The 3rd Plenary Session of the 18th CPC Central Committee put forward innovating social governance. Since then how to promote residents’ active participation in community governance, especially since 2018 when China began to promote the “Warm Heart Home” program to help families who lost their only child on a community-based platform, making the active participation of disadvantaged people in community governance an urgent challenge to be solved. Through a long-term case study of the “Warm Heart Home” program undertaken by social work service institutions in Xiamen city, it is found: first, the construction of mutual social relationships in the “Warm Heart Home” program has become the basis for promoting the improvement of daily life and community life to families who lost their only child; second, the construction of mutual social relationships relies on the cultivation of positive self-esteem and the exploration of hope for change in real life for families who lost their only child; third, social healing is to cultivate a positive selfhood in mutual social relationships. It can not only heal the emotional pain, but also provide a hope implantation type of community governance participation path with endogenous motivation for the disadvantaged people, overcoming the long-term dilemma of administrative community governance due to the focus on promoting mutual assistance social relationships from the outside in.

Under the dual pressure of external environment such as insufficient government support and social donation, rise of corporate social responsibility, and internal demand for expanding resource channels, enhancing organizational independence, and realizing sustainable development, some social work organizations adopt commercial means for organizational contingency to develop as social enterprises. The specific development modes include the establishment of commercial companies with non-profit organizations, the establishment of non-profit organizations with commercial companies and marketization + collectivization. Social-enterprise development can be a way out for social work organizations. The fundamental criterion for supporting the social-enterprise development of social work organizations is whether the transformation is conducive to the realization of their public social functions as an important non-profit organization.

Since setting the goal of building a socialist harmonious society and the central government’s request to improve public services provision, social services in China have developed rapidly, and their evaluation issues have also attracted more and more attention. Different from the evaluation practice of international social service programs, the current mainstream evaluation method in China is accreditation. On the basis of review on the status of accreditation in the evaluation, as well as the empirical and evidence-based characteristics of current international program evaluation from an international perspective, this article proposes to strengthen the access management of social service programs by means of accreditation of its subject, promote the evidence-based evaluation on the whole program life course, and enhance its role in the evaluation of the effectiveness of social service programs.

In the critical period of the construction of China’s children welfare system, children welfare social work education face many difficulties. The proportion of children welfare social work program is rather small and the structure of professional course is not sufficiently diversified. The specializations are not distinctive and lack of systematic organization in course arrangement, without clear target in professional ability orientation. Competency-based education reforms the traditional education mode. Through the establishment of education standards, the focus is shifted to curriculum competency to improve students’ professional ability. When it is applied in children welfare social work education, a local child welfare curriculum ability system has to be built to promotes curriculum reform, and a online and offline blending learning mode will be adopted. The transformation of the education mode of children welfare social work in China also needs cross-sectoral cooperation. Therefore, it is necessary to reposition the responsibilities of government, establish the alliance of child welfare professional organizations, and improve the cooperation mechanism of child welfare organization.

The World Health Organization (WHO) declared in 2020 the novel coronavirus outbreak a public health emergency of international concern. In China, experts, scholars and other workers in the field of social work extensively participated in fighting against Covid-19. It was a large-scale intervention in public health emergency that happened in China for the first time in the course of social work. This intervention is also marked with existing features of China, namely, social work action embedded itself positively in the primary stage of the combat and assumed a new form, which was called “chimerism” by those specialists and scholars in the field of social work, during the regular epidemic prevention and control. From active embedment to chimerism, participatory action in the epidemic has become the elementary characteristic of social work. In other words, social work action is embedded in the original social structure and its chimerism can be seen in its cooperation and coordination with other main bodies. Embedment and chimerism are theoretical concepts indigenous to China. Guided by them, progress will be made in social policy that can gradually incorporate social work into governmental systems of public health service and emergency management. Meanwhile, vigorous embedment and chimerism will also become approaches that can be localized into China’s public health social work.

As an expressive art therapy that helps service objects to release their emotions by analyzing body language, the integrated development of dance therapy and social work not only has the foundation of local culture, professional theory and empirical service, but also has the cross-disciplinary creative space. On the one hand, social workers can not only adopt the solo dance, group dance and community dance, but also adopt the choreographed, improvised and semi-open mode to carry out dancing therapy services. On the other hand, social workers can refer to the six-procedural guideline of style arrangement, body gestation, movement stimulation, theme dancing, communication understanding and curtain call summary when using dancing therapy, so as to expand the innovation of using dancing therapy in social work services. In the face of future practice needs, social workers need to constantly improve their professional qualities when using dancing therapy, evaluate the applicable service objects, control the potential risks of application, and promote theoretical exploration and evidence-based practice.

Social work, as the “transmission man” of social services, is also an important carrier of innovative social governance. The arrival of the new era puts forward new requirements on social work development in terms of the target task, value system and service ability. Based on the field survey of social work institutions in Guiyang city, it is found that in the new era the development of social work is faced with structural dilemma, which is represented as administrative rules and regulations and the brain drain, which restricts the longitudinal extension of the social work industry. Professional autonomy should be constructed from professional discourse system construction and professional image shaping. Professional improvement can be carried out by means of connecting education with practice and digging deep in professional fields, and multiple measures should be taken to find a solution to the dilemma of development structure.

Confronted with ever increasing aging of population and the dilemma of diversified elderly care service, this research will explore a community-oriented elderly care model under the cooperation from community, social work organizations and social workers, based on the developmental perspective of social work and the service model of community care. It is aimed to provide an elderly welfare service different from home care and nursing home services, expanding the room for elderly care service. From the case: X Community Canteen for the elderly in Chongqing, it is found that in the context of social governance rich meaning is given to TCM practitioners and their role direction and action logic. Besides, multi-level action logic can be seen in the contribution, which takes community empowerment as the core, of community elderly care mode to the appreciation of social capital. What’s more, once the service framework, which can realize cooperative elderly care by creating a harmonious community and drawing on surrounding resources, takes form, the “last gap” of institutional care and home-based care will be bridged. The above efforts can help to build a benefit-all service system of community elderly care that is jointly constructed and governed. Finally, reflection on the function boundary of state government in community governance can offer some suggestions to the development of social work service.

Grid governance is an important way of grassroots social governance in the new period. From the perspective of empowerment theory, this study mainly analyzes the participation logic and practical dilemma of multiple subjects in the grid governance of urban grass-roots communities. At the individual level, the empowerment is mainly reflected in the independent participation of grid residents, at the organizational level, the focus of the empowerment is the two-way embeddedness of the government and social organizations, and at the community level, the empowerment is mainly expressed in the participation and cooperation of multiple subjects. However, due to the strong administrative attribute of grid governance, there are still some inevitable endogenous problems in the empowerment of “individuals, organizations and communities”, which mainly include: the lack of substantive participation and widening of group differences; the lack of authority and sociality of social organizations; formulation and administrative tendency of grid governance. Therefore, it is the practical direction of grassroots social governance in the future to strengthen the empowerment of grid governance and continue to promote the transformation of grid governance to “network governance”.

Since the founding of the Communist Party of China 100 years ago, China’s social work policy, as an important force to promote the modernization process and social work development security, deeply fit into the whole context of social development. Taking the development course of social work policy after the founding of the Communist Party of China as the axis, this paper examines the overall context and logic of social work and policy development in the past 100 years. The institutional changes of social work policy practice space and professional space reflect the multiple structural changes of the relationship between state and society. After the founding of the Communist Party of China, China’s social work policy has experienced four stages: embryonic development, administration-led development, dependent development and share-oriented development.This study integrates the development process of social work policies after the founding of the Communist Party of China, and explores a new path for the development of social work policies in the new era from the perspective of space-time extension.
