    Role Positioning and Practice Methods of Social Work Participating in Epidemic Prevention and Control

    As an important social force, social work plays multiple roles as resource linkers, service providers, educators, psychological counselors, and policy advocates in the prevention and control of the epidemic. Social work is deeply involved in epidemic prevention and control by linking social resources, providing professional services, carrying out publicity and education, conducting crisis intervention, and strengthening social support for service targets. It has played an important role in epidemic prevention and control. To improve the ability of social work to deal with major social risks, it is necessary to further clarify the professional status, strengthen capacity building, strengthen resource integration, promote cooperation and exchanges, promote service innovation, and promote the standardized development of social work.

    The outbreak of COVID-19 epidemic has once again become a window for human beings and risks to test themselves respectively. The global epidemic revealed the traits of risk society characterized by unpredictability, organized irresponsibility and difficulty in public consultation. As a kind of actors, facing the ontological uneasiness, differentiated sharing of risks and multidimensional derivative consequences caused by the epidemic, social work can play its professional advantages in cultivating confidence and trust, adhering to the protection orientation and integrating the three attributes. After the temporary victory of epidemic prevention and control, social work needs to examine its professional practice in abnormal context, and then finds that the triple contradictions between "mobile pause key" and network service lag, "derivative of epidemic situation" and insufficient crossing of disciplinary boundary, "abnormal situation" and isolated autonomous service affect the service effect of social work in practice. In the new era of the growth of national and social governance, social work needs to check and fill in the gaps, improve the practical experience in abnormal situations and expand the boundary of service application and achieve discipline consciousness.

    Empowerment and Reconstruction of Care Relationship: Social Work Practice Research Based on Beicun, Shannxi Province

    Amid drastic rural population flow and family changes, the issues of disability, poverty and aging are often intertwined in rural China, which has become one of major challenge of anti-poverty campaign and rural development. Based on the social work practice research in Beicun, Shaanxi Province, it is found that the current rehabilitation services for the disabled is dominated by the medical model. Community rehabilitation is to a large extent a simple extension of medical services in the community, ignoring the impact of family care deficit on the accessibility and effectiveness of rehabilitation services for the disabled. The social work service of Beicun focuses on the issue of care support for the disabled. Through the empowerment and reconstruction of care relations within the family, between families and community support, the program promotes the development of a more comprehensive and sustainable community rehabilitation. Beicun’s practice can be summarized as a relationship-based care empowerment model, which contains the practical characteristics of ethic sensitivity, differential level of association and service integration. Although it is still faced with the structural constraints as a service program, this practice has good implications for the development of rural social work in the context of urban and rural transformation in China.

    Local Forms of Help-negation in China and the Response of Mental Health Social Work

    Help negation refers to the negative attitude or behavior to seek professional psychological help. In China, help negation is mainly manifested on seeking family members’ or friends’ help instead of professional help, covering up the psychological problems with physical problems, easily quitting after the first session and self-abandonment. Social workers can employ constructive social work practice skills to cope with the above negation behaviors: setting goals according to clients’ demand, reframing the meaning of physical illness, making progress on the first session and coordinating the relationship between clients and environment.

    Practice Research on Social Work Service for Haemophiliacs and Their Families from the Empowerment Perspective

    Based on the four-year action research project of social service for haemophiliacs and their families, this study explores social work service path for the patients with haemophilia and their families from the perspective of empowering practice research. In the three stages of social work services, including the disillusionment of collective tragedies, the transformation with the subjectivity of service objects and the establishment of family self-help organizations for children with rare diseases, it is found that the empowerment at the personal level, individual level and group/organization level can be realized with the deepening participation of service objects and communications between different subjects. It is found that empowerment perspective can contribute to improving the subjectivity of haemophiliacs and their families, the vulnerable of the vulnerable group. In addition, practice research is a suitable method for social work in an inexperienced field to develop experience and also help with the professional knowledge building.

    A Study of Local Social Workers’ Relationship with Colleagues Under the Background of Chinese Culture

    Colleagues are the closest companions of social workers in the process of work. Space-time distance and psychological distance become the advantages of social workers to be the most important components of other social workers' social support network. Empirical studies show that in the context of the double constraint on social workers’ relationship with colleagues by the value orientation of Chinese culture and social work values, their relationship has a five-dimensional structure: emotional support, instrument, value constraint, altruism and steering power. At the same time, the multiple regression analysis shows that collectivism, harmony and human bondage in value orientations of Chinese culture has a significant predictive effect on the relationship between local social workers.

    Analysis of the “Triple Logic” of Strategic Planning of Social Work Service Projects: Based on Social Service Development of Guangzhou and Foshan

    The social work service project tries to use the elements of the integration project to ensure the realization of the project objectives, and the issue of project strategic planning arises accordingly. The logic of social work service project is embodied in the logic of project management, social service and social research. Project management logic is the logic of promoting project development from the perspective of management based on the regularity of different stages of the project life cycle. From the perspective of practice, social service logic is the logic of service promotion with clear goals carried out by the service provider based on the evaluation of the needs of the service object. Social research logic is a process of knowledge production and reproduction from abstract cognition to concrete practice and then to abstract cognition from the perspective of epistemology. Based on social service development of Guangzhou and Foshan, due to the imbalance of project team's ability to advance “triple logic” and the complexity of practice situation, “triple logic” seldom develops synchronously in practice. Local governments and social work service agencies can use the “triple logic” framework to clarify the development direction of the project, improve the strategic planning capacity of the project, strengthen the cooperation ability between different stakeholders, and steadily promote the professional social work services.

    Child Poverty and Social Exclusion: A Literature Review

    As a comprehensive concept, social exclusion has a unique advantage in the analysis of poverty. However, most of the existing studies are focused on adults, and they are mainly manifested in four dimensions: political exclusion, economic exclusion, social exclusion and cultural exclusion. In terms of of children, social exclusion is mainly manifested in five aspects: consumption, production, participation in politics and organization, social interaction and family support, and spatial dimension. Based on a systematic review of literature on child poverty and social exclusion, this study defines the concept of child poverty and elaborates the theoretical context of child poverty from the perspectives of stakeholders, asset construction, civil rights and capacity-building. The literature review has important enlightenment for children's anti-poverty work under the background of precise poverty alleviation and precise poverty eradication policy: first of all, it is necessary to clarify the connotation of children's poverty and accurately identify poor children in multiple dimensions; secondly, it is necessary to establish tracking files of poor children and evaluate the situation of child poverty comprehensively, dynamically and pluralistically; finally, specific measures should be put in place and precise measures should be taken.

    Research on Establishing Supervision Mechanism of Pension Service Industry in Guangzhou

    Aging of population is an important sign of social modernization. It promotes the increasing demand for pension services and stimulates the rapid development of pension service industry. The current supervision mechanism of pension service in Guangzhou is inconsistent with the current development of the pension service industry, and there is a lack of effective cooperation in the implementation of supervision, such as a low degree of law-based supervision, weak supervision function, lack of self-discipline in the industry, and ineffective coordination of the competent authorities. In order to promote the sustainable and healthy development of pension service industry in Guangzhou, it is necessary to focus on solving the problem of “disorder within the organization”, build a comprehensive and multi-level supervision mechanism of pension service industry, and form an organic and unified supervision mechanism of government-led, with social participation and industry self-discipline, so as to effectively promote the construction of modern pension service system.

    Service-oriented Assistance: Thoughts on Embedding Service in Social Assistance Legislation

    In view of development and changes in poverty problems and the idea of poverty, service-oriented assistance has the foundation for development and specific connotation, namely the transition from conventional money-aid or material-aid to non-material, professional and various supportive service-oriented assistance. This paper proposes a specific suggestion on how to embed service into social assistance legislation through building a service-oriented assistance system. It is expected to strengthen the function and scientific features of service-oriented assistance through clearing the internal and external relations of the system, emphasizing the participation of social organizations and social work, improving responsibility of the service recipients and accurately choosing the recipients and classifying the assistance.
