Causality is embedded in the effectsevaluation of social work services. Influenced by the ontology of causality, there are two approaches to evaluate the effects of social work services. One is to explore the regular relationship between services and results based on social science research methods, and the other is to explain the regular relationship between services and results based on theory. The former belongs to statistical interpretation, while the latter belongs to mechanism interpretation. In order to integrate the statistical interpretation and the mechanism interpretation, under the guidance of pragmatism mechanism and process tracing, this paper puts forward two different methods of social work service effect evaluation: “experience-method-theory” and “theory-method-experience”.

In recent years, driven by the government policy of purchasing social services, the third-party evaluation has increasingly become an important part of government purchase of social services. However, in the real situation, the application of third-party evaluation is more regarded as a means of government governance which reflects the logic of technology governance. Based on the observation of X Evaluation Center’s practice of purchasing social services in Shanghai H District Women’s Federation, the third-party evaluation can promote the adjustment of political and social relations and form a practical mechanism of political and social division of labor and cooperation. From the theoretical perspective of skills, the third-party evaluation skills are classified into three dimensions:institutionalization, specialization and socialization attribute, and its operation logic and practical validity in the purchase of social services are outlined.The study found that the ability of Shanghai X Evaluation Center to adjust political and social relations is a consensus collective action based on inclusive interests, whose logic is jointly shaped by the mass orientation of the women’s Federation, the essence of third-party evaluation, the socialization orientation of professional practice and the mission orientation of social organizations serving the society under the background of group reform.

Evaluation has always played an important rolein the professionalization and standardization of social work. Third-party evaluation is widely accepted because of its objectivity and standardization process that can provide reliable and credible verification, but it also has the disadvantages of not being able to directly and effectively intervene in the service and the delay of evaluation. Empowerment evaluation was proposed in this context and made up for the lack of third-party evaluation by promoting participant capacity building and improving the effectiveness of service projects. However, the development of empowerment evaluation in China is still immature, and evaluators are prone to deviations in conceptual understanding such as original connotation and unclear boundaries, which leads to unclear boundaries with participatory evaluation, and the results of empowerment fail to achieve the expected results. This paper analyzes the connotation and objectives of empowerment evaluation and participatory evaluation, extracts the core practice principles of empowerment evaluation, and proposes further research directions for empowerment evaluation.

In the past decade, the research on social work evaluation has been gradually enriched in China. However, current social work evaluation is not clear about the overall structure, and also is lack of understanding and analyses about the process and trend from macro perspective. This study uses the bibliometric function to collect, organize and analyze relevant policies and documents. The findings include three development features: firstly, the related social work policies promote the development of social work evaluation research; secondly, the research of social work evaluation is divided into stages and dynamic; thirdly, the fields of social work evaluation are diverse. Also, there is unbalanced and inadequate between the related social work policies and evaluation research, social work practice evaluation research is relatively weak, and social work evaluation theories have not formed research hotspots. The related social polices is still the important path to develop evaluation, and future research should be taken the depth and breadth in China.

The construction of effective social support services is an important way of promoting recovery for patients with mental illnesses. The perspective of Recovery Theory offers new exploration for the construction of social support services for patients with mental illnesses. Trough a case study this paper finds: first, social workers provide different types of recovery services for patients with mental illness in different treatment situations, which can help them to reconstruct their social support network and promote their rehabilitation and recovery. Second, this integrated concept of recovery runs through multiple situations in the course of the mental illness and pays attention to the subjectivity of patients, the interaction between patients, service providers and situations, which can effectively promote the mental well-being of patients. Third, recovery-based MHSW practice faces challenges of integration, localization and specialization while integrating hospital and community service resources.

By way of case study, and through in-depth analysis of the action process of Guangdong Blind Association participating in social governance, it is aimed to explore the action path of social organizations forthe disabled to participate in social governance.Social organizations for the disabledcan intervene from the two action spaces of the disabled and the social environment, promote the benign interaction between the disabled and the social environment, and assist the Party, the government and the Disabled Persons’ Federation to jointly solve the problems of the disabled.On the one hand, with the help of the government policy of purchasing services, social organizations for the disabled give play to their professional strengths and make use of government and social resources to provide socialized, personalized and differentiated services for the disabled, so as to enhance the rights and abilities of the disabled,thus enabling disabled persons to actively integrate into society. On the other hand, social organizations for the disabled protect their legitimate rights and interests on behalf of the disabled, balance the rights and interests of the disabled and the public in the process of safeguarding their rights, and adopt effective strategies such as public education, support for the active participation of the disabled in social life, and promote the cooperation of relevant departments to reduce social exclusion and promote social integration.

Community foundations have positive value in solving community problems, responding to community needs, and promoting the overall development of the community. However, it requires the protection of community foundation resource mobilization, and existing research rarely involves this aspect. The article constructs an analytical framework of institutions, structures and elements, and selects Shanghai Y Community Foundation as a research case to study the institutional norms and choices, structural allocation and operation, and resource support elements of community foundation in mobilization resources. The study found that community foundations actively comply with institutional norms and political instructions in order to ensure “politically correctness”, but also influence government behavior and decision-making through political participation and other means of governance, and strive for conditions for resource mobilization. Shaping the consensus of public welfare values, promote the formation physical network structures for resource mobilization, and promote the reproduction of resource mobilization space through the establishment of open systems and integration of entities. Besides, trust and branding are also the guarantee conditions for community foundations to mobilize resources.

This paper is one of the classic literature of Titmuss, the founder of social policy in Britoin and the world and the founder of modern sociol welfare theory. The “welfare state” was in its heyday in Europe and American liberal economists advocated the privatization of welfare. Against the background of highly industrialized society, increasingly rich material wealth, and prosperous country and society,the author focused on the status, function, role and role of the government in modern social welfare from the perspective of social policy and economic development. Using the historical experience and lessons of social development in the United Kingdom and the United States, the author focused on the social cost and many social problems brought about by social change, such as income and wealth inequality, shame, stigma, poverty, non-freedom, violent conflict, negative income tax and the quantitative measurement of social costs, deeply analyzed and thoroughly criticized a number of assumptions about competitive private markets from the liberalism, especially the long-term prevailing economics automation model of “optimism”, summarized and pointed out some serious misunderstanding on existing British and American thoughts. It fully demonstrated the objective development law and basic direction that “the higher the level of modern social and economic development is, the more social policy and welfare state system is needed, and the greater the role of social policy and welfare state system is”, and clearly expounded the interactive relationship between economic policy and social policy, economic growth and social growth.For the first time, it put forward the strategic transformation of “from poverty to inequality, from specific projects to integration of social rights, and from economic growth to social growth”, which is of far-reaching historical significance.

This paper is one of the classic literature of Titmuss, the founder of social policy in Britain and the world and the founder of modern social welfare theory. In reference to the reality of American and British social welfare privatization and marketization, especially the four underlying assumptions of liberal economicsrepresented by Friedman, the author from the perspective of social welfare theory and social policy, mainly used two typical casesof the private pension and medical care service. Taking free choice and the so-called “welfare state” to improve people’s choices as the theme, the author comprehensively, profoundly, systematically and historically criticizes the disadvantages and obvious social limitations of the privatization and marketization of social security and social welfare, vigorously promotes the values of social justice, holds high the banner of welfare theory, and has profound thoughts, which is one of the classics of welfare philosophy. The main viewpoints of this paper have certain reference signifcane to the social development of China today.

This paper is one of the classic literature of Titmuss, the founder of social policy in Britain and the world and the founder of morden social welfare theory. How to construct a welfare state and welfare society is the biggest political issue faced by governments all over the world. Against the reality of American and British social welfare privatization and marketization, especially the social welfare misinterpreted as “public burden”, Titmuss, from the international welfare perspective, used the cases such as doctors, teachers and social workers for the first time to define the welfare state and welfare social concept, and proposed the concept of “community responsibility” from the principle of universal and selective social services based on the analytical framework of citizens' due social rights. From the perspective of modern social welfare philosophy and welfare politics, he deeply analyzed and criticized the principle of selective social service represented by asset review with the historical experience and lessons of British social welfare as evidence. He pointed out for the first time that the real challenges faced by the British and European welfare systems in the 1960s were as follows: How to provide positive differentiated and differentiated services under the principle of universal social service? The author argues that if there is no such infrastructure of welfare resources and values framework, the concept of “welfare society” cannot be defined and how to move towards a “welfare society” cannot be discussed.
