    On High-quality Advanced Development of Social Work in China

    After 30 years of construction and experience accumulation, China's social work, in the face of urgent need to participate in solving major social problems, will move towards high-quality advanced development. High-quality development is a kind of connotative development while advanced development is the transition of social work profession to a higher level of structure and function, and it is a process in which the social work gains further development as a whole. It mainly includes:the development of social work knowledge and theoretical system, the improvement of the quality of social worker team and the further improvement of their ability to deal with complex problems, the establishment of social work practice mode in line with China's reality and the establishment of social work system.

    Professional Relationship or Friendship: A Research of Knowledge View from the Historical Perspective of Social Work

    With a decade of rapid development, there are still arduous challenges in social work of China. On the one hand, it is indispensable to promote professional services through the establishment of professional relationship. On the other hand, "dual relationship" gradually becomes the bottleneck of professional development in social work because it is impossible to get rid of friend-like relationship in the practice context. This paper, based on the historical review and investigation of the concept of professional relationship in western social work, found that:first, there are three phases in the development of professional relationship in western social work, including the clear professional relationship period of casework, the ambiguous dual relationship period and the friend-like professional relationship period. Meanwhile, they are facing the challenge of dual relationship; second, with clear professional identity and sound developed professional service system, the handle of "dual relationship" in the west is guided by professional relationship and based on the "expert" knowledge view of positivism and rationalism. Third, lacking clear professional identity and sound developed professional service system, Chinese local social work requires a friend-oriented professional relationship and the knowledge view of context practice. The findings of this research would help Chinese local social workers to identify themselves on their professional situation and clear direction for future development.

    Understanding among People: Mission of the Belt and Road Social Work

    The theme of understanding among people in the Belt and Road Initiative is based on the benefit for the people and countries along the routes. Social work can improve the livelihood and social connotations of the Belt and Road Initiative for a better understanding among the people. International social work, which aims at tackling global social issues, can offer useful reference for the development of social work in China while the latter, combined with the Belt and Road social work, can better solve social problems in the post-globalization era. The Belt and Road social work can give full play to the advantages of professionalism and practice, which will explore how to deal with the livelihood and loyalty and have great significance in forming global discourse system for Chinese social work. In terms of the agenda, the future focuses of the Belt and Road social work should be placed on poverty eradication, conflict prevention and cultural integration, to coordinate economic development with social governance, offer social work support for the Belt and Road Initiative and contribute Chinese wisdom to the development of international social work.

    Ideal, Condition and Mechanism: Research Issues about theDevelopment of Evidence-based Social Work

    This paper focuses on the issues of ideal, condition and mechanism in future research on evidence-based social work. As regards to ideal, evidence-based social work needs to pay attention to how to respond to or absorb the standpoints such as social justice orientation, reflective practice, and non-hierarchization. In terms of condition, it is necessary to identify the institutional thought and organizational conditions of evidence-based social work. As regards to mechanism, the realization mechanism of the whole long chain of evidence-based practice needs to be clarified. Therefore, it is necessary to carry out normative research at the level of ideal, but also to carry out in-depth empirical research based on the theoretical support of sociology, communication and other disciplines, and reveal the dynamics and resistance of emergence, dissemination and implementation of new knowledge/technology. Particularly important is that Chinese social work has a unique path of development. To answer the above questions, scholars have to restart on the basis of the western experience.

    Marketization and the “De-socialization” of Social Work: Based on the Analysis of American Social Work

    The marketization of social work includes quasi-market and pure-market. The former is government purchase of services, while the latter means private practice. The marketization of social work became increasingly deeper during the neo-liberalism era since the end of 1970s, which resulted in practice activities focused on individual therapy and abandoning social reform, that is the so called the "de-socialization" of social work. Specifically speaking, in quasi-market model, in order to acquire buyer(government)'s service contract, seller(social organization) had to obey the will of government, and gave up the social reform action opposed by government. In pure market situation, driven by economic interest, social workers were addicted to psychotherapy needed by wealthy class, and initiatively stayed away from the social reform that served grass-root class. In order to stick to the "social" mission of social work, professional circle must rethink the market-oriented mode profoundly. In terms of Chinese social work, "partial marketization" is suitable for the current situation.

    A Study on the Well-being Improvement for Rural Elderly from the Perspective of Family Inter-generational Reciprocity

    Logistic regression analysis is conducted based on China Health and Retirement Longitudinal Survey data, to study the impact of children's economic support, life care and emotional support on the well-being of rural elderly people in the family inter-generational relationship. It is found that children's financial support is the primary factor to improve the well-being of the rural elderly, but some of this function is replaced by children's life care and emotional support. The life care of children is the mode of reciprocity that has the greatest influence on the well-being of the rural elderly in the inter-generational family relationship. Children's emotional support is conducive to improving the well-being of rural elderly people. Three suggestions are raised for policy-making. The first one is to establish a long-term care insurance system, the second one is to improve the family pension support policy, and the last one is to implement the filial piety leave system.

    Old age is the reality, ageing is the trend, prevention is the goal and participation is the method. The social participation of the elderly is a basic human right, and the social participation of the elderly is a major social project involving the elderly themselves, their families, the community and society. The involvement of social work in the participation of the elderly is to mobilize and integrate resources within the community and to provide various welfare services so that the elderly can have access to resources to meet their needs and receive proper care in a familiar community, and then make up for the shortcomings of the home-based care for the elderly. Aging prevention is the positive purpose of social work intervention in the elderly community participation and social participation is an effective strategy for social workers to intervene in aging prevention. The strategy of social work involved in the social participation of the elderly can be optimized from four aspects:support service, protection service, counseling service and supplementary service.

    The new urbanization and the current aging society have formed a "double fast-paced" development pattern. At present, China's long-term care services are challenged by the empty-nest, aged and disabled population structure. Focusing on and quantifying the needs of long-term care services for the elderly in urban and rural areas is an urgent challenge. The stakeholders of care service represented by the government should face up to the characteristics of the whole time-space needs of the elderly population and the limitation of the discrete care resources. To bridge the "family-community-institution" synergistic barriers, the real-time, active service attributes of long-term care work should be strengthened continuously. The path that can be borrowed is to actively embrace new technologies through concept update and amplifying the spillover effect of active services. In addition, the objective reality that long-term care services run through the whole life cycle of aging population should be correctly recognized. By dynamically matching the similarities and differences of individual needs with big data, value capture can be promoted to shift to value creation.

    Precise poverty alleviation is the continuation and innovation of China's poverty alleviation policy. Social work as a specialized force of precise poverty alleviation, has a strong realistic basis, and is commensurate with justice in terms of theoretical assumption, the consistency of the principle of compliance, the work target similarity and the common work style. It is precisely inherent logic coupling between precise poverty alleviation social work and justice that gives the new value for social work to participate in precise poverty alleviation, making the system optimization, equal opportunities, good deeds, contract supervision the new practice strategy, and form the poverty alleviation method of mechanism, equality, good-intention and contract, strengthening political, social and cultural legitimacy of social work participation in precise poverty alleviation, and promote value reconstruction of social work discourse system.

    In view of the development of social work in China, professional social work from the west and indigenous social work, as two forces in the field of social work in China, are not only different, but also showing the trend of assimilation. By examining their development paths, it can be found that in the process of exploring the localization of professional social work, the indigenous social work also gradually moves towards professionalism. The result of these two parallel tracks is the inter-constructional development that the two promote each other. In the future, this trend of inter-construction may continue to promote the development of social work in China, which is reflected in the four levels of inter-construction of goals, ideas, talents and methods.

    The spiritual poverty of the elderly is an important issue related to whether the elderly can spend their old age in peace, improve the quality of life, win the battle against poverty accurately, promote the smooth transition of the aging society, and prevent social risks. Based on the investigation of the elderly agglomeration area in F district of Chongqing, nicknamed "death street" by local people, this paper studies the spiritual poverty and governance mechanism of the elderly agglomeration area in urban areas from the perspective of social support network, focuses on exploring the root causes of the spiritual poverty of the elderly and their social needs, and explores the intervention strategies of social work professional. Research shows that the aggregation of the elderly results from the lack of social support network, characterized by spiritual poverty. Professional social work intervention should focus on strengthening the formal and informal support for the elderly, and specific approach is to help them build formal support, including the government, social organizations, community and informal support from peer groups such as family, friends and neighbors, improving and easing their inner feelings of loneliness to achieve spiritual poverty-alleviation.

    Study on the Supply Status and Influencing Factors of Government Basic Social Services

    As one of the most important components of basic public services, the supply of basic social services directly affects the people' sense of gain. Against the backdrop of continuous increase in the total amount of basic social service, this paper constructs an analytical framework from the perspective of supply-demand matching, focusing on the analysis of the current supply and demand of basic social service and their matching. On this basis, the paper also studies the factors affecting the development of basic social services. Based on the above analysis, we put forward the following suggestions for future policies:increasing the total supply of basic social service and improving the matching of supply and demand, promoting the balanced development of service, and establishing lists of provincial basic public service to improve the provision of basic service.

    In the 21st century, China must establish cultural self-confidence and promote the traditional culture if she wants to be the real great power. This article raises questions against the background of the increasing cultural communication and conflict among countries nowadays, and points out that literary and art workers should take the social responsibility of leading the thought of mass and use Chinese traditional symbol initiative in the creative design of contemporary culture when creating works, whereby the formal beauty of the culture born from the interaction between Chinese arts and those of other countries can show the charm of Chinese culture on the international stage. This article summarizes creative conversion methods of Chinese traditional schema symbol in the creative art works and analyzes integration and dissemination of Chinese traditional schema symbol in painting, graphic design, fashion design, industrial product design, architectural design and other aspects. In the end, it discusses the cultural identification at the deep level of social and national awareness brought by the integration of traditional culture in the modern design, so as to widen the implementation path of carrying forward Chinese traditional culture in the cultural creation era.

    In the process of popularization of higher education in China, students from urban and wealthy families are more likely to get high-quality higher education opportunities, while students from rural and poverty-stricken areas have relatively limited opportunities. The difference of higher education opportunities between urban and rural children is not only reflected in the quantity, but also in the quality. The gap between urban and rural economy and the development level of basic education are the main reasons for this difference, and to a certain extent, the current enrollment system in colleges and universities strengthens the difference. Among them, the enrollment system based on scores, recommendation and comprehensive evaluation is not conducive for the rural students to get into the key universities. Therefore, in the design of college enrollment system, we should pay more attention to the enrollment opportunities of rural students. Not only should we adopt a preferential policy towards rural students, but also take measures to improve the quality of rural basic education and the comprehensive ability of rural students.

    At present, theoretical framework for the performance audit of China's financial funds is still not perfect, resulting in the phenomena such as slow progress in performance audit projects and lack of practical guidance. This study constructs the financial performance audit route from four aspects, namely the audit goal, audit principle, audit content and performance status, and puts forward five countermeasures and suggestions, which are choosing audit projects selectively, strengthening the construction of audit subjects, hiring external experts, making overall arrangements for audit projects, and paying attention to the application of various audit methods.
