    The Local Practice of Urban Grass-root Welfare Governance and the Deviation of Welfare Supply for Children in Distress: Based on Surveys in Seven Pilot Areas of the Ministry of Civil Affairs

    The provision of children’s welfare plays an important role in the children’s welfare system in the new era. Since the period of planned economy, the supply of welfare for urban children in distress has seen continuous improvement at the policy level. Transformation has been found among the supply subjects, the supply content and the supply objects. In addition, governments, families and societies on local level have basically formed a welfare supply model for distressed children. However, the welfare supply for urban children still faces such problems as fragmentation, inaccuracy and absence of subjects, which are mainly related to the risk control, technical governance, non-equivalent relationship and decentralized governance structure of urban welfare governance at the grass-root level. In order to make a breakthrough in the supply and management of welfare for urban children in distress, it is necessary to re-examine the cognition of children, reconstruct the supply target of children, and optimize the organization restructuring for children’s welfare.

    From Non-institutionalized Multiple Collaboration to Performance-based Cooperation: Bottleneck of Welfare Management of Children in Distress and Its Breakthrough

    At present, the interaction of multiple welfare subjects of children in distress presents the characteristics of non-institutionalized multiple cooperation: lack of sophisticated planning for certain individual projects from the government, insufficient macro guidance and depth of family needs assessment, and the inadequate communication and coordination among relevant parties. Most services provided by the government purchase are supportive ones that offer insufficient developmental and preventive services for families. Under the restricted service role preferences and concepts like “advocacy is confrontation”, the advocacy function is limited. In the cooperative delivery between the community and the family, the over-administration of the community restricts the direct service to the family. In view of the limited supply of welfare resources, more service supply should be released through advocacy and other forms. The diversification and connection of welfare supply present the bottleneck that the supply side needs to break through. In view of the tension amid the demand assessment, the identity identification and the service supply, it is necessary to promote a systematic connection scheme and a “performance-based cooperation model” among multiple welfare subjects.

    Realistic Dilemma and Breakthrough Strategy on Community Acceptance of Autistic Children and Families: Research Based on Three Communities in Wuxi City

    As the prevalence rate of autistic children continues to rise, the society is paying more attention to autism. The community offers a bridge for the rehabilitation of autistic children, so it is of great significance to help autistic children and their families to gain social acceptance and integrate into the society. This survey shows the contact and acceptance of autistic children and families in the communities through surveys on residents of three communities in Wuxi City, and offers discussion on the influencing factors. The study finds that the communities have little contact with autistic children and families, while their attitudes towards them appear contradictory; although the residents themselves are willing to accept autistic children and families as their neighbors, few are willing to befriend them and are more reluctant to let their own children contact autistic ones. Thus it can be seen that children and families with autism are confronted with the realistic dilemma of community acceptance. In view of the importance of social support for autistic children and families, we shall take providing comprehensive social support for autistic children and families as an important strategy for breakthrough.

    Family guardianship plays an essential role in children’s growth, as sound family supervision implies guarantee for the development of children in difficulties. The paper adopts a mixed research method to investigate the status and dilemma of family guardianship for children in distress and to analyze the underlying influential factors.It finds such problems as a lack of guardianship consciousness, abilities and relevant support systems. Therefore, it is necessary to enhance the guardianship awareness and abilities of family guardians of children in distress, and construct a “home-school-community” cooperative guardianship system. Only in this way can we optimize the care and protection for children in distress and promote their development.

    Green Social Work in the Context of Environmental Crisis and Its Implication for Social Development in China

    As the global environmental crisis is looming, China is faced with severe challenges toward its environmental problems similar to other countries and regions. In the face of environmental issues, Western scholars put forward the concept of green social work, advocating the introduction of new environmental topics for discussion to social work specialty and its importance in social work practice. The paper starts by reflecting on the challenges China has faced in its rapid industrialization and its impact on migrant workers, city dwellers and environmental degradation. It then introduces the concept of green social work and explains the challenges and importance of environmental issues to the social work profession in the 21st century. In addition, this paper discusses with practical examples on how green social work responds to the environmental crisis caused by the rapid economic growth, illustrating its significance for the social development of China.

    In an era of the big data technology, the user portrait technology, a processing tools for user data, helps sharpen the precision in the professional social work service through the label model for the effective integration of social resources. Meanwhile, it also promotes the self marketing of the service, which is beneficial to its growth and promotion. However, the application of such user portrait technology poses problems for the trade, such as threats to personal information security, inaccurate label model, etc. Analyzing these problems and putting forward relevant countermeasures are helpful towards the collaboration of user portrait technology and professional social work, and accelerate the development of professional social work.

    Social Work Posts for Party Construction: Connotative Goal, Function Orientation and Development Path

    Introducing social work into the Party construction is seen as an important way to innovate the Party construction, and the Party construction social work post is an important practice of Party construction and social work localization. The work of Party construction and social work are similar in the value, sharing the same service objects, harmonious in terms of the functions, analogous in terms of the technology and connected in terms of the evaluation. The Party construction social work takes the Party members and the Party branches as the main service objects and makes the Party organization construction and the quality enhancement as its goal. On the one hand, Party construction social workers can improve Party members’ ability and provide professional methods to serve the people, which can help overcome the problems of formalization and conceptualization of Party construction and train the Party organization. On the other hand, social work posts of the Party construction is helpful to expand social work service field and improve the social recognition of social work. In view of the short development time of social workers in Party construction, there are many deficiencies in professional cultivation and practice, which can be improved from the institutionalization, socialization and specialization of social workers in Party construction.

    One Hundred-Year Knowledge Map of Western Social Work Research: A Visual Analysis Based on the Data of Web of Science Citation

    The specialization of western social work has gone through a hundred years, and different development orientations are intertwined. The clarification of its evolution promotes the development of social work. The paper uses the citation space software CiteSpace to analyze the citation visualization of social work literature collected by the Web of Science (WoS) from 1956 to 2019, finding that the development of western social work major has gone through four stages of conceptualization, tool development, application innovation and knowledge collation, and has initially established the status of scientific discipline; while child protection, spiritual social work, green social work, critical theories and practice, evidence-based grounded theories, thematic or thematic analysis, etc, are the hot topics for researches; qualitative analysis and evidence-based practice are the research frontiers; and the ethical research and the qualitative approach are important knowledge bases for social work research.

    With the progress of social governance innovation, it is particularly necessary to explore the theoretical implications, practical modes and action paths of community building in the context of China. Based on Polanyi’s “Double Movement” theory, community building is a kind of reverse protection mechanism in the process of social construction. The practice of community construction in Taiwan region has experienced the dynamic transformation from community development to community building, while the community construction in mainland China has also experienced a unique historical change, and gradually absorbed the experience and concept of community building in Taiwan in the process of community governance. Based on the “Wood & Brick Bank” community building project practice experience in Tang village, Zhejiang province, the study found Tang village community governance practice and community building have internal consistency and local heterogeneity. Key characteristics for local community building should favor the features of centering around community, embedded in community life situation and paying attention to stimulating the grassroots community democratic elements.

    As social structure is changing, rural social governance faces the dual challenges of “weak public consciousness among farmers” and “a lack of public attributes”. This paper, through case study, finds that the village elites take advantage of villagers’ vernacular complex and ceramics culture to tap internal resources in the village and the new media’s integrative function, hold the cultural feasts through village gala and gradually cultivate the self-organization of rural culture. Such practices provides more possible room for governance innovation in rural community. The effective ways to promote rural social governance in the new era include: to promote the innovation of rural social governance mechanism with the guidance of party building; to give full play to governmental functions and to build triple linkage, an organic connection between communities, social organizations and social workers; to optimize the rural social governance structure, community public participation and public spirit cultivation.

    Constraints and Solutions for Implementation of Child Protection Policy: Based on the Analysis of Smith’s Policy Implementation Process Model

    Through methods of questionnaire, in-depth interviews, etc., the process assessment was conducted on the policy system of children protection, including Municipal Regulations on the Protection of Minors and its relevant resolutions, opinions and measures in S city. It is found that such child protection policies imply hierarchical differences in the organization structuring in the process of proposition and implementation, the imbalance in execution, the gaming amid multiple agents from response to coexistence, as well as the environmental diversity from the core to the periphery. However, these hierarchical differences, imbalance, multiple agents gaming and environmental diversity tend to cause “tension” and “policy obstruction” in policy implementation. In order to reduce the occurrence of “policy obstruction”, it is necessary to improve the completeness and operability of the policy contents, enhance the executive ability of the policy executors, adjust the cognitive deviation of the target groups concerning the policies, and continuously optimize the policy environment.
