    Perspective Conversion and Approach Innovation:Localized Practices of Social Work in Poverty Reduction

    With the advantage of scientific concept, professional methods and independent status, social work plays an increasingly more important role in poverty reduction work. Social work is of great importance for providing professional values, theories, methods and platforms for poverty reduction. The perspective conversion of poverty reduction social work includes: first, in term of the connotation of poverty, attention is paid to absolute poverty and relative poverty; second, as for the causes of poverty, analysis is shifted from single attribution to comprehensive analysis; third,in terms of theoretical perspective, the perspective of problem gives way to the perspective of advantage; fourth, the analytical dimension shifts from the general analysis to the analysis of differentiation. Poverty reduction social work style innovation includes diversification of practice direction, multi-polarization of intervention channel, specialization of service method, activation of practice idea and systematization of work mode. Poverty reduction social work development is facing various challenges, with its professional level to be improved, social recognition to be strengthened, role positioning to be clarified and the work mode to be optimized. The policy recommendations to meet the challenges are to implement the value of "Help people to help themselves", to clarify the role of social work, to strengthen the capacity of institutions and workers, to attach importance to the social participation of poor groups, to improve the identity level of government and society as well as to promote the institutionalized construction of social work.

    The Internal Embedment Mechanism of Corporate Social Work

    On the basis of literature analysis, this paper considers that enterprises are not only the target of social work, but also the most important participant, acting subject and promoter. Corporate social work embeds professional ideas and methods into enterprise culture, management and welfare system, balancing and coordinating between the efficiency logic of enterprise and the social network logic of employees' needs. The internal embedment mechanism of corporate social work is divided into three levels, namely a balancing mechanism between achieving organizational goals and meeting employee needs; the internal motivation mechanism for enterprises to promote social work and the institutionalized mechanism for social work embedment in enterprise management. The three levels go further step by step and form the institutionalization system of the embedment mechanism of corporate social work, promoting humane management and sustainable development of enterprise.

    Social work plays a special and important role in promoting social integration into urban life among migrant population. It tries to appeal to the government for the transformation from administration to service and assist migrant population with self-management and self-service. Moreover, social work can also empower the individual migrant and promote collective integration. The government, social work organizations and social workers can all actively promote the work from their respective channels for such a purpose. The governments can increase capital input on more public welfare projects. Social work agencies can develop positions and projects to serve migrant population. Social workers need to enhance their sense of mission and responsibility, improve their ability and professional service. With the guidance of the empowerment theory and on the basis of extending social support networks and community development model, social work service can promote migrant population's social integration into city life.

    Home-care is the main way to solve the pressure of aging at this stage. Based on the relevant assessment tools at home and abroad, this paper attempts to develop an appropriate assessment form for the barrier-free environment in China. The assessment of barrier-free environment involves social, living conditions, the environment and other aspects, but the focus of this article is how to effectively take into account the needs of the elderly .The using of barrier-free environmental assessment tools can not only reduce the security risk for the elderly, but also call residents to pay more attention to provide a safe living environment for the elderly. Therefore, the elderly can continue to live comfortably and safely in a familiar environment.

    The Application of Psychological Counseling and its Difference and Similarity with Social Work

    Since social work is still in the beginning stage in China, it is an important way of developing social work by comparing it with similar majors and draw experience from them. This article compares social work with psychological counseling, trying to reveal their differences and similarities, and discusses the applications of psychological counseling skills, management and evaluation methods in social work practice. It is found that social work and psychological counseling share similarities in the development path, professional values and work mode, practical predicament and challenges, and theoretical concepts. However, the two differ significantly on practical principles, working styles, and professional methods. In application, the skills of psychological counseling can be used to stabilize client's emotion and change their behaviors. In addition, the methods of task planning and management, the triangular working mode among client-counselor-supervisor, and the assessment skills can also be applied in social work practice.

    The "social" attribute of social work and the government procurement services (GPS) gradually grow into a new academic growth point in the field of social work and social policy. Exploration on the sociality of social work involves both the theoretical debate and practical disputes, and it has become a new model of social work professional mission and practical issues; the development of social organizations in the GPS, elements of autonomy and the adjustments and changes of the political and social relations brought by them become the new fields with important academic value and practical innovation. Rebounding "sociality" in the "de-socialization" crisis is the key issue of social work theory. Social trust and "mosaic autonomy" are the "alternative" exploration in the localization of the social work in China. Further discussions on the relationship between government and society in GPS focus on the limits of technological governance and its transcendence. The debate on the nature of social work, the differentiation of development logic and the exploration of practical difficulties are conducive to the cohesion of the social work academic community and the healthy and orderly development of social work in China. It is the symbol of social work research in a new stage.

    Current international communities are confronted with problems of the lack of professionals, low level of public service, unfinished integration of resources and power, failing to form an effective governance with multiple measures, and unable to meet the residents' multiple needs, affecting the sense of belonging among foreign residents. Under the guidance of sharing development, local college can be introduced to international community to co-build agencies for the governance and service of international community, cooperate in the personnel training, co-develop community service platform, implement social work service programs and explore the co-construction models for international community together. These measures will be adopted to create a diversifies atmosphere for the international community, optimize public service for the community, so as to build an international community that enjoys integration of Chinese and foreign residents.

    Social support refers to the emotional, material and informational help that relatives, neighbors, the public and social organizations provide to vulnerable groups, whose purpose is to improve the basic living conditions of vulnerable groups, and promote their development. For a long time,social organizations play the principal role in the social support, however, influenced by development stage of social organizations in China, compared with the government and enterprises, the social organizations belong to "vulnerable organizations", so it also need social support. As support targets with organizations, their main supporters include the government, enterprises, media, the public and other social organizations. Without any doubt, the social support of social organizations needs a strong cultural atmosphere, the perfect supporting system and varied supporting networks.

    A Research on Migrant Children Welfare Policies in Heilongjiang Province from the Perspective of Development

    Along with the rapid development of China's socialist modernization, the problem of migrant children gets more and more attention from the Party and the government. Through analyzing migrant children welfare policies in Heilongjiang province, and factors affecting the formulation and implementation of migrant children welfare policies, it can be seen that from the provincial level, Heilongjiang province lacks the geographical and economic advantages in attracting the migrant population, with no obvious attraction in terms of employment opportunities and policies and regulations. From the perspective of long-term development strategy for migrant children, it is suggested that top-level design of migrant children welfare policies should be conducted, with specific policy design for migrant children in terms of human capital investment, employment support, basic public services and social security; improve the implementation of migrant children's welfare policies and establish effective evaluation system,and construct a new welfare policy model for migrant children. It also meets the requirement of innovating social service management mode and building a service-oriented government at the current stage.

    The Social Identification and Influence Factors of Age Policy for Postponed Retirement: An Empirical Study Based on CLDS (2014) Data

    Age policy for postponed retirement is closely related to the labor force. Based on the data of Chinese Labor-force Dynamics Survey (CLDS) in 2014, the identification of the retirement age policy and its influence factors were investigated. The results showed that the number for the retirement age policy was more than two times the number against it; secondly, there was a low identification among people born in the years of 1960s, 1970s and 1980s. In the aspect of labor force employability, education and occupation had an obvious impact on the retirement age policy and a not so obvious impact on income level; in terms of social cognition, well-being and subjective status had a significant impact on the retirement age policy. Apart from what was mentioned above, it also discusses the implementation modes for retirement age policy and offers related suggestions.

    According to surveys in 17 universities in Guangdong province, it is found that college students can be easily influenced by network and have great reliance on it, while they have limited ability in identifying the authenticity of information on internet. Because the comments on the internet are fragmental and sentimental, they can't appropriately process sensitive internet information. What's more, campus websites aren't attractive enough; the method for public opinion intervention and crisis management isn't varied, and the integrated crisis solution mechanism isn't in place. It is a feasible pattern for college counselors to intervene in internet public opinion and cope with crisis by strengthening internet public opinion management and network information literacy, strengthening students' legal consciousness and moral quality in using new media, playing the regulating role of social support, training model of "opinion leaders", consolidating the role of new media in student's work and researches on internet public opinion, forming a research and judgment as well as guidance mechanism for internet public opinion in colleges.
