    Developmentoriented Social Policy: Its Theory,
    Evolution, Practice and Implications

    Targeted towards constructing a socialist harmonious society, developmentoriented social policy is now attracting more and more academic attention in China. This paper, on the basis of distinguishing the three theoretical schools of productivism, social investment and inclusive development, traces their theoretical evolution in two aspects: the relationship between social policy and economic development and the welfare objective of social development, comments on the contribution of Midgleys thoughts on social development to the evolution of developmentoriented social policy, and explores the practical modes in various countries. It also makes a comparison between domestic and foreign developmental contexts and offers a prediction about the future trend of developmentoriented social policy against the realization of a moderately prosperous society in China.

    Alvin E. Roth and Lloyd Shapley have been awarded the 2012 Nobel Prize in economics for their theoretical research and practical work in Cooperative Game, Market Design and Matching Theory. Cooperative Game is a game where groups of players (“coalitions”) may enforce cooperative behavior to maximize their own interests. Matching Theory and Market Design focus on exploring how matching procedures can be improved to produce better results for all participants concerned. These research results provide valuable implications and reference for solving the problems in Chinas economic research and in Chinas current development. For example, the management should pay attention to the establishment of a wide range of fair and reasonable mechanisms for allocation and improve market efficiency through the market mechanism design.

    The revival of spirituality and religious issues in the western social work has a direct relationship with the structural changes in the reality of contemporary society. As an important shift in contemporary social work development, the spiritual sensitivitybased social work integrates a broader range of issues such as religion, spirituality, mainstream values, and nonreligious identity and expression, and has undergone the stages of religious domination, secularization, specialization and interdisciplinary integration in terms of social work theory, methods, and practical areas. With the accelerated development of globalization, the spiritual sensitivitybased social work has established links to the more critical issues of social work globalization such as localization issues and globalized social work, which needs systematic attention.

    The increasingly prominent metal health problems with college students have become one of the major social problems in China. This article takes a spirituality perspective on the influence of college students spiritual belief on their mental health in order to find a new way to improve college students metal health. It is found that the four dimensions of college students belief system, viz. meaning of life, moral belief, political belief and religious belief, have significant correlation with their mental health. It is suggested that various social work activities intended for life education, service learning and spirituality development counseling should be conducted in higher education program to improve college students mental health and promote their spiritual development.

    Since the Reform and Openingup, social services of Chinese Catholicism have developed quickly. Catholic churches have launched various activities of charitable service, such as relieving the disabled and the poor, preventing AIDS, donating for schools, and running orphanages, elders homes and free clinics, which have exerted great influence on Catholicism merging into the Chinese society and its adaptation to a socialist system. The paper, taking Beijing, Tianjin, Hebei, Liaoning and Gansu as examples, describes the current situation, problems and difficulties and puts forward some suggestions for social services of Chinese Catholicism.

    Altruism and egoism form the ethic foundation of motivation evaluation in the social welfare area. The welfare system design stressing altruism tends to reduce inequalities and that emphasizing egoism is inclined to display individual ability and maximize private wellbeing. Seen from the three theoretical sources of social welfare, viz. religious ethics, economics and social policy, egoism has dominated the social ideology for its harmony with capitalist liberal economy, while altruism, together with equality and justice, which is inherent to social welfare, has become an important factor that sustains social economy. So there is a longstanding dispute between altruism and egoism in social welfare ideology: whether the social welfare needs a mechanism of reward and punishment, whether the social welfare should have additional conditions, whether the social welfare should benefit all residents or only those in need, and whether the precondition for distribution between individuals and groups should be an atomic relationship or that of fellowship. These controversies also exist in Chinas current social welfare field. For the improvement of the social welfare system, an urgent task is to redefine its objectives and strengthen the motivation of collectivism and altruism so as to sustain the operation of the entire social system.

    Chinas social welfare policy has long been dependent on the economic policy and characterized by graduality and conservatism. Unlike traditional welfare thoughts, “inclusive growth” attaches importance to the orientation of welfare programs to production and investment, regards economy and society as two indivisible parts of development, and makes a point of bringing benefits of growth to all social groups. The concept of “inclusive growth” commits itself to the investment of citizens human capital and the upstream intervention from the strategic perspective of the medium and longterm development, which is helpful to overcome the shortcomings of the governments shortterm behavior. Specifically, there should be a shift to “social investment” in the premise of our social welfare policy making, to “first distribution” in regulation, to “authority” in policy making, and to “combination of government with nongovernmental sector” in operational subject.

    Wartime Reporters, founded in 1938, has always been unknown due to its lack of ideological legitimacy in the narrative of the mainland history of the news. There was a concealed aim to scramble against the Chinese Communist Party for the leadership of journalism. Its main contents include journalism theoretical research and discussion, operational guidance on wartime journalism, journalism history, journalism education and other aspects. Wide introduction, open columns, stress on the communication and exchange with readers, and attention to the needs of readers are the important features of the War Reporters, and also the main reasons for its increasing social impact and popularity among the readers.

    The enhancement of the credibility of Chinas intellectual property rights (IPR) administrative enforcement not only has a bearing on Chinas international reputation and the practical effects of relevant law enforcement but also is required for achieving such policy goals as government function shift and lawabiding administration. This centralized mode of current IPR agencies, with functions of both administrative management and administrative enforcement, has seeded a defect in the system that affects the shaping of the law enforcement credibility. Therefore, it is necessary to reinforce the basis for improving administrative enforcement credibility, establish values that stress both justice and efficiency, and use various communication channels for administrative enforcement to publicize the credibility of law enforcement so as to safeguard the authority of law and facilitate the formation of public opinion and social environment that is conducive to the governments policy promotion.

    Abstract: Discourse power has now become a new force that all countries struggle for. The rivalry for discourse power is, in essence, the competition for ideological dominance which concerns a countrys survival. As Marxism is the dominant ideology in contemporary China, the enhancement and consolidation of its discourse power has a direct bearing on the success or failure of the people, the state and the Party. Therefore, it is necessary for the Marxist ideology to have its discourse power expanded and enhanced and to play a role of domination and leadership.

    In the literary history of 20th century, Kafka can be regarded as the greatest master in creating weak characters. Being weak himself, Kafka can be thought of as the representative of the weak. By describing his own inner feeling and experience of fear, Kafka not only exposes the consciousness of existence but also creates such classical characters as K. The article tries to analyze his narration of Existential aesthetics from the following aspects: the disclosure of the nature of Being, the exposure of the conflicting world and the reformation of the traditional literary narration.
