in different historical stages, formal community governance in the UK demonstrates five modes at different historical periods. This paper first critically reviews those modes, evaluates their main features and explores how community governance remains committed to the basic principle of helping people to help themselves for building an equitable and harmonious society. Then, it draws lessons from the community governance experience in the UK to reflect on the current situation of the community governance in China. To promote the effectiveness of the community governance in China, it suggests that all stakeholders should recognize community governance principles, the governance objectives should focus on the community problems; the governance strategies should be able to achieve governance objectives, and governance competences should be able to perform governance strategies.

Combined with interview and questionnaire form, taken electric power enterprise retirees as the target, and by using the “He principle”and “Xie principle”of Hexie management theory, analysis is made about the problems in the management of retirees from electric power enterprises, to explore the development mechanism suitable for them against the theme of Hexie management. The study finds that dual principle mechanism also applies to the socialized management of retirees from electric power enterprises and proposes the effective advice of a dual principle mechanism of “He principle” and “Xie principle”. “He principle” suggests that the service awareness of retiree management workers should be raised; ideological education should be promoted; and cultural and sports activities should be regularly implemented. “Xie principle” suggests that service procedures will be optimized for retirement management in the enterprise, the building of CPC Party branches should be improved and a gradual and one-stop retirement management mode should be implemented according to various types, levels and stages.

After China's official accession to Washington Accord, engineering education accreditation will make an impact on the cultivation mode of engineering talents in colleges and universities for a long period of time. Moral education plays a significant role in the quality of engineering talents cultivation, which has unequivocal regulations and requirements in the accreditation indicator system. However, the cardinal constraints on the quality and effectiveness of moral education for engineering talents turn to be the weakening of subjectivity, lacking practice, inadequate monitoring on effectiveness and low degree of socialization. Hence, we should build a security system from the perspectives of thoughts, organizations, and institutions, effect of course and other aspects, to advance a subjective, whole-member, practical and socialized moral education. This will finally enhance the quality of moral education to bolster the engineering talents cultivation.

According to the research data of Guangzhou, this paper first analyzes the population structure, economic environment, status of real estate market, insurance industry and financial industry, as well as the elder's cognition and attitudes toward housing reverse mortgage endowment from the perspective of feasibility and market demand. It then discusses the operation mode of housing reverse mortgage endowment in Guangzhou. Through the study, this paper has the following conclusions. In view of current population structure, economic level, real estate industry development, pension security in Guangzhou, it has the feasibility for implementing this business. In the implementation of Housing Reverse Mortgage Endowment, the government of Guangzhou should take the “market-led, government support” mode.
