Abstract: Keynesianism emphasizes the responsibilities of the government while Neo-liberalism stresses the status of market as liability subject. But they both failed to address the problem of poverty. Developmentalism, which emerged in the 1970s, emphasizes the multiparty co-governance, pays attention to mobilize the initiative of multiple liability subjects to participate in poverty reduction, and lays stress on empowerment of poverty groups and their active employment in anti-poverty policies, encourages the poor families to accumulate wealth, and highlight the economic and social features of poverty reduction. A series of anti-poverty measures from Singapore reflects the idea of poverty reduction from the developmentalist perspective. Taking Singapore as a case, this paper introduces its anti-poverty policies in a detailed way and summarizes the developmentalist anti-poverty idea and strategies, offering a reference for targeted poverty alleviation.
