The Statuesquo and Prospect of the Localization of Chinese Social Work

The development of localized social work is urgently needed for solving practical problems of the Chinese society. Currently, the institutional construction of Chinese social work is confronted with a series of challenges such as the difference and opposition between practical forms and implementation approaches, the gap and separation between social understanding and public recognition, and the conflict and isolation between service ideas and management objectives. The fundamental idea for localizing Chinese social work is to speed up the specialization, professionalization and institutionalization of social work, promote the transition from domination by government alone to domination by multiple participants and the change from government taking all responsibilities to government purchasing service, form  the institutional system, working procedure, service experience and practical method with local characteristics, enlarge the coverage of social work gradually, realize indepth combination between professional ideas and Chinese culture, and enhance the internal force that push the development of social work.

S. possesses a clear process and prominent characteristics including a strong atmosphere of humanistic concern and people orientation, a specific goal of pursuing social equity and recovering the social function of those who receive social service, prevalence of case work, case management and family therapy, and prominence of social welfare and welfare system building. The present situation of the Practice Model of social work in the U. K. and the U. S. clearly indicates the direction and tendencies in the future development of the social work profession and the Practice Model. The historical evolution of the Practice Model of social work in the U.K. and the U.S. can provide substantial inspirations for the development of China’s social work profession.

A preliminary attempt is made to study the Chinese immigration and development of the Chinese community in Thailand in Taksin period.

Alvin E. Roth and Lloyd Shapley have been awarded the 2012 Nobel Prize in economics for their theoretical research and practical work in Cooperative Game, Market Design and Matching Theory. Cooperative Game is a game where groups of players (“coalitions”) may enforce cooperative behavior to maximize their own interests. Matching Theory and Market Design focus on exploring how matching procedures can be improved to produce better results for all participants concerned. These research results provide valuable implications and reference for solving the problems in Chinas economic research and in Chinas current development. For example, the management should pay attention to the establishment of a wide range of fair and reasonable mechanisms for allocation and improve market efficiency through the market mechanism design.

Targeted towards constructing a socialist harmonious society, developmentoriented social policy is now attracting more and more academic attention in China. This paper, on the basis of distinguishing the three theoretical schools of productivism, social investment and inclusive development, traces their theoretical evolution in two aspects: the relationship between social policy and economic development and the welfare objective of social development, comments on the contribution of Midgleys thoughts on social development to the evolution of developmentoriented social policy, and explores the practical modes in various countries. It also makes a comparison between domestic and foreign developmental contexts and offers a prediction about the future trend of developmentoriented social policy against the realization of a moderately prosperous society in China.

Employee engagement, as an important element for success, has been paid much attention to by enterprises. On the basis of reviewing the related concepts, this paper proposes four hypotheses, and based on the empirical data obtained from some transportation enterprises, the relationship among employee engagement, job burnout and organization identity is discussed. The difference in employee engagement is explained through the degree to which an enterprise adopts the market principle and discussed in combination with the practical situation of some enterprises. This study may provide a theoretic perspective for future research.

Abstract: Euphemism is a common linguistic and cultural phenomenon in English and Chinese. Adaptation is both a feature and a function of language by which language users can flexibly choose expressions from different language items to meet the communicative needs. Some English and Chinese euphemisms share great similarities because they adapt the same physical world, social world and psychological world. While other English and Chinese euphemisms differ greatly from each other because they adapt different physical worlds, social worlds and language structures. Learning similarities and differences between English and Chinese euphemisms can help people correctly understand and properly use euphemism in crosscultural context, thus avoiding pragmatic failures and promoting crosscultural communications.

As a national system, social rescue is related to, but different from, social relief. Social relief is a temporary rescue measure and mostly found in unexpected disasters, such as natural disasters, dangerous diseases and so on, causing heavy loss and threat to a portion of social members life and property. Social rescue, as a responsibility of the government, is a longterm rescue system, aiming to rescue certain social groups. As the governments responsibility to provide longterm rescue to some social groups, social rescue is part of the social security system, ensuring the lowest living standard for those who suffer from disasters and have lost working ability and for the lowincome citizens. The involvement of social work in social rescue is a new task for social management. This article starts from urban community social work practice and analyzes and explores ways for social work to get involved in urban community social rescue.

Lack of sociality is an important issue that cannot be ignored in the development of social work in contemporary China and social work shows the tradition of restoring sociality when participating in public health or other emergencies. This article systematically sorts out the activities of social work teams and agencies during the epidemic to discuss the key issues of social work restoringsociality, and then further discusses the long-term development of social work during and in the post-epidemic era. The study found that in the face of the epidemic, the social work profession shows the possibility of restoring sociality in terms of rebuilding community resilience, activating social bonds, providing social support, and making disadvantaged groups visible, and it also devotes itself to social recovery and reconstruction after the epidemic. Nevertheless, in terms of professional status, institutional structure and state-social relationship, social work is faced with fundamental challenges in restoring sociality, and it also encounters the limitations brought by the strong state mobilization. As a society-oriented profession, social work should be devoted to changing the current system and social structures by providing social services.

A survey of the material support, life care support and solace support given to the staybehind elderly in the rural area of a county in Jiangxi Province shows that the staybehind elderly do not receive adequate social support, which threatens their later life. It also reveals that the support for the aged people is still familyoriented while lots of them can not obtain any support from their children or other resources, which results in a miserable condition of their later life. The priority in reducing the pressure of social support for the elderly should be given to establishing a comprehensive social support system for the staybehind elderly in rural areas, in which the government, the community, the social service agency, families and individuals should all be involved so as to guarantee the rights and interests of these people.

On the basis of a questionnaire survey of 800 elderly people in an area of Shanghai concerning their life quality and community service needs, this paper examines the life quality and community service needs of metropolitan elderly people in general in terms of psychological function and social function.The metropolitan elderly people of different ages, educational levels, resident modes and marital status have obvious differences in life quality in terms of both social function and psychological function. Further analysis shows that their community service needs is closely related with their life quality.

Taking social workers in Guangzhou as research object, this paper finds that the overall level of current social workers professional identity is comparatively high, through the analysis of factors like occupational values, feelings and competence. The development of the whole industry, management of agency, professional salaries, team relationships, occupational prestige and social identity, channels for promotion and career prospects are the important factors that affect social workers professional identity. But professional salary is not the primary factor that affects social workers professional identity. Multiple regression analysis shows that social workers professional identity is closely related with the development of their professional competence. Individuals with low professional identity have negative emotions, take cynical attitude towards jobs and show ennui in their profession, affecting the development of their professional competence. Vice versa. Individuals with high professional identity will take positive attitude and continues to learn and improve their professional competence. Lastly, countermeasures to improve the level of social workers professional identity are offered from the four aspects of government and society, social work service agencies, schools and individuals, so as to maintain the stability of social worker teams.

Psychological ownership is an important predictor for employees attitude and behavior, and it can produce positive and negative effects. According to the data from two clusters of samples, the study is designed to revise the psychological ownership questionnaire (POQ) developed by Avey et al. The result suggests that two types of psychological ownership with four factors are suitable to the POQ in sample 1 consisting of 243 employees, which are promotion focused psychological ownership and the preventionfocused one. The promotionfocused psychological ownership comprises selfefficacy, accountability, belongingnessidentity and the preventionfocused one is examined as a single factor. The results are also validated in sample 2 consisting of 544 employees from another company. The internal reliability for POQ in the two samples is above 0.8, and that for subscales is above 07. The content validity and criterion validity of POQ are acceptable. The promotionfocused psychological ownership is significantly positive with job satisfaction, organizational identification, and affective commitment, while the preventionfocused psychological ownership is not significantly positive.

These evaluation methods divide a complete social program into different parts, and each of them only focuses on one part of the program. Based on the connotation of social work evaluation and the chronological order of social work service, the process evaluation, outcome evaluation and costbenefit evaluation can be integrated into a comprehensive model, and operated in the form of program theory evaluation, monitoring evaluation, impact evaluation and costbenefit evaluation.

 A recently developed online televisionadvertising formats display a banner ad whenever a viewer watches a streamingvideo program. This study interviewed 30 users from the perspective of consumers brand attitude and find out the impact of brand recognition, location and content of advertisement, advertisement attitude and brand attitude on the effectiveness of this type of advertisements. The results demonstrate that the length and frequency of advertising exposure should be controlled; the characteristics of online media should be taken into consideration in the process of producing online TV advertising, so as to form a synergistic effect between online and offline media.

 As a model of postmodern treatment, narrative therapy proposes the reexamining of the story, separating the problem from people. Through the externalization of the questions,  it discloses the discursive power behind the story and searches for the omitted episodes to reconstruct the life story. In the “localization” of the narrative therapy, it offers a possibility for people to achieve selfhealing through self narrative to reexamine their life. This paper puts forward the concept of narrative selfhealing and analyze its action mode, explores how an individual externalizes problems, searches for omitted fragments, selftalk and deduction through selfawakening, thus achieving the rewriting of one′s life story.

All of the above experience is worthy of research and promotion. To provide migrant workers children with proper education is a major task to retain talents and promote education equality. Taking Zhongshan City, which features of a large size of migrant workers children, mainly from outside Guangdong province and educated in privatefunded schools, as a sample, this paper details the relevant policies provided for migrant workers children to receive compulsory education in Zhongshan City, analyzes the challenges that the city faces in aspects like insufficiency of school positions in publicfunded schools, education fund, enrollment for students from outside Guangdong and development of privatefunded education,and proposes several suggestions to deal with challenges, including the expansion of public school position, the increase of public investment, and the provision of more opportunities to high school for migrant workers children, regulating the education enrollment system and supporting the development of private education.

The origin of purchase of service contracting (POSC) in the West can be traced back to the crisis of the welfare states including governments financial crisis and the subsequent government reform, the wave of marketoriented privatization of public services, and the rise of the idea of new public management. However, in this process of “entrustingbeing entrusted”, there exists a complicated principalagent relationship and multiple accountability issues. While the context in China is different, there is much room for exploring the content, specifications, and the purchasing ways of POSC. It is also imperative to avoid the hasty and overheated development of social work services. The article attempts to illustrate this argument through an example of social service organization in Guangzhou that was established years ago and has participated in the early stage of the government purchase of services.

 Based on a survey of  graduates of Business Administration in the universities of Guangzhou Higher Education Mega Center, and combined with an analysis of the employment situation of graduates from Guangdong University of Technology in the last five years, this article makes a comparison and analysis of the present employment of Business Administration graduates, and points out that their employment has an utilitarian tendency, with a small number of students seeking graduate studies and a very low rate of both selfemployment and employment. The reasons underlying the employment trouble is analyzed from the aspects of teaching, social practice, graduate identity and career planning. The paper argues that the onechild family is with scarce resources and analyzes the reason for the scarcity to show the aspects of the scarcity. There are mainly three types of marriage: virilocal, uxorilocal and combined marriage. The distribution of the resources between family members is different in different types of marriage. So, the marriage is an event of family which involves redistribution of resources, influences relationship with another onechild family, and later affects the relationship between two families as well as two generations. In this situation, the marriage between onechild families is the result from a marriage strategy.

Currently, the new generation of migrant workers has become an important group of urban society. They have made a significant contribution to promoting the economic and social development of the city. They are working and living for a longterm in the city, and have aspirations to integrate into urban society. But generally speaking, their living conditions in the city are not so optimistic, meaning that they have not really integrated into urban society. The community is the most important carrier for the implementation of social management and promotion of new generation of migrant workers integration into the city. It will be an effective path selection to solve the city integration for the new generation of migrant workers by taking the community as a breakthrough point to include them into the urban community service and management system, strengthening their belonging and identification of the city.

Taking Gulou community oldage household care service in Fuzhou City as the research object, this paper analyzes the practice of oldage household care service. Community oldage household care service station is founded to provide free services, lowcost services and paid services according to the elderly different needs and its service contents are diversified and personalized. Because oldage household care service isnt mature, some problems appear inevitably in the process of the exploring practice, such as less participation of service providers, incomprehensiveness of hardware and software facilities, uneven development of service projects. Therefore, in order to promote oldage household care service, Gulou government should take the following measures: intensify the publicity to change ideas; strengthen the government leadership and make a clear division of labor; implement the standard management and improve efficiency; integrate social resources and ensure the quality. With these measures, it would better meet the needs of the elderly to build a harmonious community.

Moreover, through a deep description of the basic organizing structure, teaching system, teaching methodology and design theory of University of Art and Design Helsinki (UIAH), the paper discovers the facts that enable UIAH to be a top level design institution in the world. This would be a useful reference for design education organizations in China endeavoring to improve its performance to a world class.

The measurement of the volunteer service performance during Guangzhou Asian Games proceeds in accordance with the Asian Games Time, combines objective and subjective measurements, reveals the actual performance of volunteers and is favorable for inspiring volunteers' working enthusiasm. However, the measurement is defective in that the objective for the performance measurement is no clear, indexes of the measurement are simple, and measurement and training are separated. The measurement of the volunteers' service performance in largescale sports event should consider the mental needs of the volunteers, provide encouragement rather than punishment, set reasonable measurement objectives, choose proper measurement methods, give timely feedback and communicate with the volunteers appropriately.

The main measures for the social development include social charity, social work and social policy, which arent mutually exclusive but can be blended. Therefore, we should mobilize  efforts of government, market and society to promote the promulgation  of economicrelated social policies, the positive role of government and policies, the establishment of the base and framework of the social coordination  organization, the cultivation of professional talent, the construction of the arena and circumstance for social coordination, and the fusion of social development, economic activity and social development approach, so as to improve the public welfare and finally promote the whole social development.

 Foreign countries have relatively mature children welfare systems, which, despite their similarities, differ in terms of value and institution. This paper reviews foreign modes of children welfare and experiences of rescuing parentless and homeless children and points out that the important factors in establishing an effective mechanism for rescuing parentless and homeless children include choice of an appropriate approach to children welfare, making of a sound system of laws, governments funding, excellent project design and proceedings, professional work force, involvement of social organizations, etc. The purpose of the paper is to provide reference for the construction and improvement of Chinas system for rescuing parentless and homeless children.

Disasters have destructive effects on people's survival and the development of the society. How to better prevent disaster and intervene in disaster rescue in a more timely way, and how to be more actively involved in post-disaster construction are the key issues in disaster rescue. Based on the status quo of social work intervention in disaster rescue, existing problems of the current social work in disaster rescue are analyzed. Suggestions are given from the aspects of prevention, long-term operation, precision of rescue, specifications of roles, service methods for social work intervention in disaster rescue, surrounding the questions of the key areas, functions and ways of effective function in disaster social work, to improve the effectiveness and value of social work intervention in disaster relief.

On the basis of a previous research, the author designs the library digital resources utilization behavior questionnaire; conducts some surveys among some university libraries users in Guangdong Province; especially analyzes the impact of the digital resources utilization behavior; and finally draws the following conclusions. Library users information retrieval patterns and their access to digital resources have influence on the frequency of using certain types of digital resources; improving the users information searching capability will indirectly enhance their behavior in using digital resources;libraries should provide great diversity of types of digital resources based on different users age, identity, profession and academic level; libraries should improve the quality of digital resources and make them easily accessible so as to encourage more users to use digital resources. The design layout of library website should be clear and regular, simple and friendly; the main functions of homepage can stick out a mile, and provide personalized service.

Service assistance is an overall extension of the urban poverty relief system in terms of concept, content and form in this new era. It carries out social assistance in the form of providing the poor with services and is an essential part of Urban Poverty Relief System. Cooperating well with three existing urban assistancesbasic living assistance, special assistance and emergent assistance, it could efficiently solve the conflicts between institutional rigidity and the variety of needs in the antipoverty practices. This paper also offers policy suggestions for service assistance from the point of framework design, mechanism setting, techniques, supervision and evaluation, fund guarantee.

Based on a study of Chen Guangbiao case, this paper analyses the conflicts in the motivations and manners of the contemporary China’s charity and attributes them to the conflicts between traditional charity ideas, charity ideas in the planning economy period and western charity ideas. It ends with the suggestion that more fund should be pushed into the field of charity, the way of enlisting social reputation by reasonable means of charity should be recognized, advocates the acknowledgement of the social reputation for charity, and further explorations should be made to increase the variety of charity.

Against the background of modernization, social involvement has three connotations: a stronger motivation for involvement as the precondition, a broader range of subjects involved as the basis, and a more comprehensive network of involvement as the guarantee. The construction of institutional environment for social involvement ought to be enhanced from the aspects of policy environment, operation environment and social environment. The pivotal role of civil affairs administration in social construction can be performed more effectively if it depends on the “three endeavors” to broaden the range of involvement, on the “two platforms” to promote the degree of social involvement, and on the “two armies” to strengthen the ability of social involvement. In the process of enlarging social involvement, major attention should be paid to the handling of the relationship between social involvement and social autonomy, between social involvement and social mutual help, and between social involvement and social mobilization.
