    The “Practice Model” of Social Work in the U. K. and the U. S.: Its Historical Evolution and Structural Characteristics

    The Practice Model of social work is the best perspective to observe the building of social welfare system and the development of social work profession. The historical development of the Practice Model of social work in the U. K. and the U. S. possesses a clear process and prominent characteristics including a strong atmosphere of humanistic concern and people orientation, a specific goal of pursuing social equity and recovering the social function of those who receive social service, prevalence of case work, case management and family therapy, and prominence of social welfare and welfare system building. The present situation of the Practice Model of social work in the U. K. and the U. S. clearly indicates the direction and tendencies in the future development of the social work profession and the Practice Model. The historical evolution of the Practice Model of social work in the U.K. and the U.S. can provide substantial inspirations for the development of China’s social work profession.

    On the Building of Social Support Mechanism for the Staybehind  Elderly in Underdeveloped Rural Areas——An Empirical Research in Jiangxi

    A survey of the material support, life care support and solace support given to the staybehind elderly in the rural area of a county in Jiangxi Province shows that the staybehind elderly do not receive adequate social support, which threatens their later life. It also reveals that the support for the aged people is still familyoriented while lots of them can not obtain any support from their children or other resources, which results in a miserable condition of their later life. The priority in reducing the pressure of social support for the elderly should be given to establishing a comprehensive social support system for the staybehind elderly in rural areas, in which the government, the community, the social service agency, families and individuals should all be involved so as to guarantee the rights and interests of these people.

    The Life Quality and Community Service Needs of the Metropolitan Elderly——A Survey in Shanghai

    On the basis of a questionnaire survey of 800 elderly people in an area of Shanghai concerning their life quality and community service needs, this paper examines the life quality and community service needs of metropolitan elderly people in general in terms of psychological function and social function.The metropolitan elderly people of different ages, educational levels, resident modes and marital status have obvious differences in life quality in terms of both social function and psychological function. Further analysis shows that their community service needs is closely related with their life quality.

    With the increase in the number of the Chinese disabled population, institutional care has been faced with problems like limited capacity, high expenditure and so on. In this context, home care is becoming a way to solve these problems. This article, taking two disabled service organizations for example, compares institutional care and home care from the following aspects: service objects, service providers, means of delivering service, service features, and their service advantages and disadvantages, and points out that the two models both have some advantages and disadvantages. Therefore, we should make better use of their respective advantages and render better service according to the different needs of different types of people.

    Based on a study of Chen Guangbiao case, this paper analyses the conflicts in the motivations and manners of the contemporary China’s charity and attributes them to the conflicts between traditional charity ideas, charity ideas in the planning economy period and western charity ideas. It ends with the suggestion that more fund should be pushed into the field of charity, the way of enlisting social reputation by reasonable means of charity should be recognized, advocates the acknowledgement of the social reputation for charity, and further explorations should be made to increase the variety of charity.

    This paper takes the manufacturing enterprises in the Pearl River Delta as the research objects and makes an empirical study of the relationship between their IT capability and performance, forming a research framework with IT capability as an independent variable, the enterprise performance as a dependent variable and the learning culture as a regulating variable. The results of the study show that IT capability has a positive effect on enterprise performance, learning culture has a positive regulating effect on the relationship between them, and IT capability will be brought into full play if the learning culture is well developed.

    The standards for the punishment of incapable crimes directly reflect the choice of the basic position on the criminal law. Many theories are used to explore the punishment of incapable crimes and its standards in the academic circle of the criminal law both at home and abroad. By comparing and analyzing the various theories and clarifying the choices and functions of the criminal law’s basic principles and theories in handling the punishment of incapable crimes, this paper believes that the impression theory is more reasonable and feasible. It also considers some accidental and related factors that lead to incapable crimes in order to judge the possibility of their punishment and correct the inherent flaws of the impression theory from the perspective of general connection in modern society and that of preventive function of law.

    The ecological progress of energy relies not merely on government functions and responsibility of energy companies, but also on public participation. Based on the situation at home and abroad, this paper makes a preliminary study of the role of public participation in the ecological progress of energy, and analyzes the internal needs of the sociality of energy environment and the method of improving the government’s decisionmaking quality in legitimatizing the public participation in the ecological progress of energy. Then it summarizes the basic patterns of public participation in the ecological progress of energy, makes a more comprehensive analysis of the participation path, and puts forward some countermeasures.

    The reasons for adhering to people’s highest position include, on the one hand, that it is the demand of historical materialism that people are the subject of social history and, on the other, that it is the demand of the basic nature and purpose of the Chinese Communist Party. In the new century and the new stage, in order to persist in people’s highest position and build a strong ruling foundation, our party should put the people’s interests in the first place so as to win the most reliable and strongest mass’ basis and motive power; pay much attention to the masses work under the new situation, asking people for politics, meeting their demand, and inviting them to give some wisdom for work; adhere to shifting down the focus of work so as to get along well with the masses, promoting the feelings to the masses and strengthening the ability to serve them; constantly strengthen people’s sense of master, maintain the true qualities of public servant, and accept people’s supervision.
