    Conflict Social Work: Connotation and Paradigm

    With the deepening evolution of modern society and the accelerated exposure of various types of social risks, countries around the world have had to face the enormous pressure of conflict management in an era of high risk. At the new stage of development, China has seen an increase in the number of social contradictions and risk challenges, and social conflicts have become more frequent, trivial and routine, making it more difficult to prevent and control conflicts. The previous mainstream model of rigid conflict control through vertical constraints has encountered the paradoxical dilemma of high cost and low effectiveness, and there is an urgent need for innovation in conflict governance. Breaking the traditional path dependence and introducing professional social forces to intervene in social conflict governance can help increase the resilience of conflict governance. On the basis of examining the coupling between social work and conflict governance, the basic paradigm of conflict social work is constructed in two dimensions, namely, theoretical and behavioral, with Engels' theory of historical synergy as the theoretical basis, the four quadrants of conflict as the perspective of the problem, and conflict transformation as the practical direction.

    Constructing Medical Social Work Education Curriculum: Based on a Scoping Review

    In China, there is a lack of systematic curriculum for medical social work in the tertiary education system, as it is a relatively new field in China, and existing literature has not investigated the specific curriculum constructs. A scoping review method was adopted to search databases for relevant literature relevant curriculum of medical social work in both Chinese and English from from July to November 2022. I synthesized the overall traits of medical social work education, university curriculum and interdisciplinary curriculum in the health settings both in China and abroad. Based on the extracted themes, a comprehensive and localized curriculum that embodies practicality and interdisciplinarity was conducted to provide empirical data and valuable insights for the development of medical social work education in China.

    A Study of the Impact of Digital Society on the Health Condition of the Elderly

    Making full use of the Internet to improve the physical and mental health of the elderly is a new connotation of active and healthy aging in a digital society. This paper uses data from the China Health and Retirement Longitudinal Study (CHARLS) to investigate the impact of digital society on the health status of the elderly. The empirical results show that Internet accessibility adversely affects the physical health of the elderly but improves their mental health. Internet participation improves the physical and mental health of the elderly, while the development of the digital economy improves the physical and mental health of the elderly. Moreover, digital society has a more significant impact on the health condition of elderly women. Therefore, it is recommended to adhere to the principle of “upholding one goal, focusing on three perspectives, and insisting on three main entities” to build a digital society that is healthy and friendly to the elderly, to help bridge the digital divide for the elderly, to promote the physical and mental health of the elderly, and to facilitate the achievement of the national goal of active and healthy aging.

    Research on the Employment Path of Migrant Women Served by Social Enterprises from the Perspective of “New Governance” Theory: A Case of Social Enterprise D in Shenzhen

    In China, migrant women are facing various challenges, such as pressures in family caregiving, weak social support networks, and employment instability. Social enterprises characterized by flexible employment forms, diversified resources, and a combination of commercialization and social welfare have the potential to provide feasible support for migrant women’s employment. The case in this study shows that social enterprises can provide migrant women with assistance such as job opportunities, resource connections, and social service expansion, meeting their diverse needs for employment, professional skills, and quality of life. However, social enterprises are also facing practical challenges such as immature market operation mechanisms, the need for strengthened internal management and external support, and insufficient service evaluation. Therefore, it is suggested that social enterprises optimize the path of employment service for migrant women through various aspects, such as talent training before participation, demand research, internal and external cooperation during participation, and comprehensive evaluation after participation.

    Analysis of the Service Mode of Township (Street) Social Worker Station under the Rural Revitalization Strategy

    The township (street) social work station is an important measure for promoting grassroots social governance, implementing the rural revitalization strategy, and providing livelihood services at “the last meter”. However, due to the unclear positioning, the construction and operation of township (street) social work stations are currently ineffective. Therefore, there is an urgent need to research on the construction of township (street) social work stations, clarify their roles, and refine their operational modes. In this study, we analyzed four social work stations in towns and townships (streets) of N city. Data were collected through in-depth interviews and analyzed by case comparison method. A “three-dimensional role” model based on “administration-supervisor-service” that covers administrative, supervisory, and service roles. This study aims to clarify the role of social work stations, and explore their service model to provide a local model for the nationwide construction and development of social work stations.

    Norm, Capacity, and Support System: Problems and Solutions of Case Management for Indigenous Patients with Severe Mental Disorders: Based on the Survey of H District in Shanghai

    Case management plays a positive role in the rehabilitation of patients with severe mental disorders in the community, especially in reducing the rate of disease recurrence and improving the quality of life. Qualitative research was used to conduct in-depth interviews with 11 case managers to understand the problems and solutions of case management for local patients with severe mental disorders. The study found that there are some problems in the case management of local patients with severe mental disorders, such as lack of operational norms, lack of service capacity and lack of support system for case managers and lack of deployable resources, training, and supervision. Therefore, it is necessary to establish a case management service standard for local patients with severe mental disorders, improve the service ability of the case management team, and establish a support system for the case management team in multiple ways so as to do a good job in the case management of local patients with severe mental disorders and promote the rehabilitation of patients with severe mental disorders.

    Will More Public Interest Property Promote Information Disclosure in Social Organizations? Chain Intermediary of Council Governance and Internal System Building

    Information disclosure is the key for social organizations to gain social trust. As an important resource to sustain the survival and development of organizations, the acquisition of public interest property is accompanied by the transfer of power and obligation, and has an impact on the information disclosure of social organizations. Based on the survey data of CSWLS2019, this paper empirically examines the impact of public interest property on information disclosure of social organizations and its mechanism of action, using 731 social organizations as research samples. It is found that the public interest property can play a role in promoting information disclosure without the multi-layer accountability mechanism, and the public interest property can enhance the information disclosure level of social organizations through the chain intermediary role of council governance and internal system construction. The government is a strong principal in the public interest market, and the greater the proportion of government funds in public interest assets, the higher the degree of information disclosure of social organizations. The findings of this study have some implications for improving the accountability mechanism of public welfare property.

    Digital Participation Rights: Right Constructs and State Obligations

    The highly digitalized social field has invariably given rise to a large number of digitally disconnected and digitally disadvantaged people, revealing the digital inequality behind the achievement of digital technology in creating a good life. To bridge the digital divide, it is necessary to recognize and prove the right to digital participation from the perspective of rights. The right to digital participation is an exclusive right of the digitally disadvantaged group, which is relative in nature. It utilizes data and information as carriers of rights and has the connotation of being physical, skill-based, and having the right to remedies, meeting the basic needs of every citizen to participate in a smart society. As a fundamental right, the right to digital participation primarily reflects the relationship between citizens and the state. It manifests as a right to participation based on equal opportunities and a right to development with substantial equity. From the perspective of the rule of law, a protection model of fundamental rights is more conducive to safeguarding citizens’ rights to digital participation. State obligations for the right to digital participation can be constructed in three dimensions: respect, protection, and provision.

    A Study on the Content of Chinese Family Policy from the Perspective of Policy Instruments: An Analysis Based on 152 Central Policy Texts from 1987-2021

    The scientific assessment of the implementation characteristics and effectiveness of family policies in China is essential to improving their applicability. Using content analysis, we constructed a three-dimensional framework of “policy instruments-policy objectives-governance subjects” to analyze the family policy texts issued by the central government from 1987 to 2021. We explored the typological characteristics, evolutionary trajectories, value tendencies, and inherent shortcomings of family policy instruments in China. The findings are as follows: Firstly, in terms of policy instruments, family policies in China exhibit characteristics such as a predominance of authoritative tools and capacity-building tools, uneven use of motivational and persuasive tools, and a shortage of systemic change tools. Secondly, in terms of policy objectives, family policies focus mainly on child development, work-family balance, and assistance for special families. There was a lack of attention to elderly care and housing security, and there is a phenomenon of distinguishing between ordinary and special families. Thirdly, in terms of governance subjects, family policies are primarily government-led, neglecting social participation. The coupling of policy instruments with social organizations is relatively low. Therefore, it is suggested that, firstly, the precision of family policy tools should be improved, and the combined effect should be optimized. Secondly, the coupling between family policy instruments and governance subjects should be improved with the guidance of multi-faceted shared governance. Finally, the policy objectives should be reasonably planned to achieve family welfare growth.
