    WANG Si-bin
    SOCIAL WORK AND MANAGEMENT, 2013, 13 (4): 5-11.
    Abstract    HTML ( ) PDF (1045KB) ( 2371 )
The social service agencies founded by university teachers have made some progress these years and been playing an obviously active role in enhancing university teaching, internships for students, discipline construction and social service. All these achievements owe much to the teacher leaders. However, they don’t get the supports from the universities they work for, because running organizations is excluded from the current teacher evaluation systems in universities. Social work teachers who are operating institutions have integrated views on teaching and practice, and therefore they choose to set up agencies. The different understandings between teachers and universities constitute the overlap and divergence of teacher’s role. This dilemma is disappointing and frustrating the teachers and then will have a negative effect?on the development of social work education and social work profession. In view of this, the reformation of teacher evaluation system should be an appropriate way to encourage university teachers to lead social service agencies.

With the intensification of aging and the development of the society, it becomes necessary for government to purchase home-based care services. Based on analysis of the concept of government purchase of home-based care services, we summarized the existing practice models from home and abroad. And we learned some lessons from the process of government purchase of home-based care services. For example, bidding buying pattern is the optional model, government should act as a main role while the social organization should play a key role and Social organization construction should be relatively mature. At the same time, we pointed out that in the government purchase of home-based care services, the willingness of government to buy services is low, the operation of social organization is faced with dilemma, consumers have little citizen consciousness and some other problems exist in separate aspects of arrangers, producers and consumers. Last, we put forward some countermeasures such as empowering the old and promoting the independence of social organization from the cognitive domain and operational level. We also construct the bidding buying pattern which contains bodies of governments, social organizations, association of the old and some other evaluation organizations, volunteers, community workers and the old.

    SOCIAL WORK AND MANAGEMENT, 2013, 13 (4): 58-65.
    Abstract    HTML ( ) PDF (0KB) ( 2581 )
From the legal point of view, vocational qualification certificate of social workers is subject to skilled one, while vocational assessment certificate of social workers is affiliated to professional personnel qualification. The two kinds of certificates above are non-administrative licensing, and are not credentials for employment admittance, so social workers should not be asked to register. In view of the social public interests and the special nature of social work, it is very necessary to enforce employment admittance for social workers. To break the legal bottleneck on employment admittance of social workers, the first task is to redefine social workers and get rid of the confusion condition of social workers’ vocational qualification. Second, Chinese government should accelerate the policy and legislative process of social work, providing intellectual support for the establishment and perfection of social work system.

    Abstract    HTML ( ) PDF (0KB) ( 2636 )
“Post-modernism” is an exceptionally important key word in Jameson’s works, but it does not mean that he is a post-modernism theoretician. Post-modernism is the starting point for his involvement in reality and represents the late capitalist cultural logic. What he truly wants to indicate and confirm is the late (whole world) capitalism that supports post-modernism. In fact, his critical theory of post-modernist culture is a contemporary Marxist explanation of the capitalist development.
