    The Theoretical Transformation and Practice Reconstruction of Western Children Protection Social Work

    China is in a critical stage to construct a general children welfare system. Since the 1960s, social work has played an important role in the western children protection practice and has promoted the orientation of the children protection's content and model. However, the children protection social work faces some debates about the value of "professional incompetence" and the practice of "administrativization", "lack of professional autonomy". Children protection practitioners consider that it is necessary to reconstruct the model, mechanism and methods of the social work practice. It requires that children protection social work should return to "children", "the nature of social work" and "building integrated service model", build "community-based children protection" or "partnership model", use the scientific and reflective assessment methods to enhance the cultural sensitivity and children's subjectivity of the intervention, focus on function of the community networks and family support. The transformation and reconstruction of Western children protection social work has a positive effect on the perfection of the general welfare system for children and the construction of service system in China.

    The Role of Medical Social Worker in Coordinating Doctor-Patient Conflicts in Double Movement: Experience from Taiwan, China

    Based on Polanyi's view of "double movement", this paper regards doctor-patient conflicts as a byproduct of the structure of medical marketization, which is also a global phenomenon. In this sense, medical social workers can be seen as part of Polanyi's notion of "counter-movement", which helps to bring the de-embedded medical market back to the concern of humanity. However, the biggest obstacle to the development of medical social workers in mainland China is the issue of its unclear positioning, which also affects the deterioration of the relationship between doctors and patients. This paper explores how the institutionalized development of medical social workers in Taiwan gradually plays a role in mediating doctor-patient conflicts. Based on the analysis, the author puts forward suggestions on the development of medical social work in mainland China.

    A Study on the Social Relationship Empowerment for Five-guaranteed Seniors in the Nursing Institution: A Case Study Based on Research in M Nursing Home in Nanjing

    Based on the research in the gerocomium M in Nanjing, this paper is aimed at investigating the function of group work in the empowerment and treatment of social relationship for the five-guaranteed seniors in pension agencies from the viewpoint of empowerment. We mainly focus on three consecutive phases: pure mental empowerment of social relationship, practical empowerment of social relationship and self-management in achieving the social relationship. It is reported that, the seniors in the pension agencies in China usually have inefficient family relationship and neighborhood relationship, narrow friend relationship, both reliant and alienated agency relationship. And the method of group therapy is helpful in improving their social relationship. In fact, it is necessary for the social workers to mobilize the relevant participators through a variety of skills and roles. And the concerned subjects should improve their individual sense of empowerment and create the collective empowerment environment. Furthermore, in order to achieve the goal of empowerment of social relationship for this group, it is recommended to establish a progressive empowerment mode, "from the inside out", namely, from individual to family members, then to acquaintances, and finally to strangers. It is found that, the uniqueness of the clients, the particularity of the agency environment, the relevance of the group goals and the complexity of the institutional environment are the internal mechanisms that affect the empowerment mode of social relationship among the five-guaranteed seniors in the pension agencies.

    Application of Group Work in Improving Life Quality for Mentally Disabled Homeless People-Taking X Salvation Management Station in Shanxi Province as an Example

    This research takes mentally disabled homeless people stranded in salvation management station as research target. Because of the comparatively low status of their life quality, the research team adopts group work to intervene their life from aspects of self-care ability, memory and attention, the excavation and cultivation of individual potential, social support ability, interpersonal interaction ability, and amateur entertainment. It is found that their life quality has been greatly improved. It indicates that it is feasible to apply group work in management of mentally disabled homeless people. The intervention of social work in salvation work can have some complementary function and have a great significance for reference. Finally, it is hoped that government and professional agencies to promote the publicity and advocacy for salvation for mentally disabled people, and more salvation agencies to introduce social workers to provide service for them.

    This paper compares the social work education model of China and Australia in terms of the degree setting, curriculum design, teaching materials and teaching methods. It is hoped that by analyzing the strength of social work education mode in Australia, reference can be made for the localization of social work education in China. Meanwhile, facing the rise of Sino-foreign cooperation education mode, this paper puts forward some suggestions on the curriculum design, teaching materials, teaching methods and practice system for Sino-foreign cooperation education mode of social work profession.

    Analysis on the Third-party Evaluation Mechanism from the Perspective of Control Right Theory: A Case Study of a Community Governance Evaluation Program in H City

    On the basis of briefly reviewing relevant researches on third-party evaluation, this paper adopts a single case analysis to analyze and reflect on the possession and allocation of the control right of third-party evaluation among stakeholders in different stages of the evaluation. In the beginning stage, the third-party evaluating agency and the evaluated agency usually do not have a clear evaluation goal, which is continually clarified and formulated in the implementing stage. In the fixation of evaluation index, the evaluation index system has some eclecticism and compromise. In the implementation of evaluation, the third-party evaluating agency acquires part of the control right of the evaluated agency through contract of government purchasing evaluation service, but such control right is not strictly supervised. When the opacity and transparency of related evaluation information is limited, their relationship is in discordance because of their different pursuits. In the stage of evaluation result release, control right of the evaluation is basically in the hands of entrusting party and the third-party agency. In the end, it raises the question of distributive justice about control right of evaluation in third-party evaluation mechanism, and suggests it is imperative to promote the public participation and build an incentive and restraint mechanism for the evaluation of social service to prevent the loss of efficacy of third-party evaluation.

    Embedded Development and Diversified Construction: Review and Reflection on the Development of Shenzhen Social Work in the Past Decade

    By using embedded development theory, this paper first made a survey of the history and current situation of social work in Shenzhen, according to which the historical development of the social work in Shenzhen in the past decade is divided into 4 phases, namely a very weak embedding stage based on service of job responsibilities, a weak embedding phase based on small special service, a strong embedding stage based on community service center, and a structural embedding stage towards total radiation and "the greater civil service". Secondly, by using the theory of multiple constructions, it explains the development experiences of multiple stake-holders such as the government, social organizations, schools, enterprises, media, and foreign academic organizations, in the development of social work in Shenzhen. Finally, it makes a reflection on the practice of social work from the perspective of social work management system, professionalization, specialization, and looks into the embedded development trends of social work in Shenzhen.

    A Suppressed Role: A Case Study of the Administrativization of Post Social Work Service in A City

    It is a trend to arrange social workers to provide service based on the posts set in government departments, public institutions and mass organizations. It has become an important form for the government to purchase social work service. However, with the development of social work in recent years, post social work service is also facing the problem of administrativization, lack of professionalism, unclear roles, and the existence of these problems is very unfavorable for the long-term development of post social workers. In order to better understand the causes of these problems and their consequences, this paper takes A city in Guangdong purchasing post social service as an example and analyze the respective roles of post social workers and service users and the formation of the role relationship. Through analysis, this paper argues that the post is a buffer or "dialogue" space formed during the process of role-playing and the interaction between the two sides and even many parties. It is also an indispensable part of the job, which, however, may result in too much administrative workload for social workers. In order to reduce unnecessary administrative work, service units and post social workers need to clarify their roles and responsibilities to successfully complete their role-playing.

    Through a comprehensive survey of social work mechanism in overseas developed areas, it is found that even in the face of the new public management doctrine, market forces and the great impact of government welfare reform, social work mechanism is still able to effectively respond and healthily operate. The key lies in the interaction of public governance mechanism, social participation mechanism, professional authority mechanism, expert identity mechanism, self-governance mechanism, providing an effective support. And, the process of institutional specialization is a game between professional forces and state forces, and professional forces should be trusted and supported to grow.

    Historical Evolution and Contemporary Reference of Sun Yat-sen's Thought of People's Livelihood and Welfare

    November 12, 2016 marked the 150 anniversary of Sun Yat-sen's birthday, who is the forerunner of the China's democratic revolution. By reviewing the thought of the Sun Yat-sen's people's livelihood and welfare, it is not only conducive to the memory of his special contribution to livelihood affairs, but also beneficial for rethinking the people-and-livelihood-oriented welfare system at present. This article uses the literature research method, surveying Sun Yat-sen's most important speeches from 1890 to 1925, and finds that Sun Yat-sen's thought can be divided into four different development stages, namely the nascent stage, the forming stage, the optimization stage and the setting stage, according to the different epochal demands; along with the maturity of his revolutionary thought, Sun Yat-sen's thought of people's livelihood and welfare was gradually transforming from fragments to systematic, from vagueness to particularities, from traditional to modern way, which seems to be more comprehensive, rational and mature in the 35 years. This paper suggests that we should promote "people-oriented" social policy based on correctly understanding and inheriting Sun Yat-sen's thought, actively expand the economic foundation of people's livelihood, and learn relevant development experiences of people's livelihood from home and abroad.

    This paper reviewed and summarized the relevant researches of the disabled people in China in the period of'12thFive-Year Plan' period from the following aspects: journal articles, academic monographs, research projects and academic carriers. And it analyzed the development trend of study on disability from the five aspects,namely the transformation of the research values, the development and evolvement of paradigm on quantitative research method, extension and enrichment of research content of the field, microcosmic development and specification of the research perspective, exploration and practice on the mode of discipline construction and personnel training. On this basis, it put forward the future research field of disabled people in China, which includes the well-off, poverty, housing, education for the disabled and theoretical system for the disability.

    On the Education of Marxist Religious View Based on College Students Religious View

    Through an investigation of religious issues among college students in Guangdong province, it is found that the majority of college students have a correct knowledge of religion and a healthy attitude towards religion, but some of them do practice religious beliefs, revealing a contradiction between their cognition of religion and their behaviors. Colleges and universities should strengthen the education of Marxist religious view, coordinating the relationship of knowledge, emotion and behavior. It is imperative to link education on religious view with ideological education, moral education, and psychological education, forming a complete chain of education. It is the task of education on religious view in college to strengthen the belief education among college students.

Taking a local university as an example, this paper proposes the construction of an innovative model-"association + team + project", which is based on professional student's association, relies on science and technology innovation team and oriented towards scientific research projects. It can break the bottleneck of the cultivation of innovative talents, deepening the reform of innovation education.

    Research on the Brand Construction of Party Building among College Students: Establishing Party Building Brand of Outstanding Traditional Lingnan Culture

    Party building among college students is facing the challenge of the increasing infiltration of ideology and culture from the West, and the challenge of reform and opening up, especially the reform of educational system, the rise of new media and the influx of the western thought. There are four problems in the current Party building in colleges and universities: First, emphasizing on the development of student Party members makes it difficult to accurately know the motivation of people who join the party. Second, education and management of the student Party members are in poor implementation and lack of long-term mechanism. Third, the number of Party workers is few and their professional qualities need to be improved; Fourth, the regular activity of student Party organizations is ineffective and the fighting fortress role of grass-roots party organizations is not obvious. It is very important to promote the development of Party building among college students under the guidance of Marxist view of culture and to establish Party building brand of traditional Chinese culture. In Guangdong, for example, the specific countermeasures to establish Party building brand of outstanding traditional Lingnan culture are listed below: First, shape a valuable brand to guide student Party members to have correct motivations. Second, strengthen theoretical research and improve long-term educational mechanism of Party building brand of outstanding traditional Lingnan culture. Third, develop a brand of educating people with culture and improve the overall quality of Party workers. Fourth, innovate regular activities of the Party organizations and promote the brand project of Lingnan outstanding traditional culture.
