    Towards an Investment-oriented Country for Children: Historical Limitations and Epochal Ransformation of China's Children Welfare—Department of the Ministry of Civil Affairs

    Based on the theoretical analysis and experience summary of China's child welfare, it is found that China's child welfare has been different from the world's mainstream for a long time,and the formation and persistence of child welfare in China cater to certain historical limitations. At the same time, some progress has been made in its radiation scope, project types and purchasing power in recent years, but nine typical problems, such as the legislation level, department responsibilities, coordination mechanism, institutional transformation, children's classification, family education, social work construction, welfare facilities and regional balance, still deeply plague the effective operation of the child welfare system. In the future, China should actively step to the investment country for children, focusing on the realization offour epoch transformation with parenting ideas, parenting functions, parenting models and parenting support.

    State-oriented children welfare system is called for to handle modern social risks. Throughout the history, western countries have a tradition of strong state intervention in children welfare with a comprehensive concept of children welfare; China's children welfare policy initially focused on the right to subsistence with limited governments responsibilities towards special children. There are some differences in range and depth of government intervention. Having more connections with international standards, China's children welfare system is establishing a view of children rights, and exploring a way of shifting from the limited government responsibility and domestication to state-oriented socialization of child welfare.

    Diversified Development Trends of Children Welfare in Western Europe and its Enlightenment to China

    In 2019, Chinese Ministry of Civil Affairs set up a new department of children welfare, which is responsible for the overall design of the children welfare system. This will further illustrate that with the continuous improvement of China's social welfare system, children welfare has become one of the construction cores of the contemporary social welfare system, and the promotion and protection of children's rights is the key to social governance. Based on this context, the paper explores the integration system of the child welfare in four Western European countries (France, Germany, Belgium, the Netherlands), concerning the refined welfare benefits, government-led child services, complete child protection legislation, and the hierarchical child welfare standard. From a comparative perspective, the paper puts forward relevant policy suggestions on the shortage of supply and legislation of developmental children welfare in China at the present stage:in the existing children welfare system in China, the government could further improve professional teams at the grassroots level, strengthen children welfare legislation, and encourage the development of non-government social work agencies.

    Work Conditions, Family Support and Professional Development: Multi-factor Analysis of Chinese Social Workers' Turnover Intention

    Based on the occupational status survey data of Chinese social workers completed in 2015-2016, this article analyzes the influencing factors of social workers' turnover intention from three aspects, namely, work conditions, family support and professional development. The results show that about 20% of social workers have turnover intention, and the male is more likely to leave than the female. The more satisfied with the operation procedures and professional development, the less they are willing to quit. Family support also reduces social workers' turnover intention. In terms of gender differences, male social workers are more concerned about professional development, while female social workers need family support. Based on the results, this paper believes that turnover intention can be reduced by improving the internal and external environment from the aspects of pay increase, work-family balance, and excellent platform for professional development as well as intervention reduction of managerialism on social workers.

    The CPC mass line, on the one hand, is a governance strategy of comprehensively mobilizing the masses for the construction of various socialist undertakings; on the other hand, it is a particular strategy for eliminating bureaucratization of grassroots branch by central authority. However, the current mass line is faced with double challenges. On the one hand, the mobilization movement seems to promote the ethics of responsibility and maintain the legitimacy of the party, but it leads to the lack of initiative of front-line staff. On the other hand, routine community activities gradually cause the loss of enthusiasm of the masses, and reduce their participation and identification of party and mass service activities. Based on a case study, this article illustrates that if professional community work can be planned and operated autonomously, it can help the innovation of grassroots social governance and revival of the CPC mass line by its professional mobilization strategy and systematic building of residents organization.

    Familial Ecosystem: The Construction Path of Care Service System for Rural Left-behind Children

    From the perspectives of gender, age, left-behind children, migrant parents, guardians and school teachers, the life history of left-behind children was investigated and analyzed. It is found that left-behind children in rural areas are faced with a living environment with deviation of care service views, lack of guardianship capability, absence of school care service, and imbalance of social coordination mechanism. Based on familial ecosystem theory, this article stresses that, through the empowerment system for protecting the rights of left-behind children and the support system for combining both family support and school education, and through improving the linking mechanism of "three social networks" for left-behind children and supporting family-oriented policies, the unity of family upbringing and education of left-behind children should thus be ensured from the temporal perspective, and family-oriented care service system for rural left-behind children can be developed.

    The Identity Construction Mechanism in Peer Education Service from the Perspective of Social Identity: Taking the Practice of Community Detoxification Rehabilitation in S City as an Example

    Due to the experience of drug abuse, the identity of community drug rehabilitation people is solidified by social misunderstandings and prejudices. And the single identity leads to the lack of sustained motivation in community drug rehabilitation. Multi-level identity construction from the perspective of social identity enables individuals to obtain different emotional experience stimuli in different transformations of identity, providing motivation for continuous transformation. Peer education service for the community drug rehabilitation people in S city builds three levels of identity, "peer candidate-quasi peer counsello-peer counsellor". Activities such as salons, growth groups, counseling and service in peer education are designed according to different levels of identity, so that the community drug rehabilitation people can obtain different emotional experiences and corresponding identities, ultimately achieving the goal of "self-help, mutual help and helping society" and gaining social recognition. In addition to individual subjectivity, the community drug rehabilitation people also need more support and help from society for their returning and integration.

    The Application of Three Social Organizations Linkage in Foreigners’ Social Management and Social Service: The Experience of Guangzhou

    With a growing number of foreigners coming to China, the difficulty in managing foreign residents is increasing. There is a need of transformation in management idea from public security to social service. Through motiving and integrating multiple social resources, ‘Three Social Organizations Linkage’ is an innovative and effective way of social governance. In the example of social work service to foreigners in Yuexiu District, Guangzhou, ‘Three Social Organizations Linkage’ operates in the way that social work organization undertakes government's procurement of public service, and shares information and coordinates activities with local social administration offices, community social service departments, property management companies, and foreigner's social organizations. From the perspective of social workers, the linkage is necessary and efficient in most cases. However, due to the inconsistency of management goals and service goals, problems of role unclearness and role conflict exist, which reduce the effects of social service.

    "Social workers going to the countryside" is a subject practice of rural social governance in the new era, which has a solid theory and reality basis. The right direction of the government's social work policy, the orderly construction of social work talent team and the organic transplantation of social work methods all reflect the feasibility and effectiveness of "social workers going to the countryside". The original nature of paying attention to the underclass vulnerable groups, maintaining the order and stability of the community, and upholding the protection of social justice constitute the multiple practical goals of "social workers going to the countryside" in the new era. Owing to the complexity of rural ecological situation and the primary stage of social work development, the smooth implementation of "social workers going to the countryside" should take the three-dimensional path, that is, identifying the intervention perspective that fit the Chinese rural cultural characteristics, returning to the road of cooperative social work development model, and relying on the project model based on the legalization and contract, thereby promoting rural social governance effectiveness and social worker' subjectivity construction.

    The Adjustment Strategy of Guangdong Social Workers’ Salary System from the Perspective of New Managementism

    The development of social work in Guangdong has always been at the forefront of the country. This is directly related to the establishment of a social work salary system in the context of the government's purchase of social work services. However, due to the long-term absence of salary system adjustment, the problems of low social worker treatment and high turnover rate are also highlighted. At present, domestic research on the social work salary system is still scarce, and there is no specific operational advice. It is necessary to strengthen the collaboration between the government and social work organizations, formulate a reasonable salary calculation method with reference to salary information in the industry, and form a normal salary adjustment mechanism to explore a social worker salary system in line with local conditions.

    By interpreting the history and practice of innovation-driven development in Guangdong, this paper aims to define the advantages and problems of its development strategy, and to clarify the development opportunities and challenges. According to the requirements of "four steps ahead" put forward by General Secretary Xi, this paper provide some policy proposals to promote the implement of Guangdong's innovation-driven development strategy. By promoting the new process of innovation-driven development in Guangdong, we can build Guangdong as an important "window" and "demonstration area" of socialism with Chinese characteristics in the new era.

It reviews the main policies, regulations and related documents concerning new R&D institutions from 1999 to 2019 from the following four aspects:talent introduction, assessment, incentive and personal income tax incentives. On this basis, it provides related suggestions on policy adjustment and construction of a talent support system.
